(List Facility Name) believes its most important asset is you, its employee. We have developed plans to address dangers which could threaten your well-being. Your timely response to such circumstances is essential to the plan's success. Preparation for emergencies is the key. Take some time with your supervisor to:
Ø Read the quick reference information and procedures outlined in this booklet. Become familiar with the evacuation routes for your floor. Familiarize yourself with shelter areas within the building.
Ø These instructions are general and basic. They are only guidelines around which each department should develop specific instructions. It is very important that all department personnel are familiar with these emergency/disaster situations before they occur!
Ø Common sense should dictate reaction to emergency situations. All situations cannot be neatly defined into hard and fast guidelines. Individual judgment must be exercised in each situation. Continuing and meaningful efforts to prevent incidents that lead to emergency situations should be of greatest concern.
Above all, stay calm and use good judgment in the event of an emergency. Follow established procedures and the instructions of your department head and supervisors.
These plans will only work with a cooperative effort. By working together, we may prevent a tragedy from occurring.
INTRODUCTION

MEDICAL EMERGENCY
In the event of a medical emergency in your building
1. Call 911 and report the medical emergency and the location of the injured person. Stay on the line with dispatch as they can give you advice about the treatment of the injured person.
2. Make an announcement through the paging system (See All Call Procedures) that you have a medical emergency and ask that the defibrillator and the first aid kit be brought to the location of the injured person.
3. Provide assistance to the injured person to the best of your ability.
MEDICAL EMERGENCY
BLOOD / BODY FLUIDS
1. If a small spill occurs, isolate the area from exposure if possible and clean up with a
“Spill Kit”.
2. Spill Kits are located (enter area spill kits are located). Used spill kits may be disposed of in the trash.
(Additional materials are located in the maintenance shop, storage room, etc.).
3. If additional sanitation is necessary, contact the maintenance, cleaning, or designated personnel to sanitize the exposed area.
4. If a large spill occurs, isolate the area from exposure, and contact the maintenance, cleaning, or designated personnel to clean the area.
BLOOD / BODY FLUIDS
CIVIL DISORDER / THREAT TO PERSONAL SAFETY
In the event of a disturbance, good judgment and sound action will minimize the disturbance. Individual fear and emotion must be controlled and not communicated to those involved.
1. Take immediate action to protect yourself in the event of a violent confrontation.
2. When you believe you are in a situation which is becoming even potentially threatening, conclude your business quickly. Try to avoid escalating the situation. Retreat from the area if your life is in danger.
3. If a threatening individual is at large in the buildings, every effort will be made to give employees adequate time to take protective measures. When you are notified of this situation, please remain at your work station or other designated area until released by your department head or supervisor.
4. Maintain a calm, helpful, and business like attitude.
5. If a coworker appears to be in a threatening situation, stand behind and to the right about three feet away as a support.
Do not speak unless you are specifically asked to take over the conversation.
6. You are not expected to attempt to calm any disturbance that might place you in danger of physical harm unless this activity is a normal component of your job.
7. Call 911 if law enforcement assistance is needed.
CIVIL DISORDER / THREAT TO PERSONAL SAFETY
MAIL THREAT / SUSPICIOUS OBJECT
It is possible that any staff member might receive a threatening letter or suspicious parcel, or discover a suspicious object somewhere on the premises.
If you receive a written threat, a suspicious parcel, or if you find a suspicious object anywhere on the premises:
1. Keep anyone from handling it or going near it. The object may be potentially dangerous. In addition, its preservation is important as evidence for law enforcement.
2. Contact your List Your Local Law Enforcement at ###-###-####, or call the Columbia County Sheriff’s Office dispatch at (608) 742-4166 Extension 1, or 911 and follow their instructions.
3. Promptly write down everything you can remember about receiving the letter or parcel, or finding the object. Police interviewers will need this information.
4. Remain calm. Do not discuss the threat with other staff members.
3. If evacuation is ordered, follow the employee evacuation procedure in this booklet.
MAIL THREAT / SUSPICIOUS OBJECT
PHONE THREATS / VOICE MAIL THREATS
Any staff member can receive a threatening phone call.
