Environmental Safe Guards implemented by the Concessionaire from Km 80+000 to Km 136+490 were reviewed and following are my observations.
1. Concessionaire has furnished Environmental Monitoring Report for the 2nd half of the year 2013 on 02.05.2014. This report was reviewed by me and found not in a complete shape. Shortfalls in this report were notified to the Concessionaire by letter on 13.06.14. Concessionaire shall attend to the remarks and resubmit the report early to IC for review.
2. Environmental Monitoring Report for the 1st half of the year 2014 is due on 30.06.2014. Concessionaire may arrange to test Environment pollutants of water, air, soil, noise and furnish test report with status of complying MoEF conditions in triplicate to IC for review early.
3. Surprise check was made at toll plaza to observe the behavior of staff working in toll booth. All the staff working in toll booth are graduates with Diploma in Computer Application. Concessionaire has given training to the staff before appointing in toll plaza . Staff working in toll booth were asked to behave themselves and to be polite while giving information to the dignitaries and road users crossing toll plaza.
4. Concessionaire shall remove stone dust kept within the premises of base camp to avoid Environmental and health hazards to the public living near by.

5. Madras high court has directed to plant 10saplings along the sides of the road for every tree axed for widening work of the road. Concessionaire shall inform the space available to accommodate further avenue plantation to comply with court direction.
6. District Environment Engineer Thanjavur TNPCB, has addressed the DGM (T) & Project Director Thanjavur vide letter No: DEE/TNPCB/TNJ/F.No 0481 /2014/ dated 04.03.2014 that the Consent Order of TNPCB issued to established road widening works from Km 80+000 to Km 116+000 was expired on 10.05.2010 and to inform the present status of the Project. Concessionaire may approach the office of the District Environment Engineer TNPCB Thanjavur, and apply for consent to operate if not yet obtained. Copy of consent to operate obtained from District Environment Engineer TNPCB, Thanjavur, for the stretch of road from Km 80+000 to Km 116+000 may be sent to IC for review.
7. From Km 83+000 to 85+000 gravel mixed soil in the median is not yet replaced by agriculture soil to get better growth of median plantation.
8. As already pointed out by IC Concessionaire shall maintain separate register to display alive trees along the ROW on either side of NH-67 with chainage (LHS & RHS), type of avenue planted, Number of avenue rows adopted for verification during inspection.
9. Compliance report for the comments communicated during previous inspection on 25.03.2014 is not yet received. Concessionaire may furnish the compliance report to IC early for review.
10. M/s Hotel Bridhavanam has erected a sign board near rest area to display their hotel name. In this sigh board, it is written as NHAI on top right corner (see the photo enclosed). Writing NHAI in this sign board is not permitted as per Concessionaire Agreement. The word NHAI may be erased from this private advertisement board and compliance report may be sent to IC for review.
11. Concessionaire shall keep one Crane of 15MT capacity with hydraulic lift to attend rescue operation during incidents. Inspire of so many reminders from IC Office, Concessionaire has not complied with provision of Concession Agreement. This is in violation of Concession Agreement.
12. Concessionaire has not renewed the permit of TNPCB for the crusher at Rakathanpatti (Pudhukottai District). Action may be taken to renew the consent Order of TNPCB. Copy of the renewed Consent Order may be sent ot IC for review.
13. Para medical staff appointed in the toll plaza has obtained Diploma in Nursing and she is capable of providing first aid during incident.
14. All the requisite register as specified in Concession Agreement are maintained in the toll plaza.
15. Concessionaire has issued ID card and uniform to all the staff working in Toll plaza.

16. Staffs of toll plaza have observed World Environment Day on 5th June 2014 by planting saplings around toll plaza in the presence of District Environment Engineer TNPCB Trichy.
17. No adverse impact on the Environment of the project area was noticed.
18. Mr. Raju from Concessionaire side was present during review and site inspection.
