Schumacher, Chair, called the meeting to order. Motion by Quastad, seconded by Juhl, to approve the minutes from last week’s meeting and also approve them for publication. All ayes, motion carried.

During public forum, Tom Egeland, Custodian, and Mike Martens, Emmet County Sheriff, discussed the floor in the law center that recently buckled. They have had two engineers look at the situation. He stated that it started happening last Friday and is still continuing further. Both Engineers stated that they see no visual observations that the structure is going to fail. The law center was built in 1981 with the flat roof, that roof was replaced with the current roof in 1993. The flat roof was replaced with a steel roof with a pitch, leaving the flat roof underneath. One Engineer’s thought was to have a panel of the roof removed to see if there is any water pooling underneath. Supervisor Quastad shared his concern about removing a portion of the roof, stating the roof is not really a take a part kind of roof. Quastad stated maybe drilling a hole or finding an inlet and inserting a camera to see if there is any water pooling. Another possibility found was water loading on the West side of the Building due to the recent rains. As far as the Sheriff knows, he has never seen or heard of this happening before with the floor situation. The consensus of the Board was for the Custodian and the Sheriff to move forward and keep in touch with the Board on the ongoing situation.

Vickie Jurrens, Emmet County Treasurer, informed the Board that due to continuing education in Dickinson County for motor vehicle with the DOT, the Treasurer’s office will be closed all day on this Thursday, May 19, 2016, so entire staff can attend the training.

Walter Davis-Oeth, Emmet County Engineer, stated that the Engineer’s office has been getting calls on maintenance and gravel on roads. He stated that they are just over one-half way on gravel quota. Davis-Oeth stated that there are still a lot of locations that need gravel and that the recent rains have put them behind. He also stated that one thing in the past, was that they usually had the road ditches mowed by Memorial Day. He stated that due to being short of staff and the recent rains they are behind but are going to try and get that done also. He also stated that they have been cleaning out ditches in the Wallingford area and will move to the road by the new confinement of BWT Farms LLLP (Morlin Site) to put on more cover and gravel, stating that the road is in pretty good shape.

Davis-Oeth asked the Board’s opinion on his DOT Budget amendment scheduled for next week’s Board meeting. Due to Davis-Oeth being in Palo Alto County next week, he would like to call in to the Board Meeting and handle his budget amendment that way. The Board gave him their approval.

Madden discussed a drainage concern on district EPA#17 with the Engineer, the problem lying in Jack Creek Township.

It was moved by Quastad, seconded by Madden, to set the Public Hearing for J & W Farms (Rick & Jordan Eggers, owners, in Section 11 (SW NW), Ellsworth Township for May 31, 2016, at 9:30 a.m. All ayes, motion carried.

Resolution #2016-10 concerning Blood Borne Pathogens was presented for Board approval. This endorses OSHA’s procedures and protects Emmet County. It will be added to the Safety Policies & Procedures Book. It was moved by Pluth, seconded by Madden, to approve Resolution #2016-10. Roll call vote was taken: Ayes: Pluth, Quastad, Madden, Juhl and Schumacher. Nays: None. All ayes, motion carried. The Resolution reads as follows:

Adopting or amending a written plan for compliance with an OSHA regulation may well be within the discretion of county management, however, there are good reasons to get approval of the Emmet County Board of Supervisors as well. The plan adopts policies and procedures that must be followed by all employees of the county. Compliance also requires a commitment of money and time for training, materials, equipment (if applicable), and record keeping. The Emmet County Board members are involved in adopting the policy; they will more clearly understand the obligation to commit the resources necessary to carry it out.

EMMET COUNTY BOARD OF SUPERVIORS RESOLUTION ADOPTING A WRITTEN PLAN FOR COMPLIANCE WITH AN OSHA REGULATION

EMMET COUNTY BOARD OF SUPERVISORS

Whereas, Emmet County is committed to ensuring the safety and health of the employees;

Whereas, Emmet County is subject to state enforcement of rules and regulations adopted by the; IOWA OCCUPATIONAL SAFETY and HEALTH ADMINISTRATION (IOSHA) and Federal Occupational Safety and Health

Administration (OSHA);

Whereas, OSHA requires covered employers to adopt written procedures for compliance with its standard on Blood Borne Pathogens 1910.1030 revision.

NOW THEREFORE BE IT RESOLVED BY THE EMMET COUNTY BOARD OF SUPERVIORS

That the Blood Borne Pathogens Revision is hereby adopted.