1. Remain calm. Note any information on the caller ID, name, number, cell phone company, etc.
2. Listen carefully. Be polite and show interest. Try to keep the caller talking, so that you can gather more information.
3. Write down as many details as you can remember. Police interviewers will need this information. Keep the bomb threat checklist near the phone.
4. Contact your List Your Local Law Enforcement at ###-###-#### or the Columbia County Sheriff’s Office Dispatch Center at 742-4166 Extension 1 and follow their instructions.
5. Write down the extension you were at and the time when you received the call. This may be used in an attempt to pull the caller’s number from the records. DO NOT HANG UP OR USE THE EXTENSION YOU RECEIVED THE CALL FROM.
6. Do not discuss the threat with other staff.
7. If evacuation is ordered, follow the employee evacuation procedure.
THREATENING / OBSCENE VOICE MAIL
If you receive a threatening/obscene voice mail contact your supervisor immediately. Do not delete the voice mail call. Once you delete a message there is no way to recover that voice mail message.
Unauthorized access or other phone and voice mail issues or concerns.
If you believe that there is abuse or other problems with the phone system or voice mail contact your supervisor immediately.
PHONE THREAT / VOICE MAIL THREAT
EXPLOSION
1. Remain calm. Call 911. Refrain from using the phones unless it is an emergency.
2. Be prepared for additional explosions.
3. Crawl under a table or desk.
4. Stay away from windows, mirrors, overhead fixtures, filing cabinets, bookcases, and electrical equipment.
5. If evacuation is ordered, go to the designated evacuation area.
6. Do not move seriously injured people unless they are in obvious, immediate danger of fire, building collapse, etc.
7. Open doors carefully. Watch for falling objects.
8. Do not use elevators. Elevators can become inoperable during a fire. In addition, smoke and fire travel up elevator shafts.
9. Do not use matches or lighters.
EXPLOSION
FIRE / FIRE EXTINGUISHER / PULL STATION USE
If a fire occurs in your area:
1. Alert coworkers and call 911.
2. Pull fire alarm when a fire is discovered. Become familiar with the locations of pull stations in your areas. (Note: Add a fire extinguisher / pull station map to the back of the plan if available and add that information here if applicable)
3. Evacuate the area if you are unable to put out the fire with a fire extinguisher. (See employee evacuation procedure)
4. Touch doors prior to opening them. A hot door indicates fire on the opposite side. Do not open a hot door!
5. Close all doors behind you as you leave. Closed doors slow the spread of fire, smoke and water.
Fire extinguisher use
Become familiar with the locations of fire extinguishers in your areas, and how the fire extinguisher is used.
The fire extinguisher locations are listed on the back “Pull Station and Fire Extinguisher Map”, if applicable.
FIRE / FIRE EXTINGUISHER / PULL STATION USE
CHEMICAL SPILL AND FIRE
If a chemical spill occurs:
All chemical spills and fires, no matter how small, must be reported to the Department Head / Supervisor / Maintenance Department / Etc. & add number to call.
1. If toxic chemicals come in contact with your skin, immediately flush the affected area with water. Use a chemical shower if available.
2. Call 911 to request fire department and EMS response to the incident if needed.
3. Notify your supervisor of the extent and location of the spill.
4. Do what you can to contain the spill, but do not endanger yourself or others.
5. If there is any possible danger, evacuate your area.
If a chemical fire occurs:
1. Alert coworkers.
2. Pull fire alarm. Evacuate the area immediately, then call 911 to report the fire.
3. Notify the Maintenance Department, etc. (enter name and number to call).
CHEMICAL SPILL AND FIRE
ELEVATOR EMERGENCY
What to do in an emergency:
1. Remain calm.
2. Do not force the elevator open.
3. Open intercom/phone door located on the wall in the elevator if present.
4. There should be specific directions in an emergency in which to contact your List Your Local Law Enforcement at ###-###-####, or the Columbia County Sheriff’s Dispatch Center. Indicate the building and elevator in which you are located. The dispatch center will contact local emergency responders.
5. Local emergency responders will obtain assistance for you.
ELEVATOR EMERGENCY
POWER OUTAGE
1. Remain calm
2. Provide assistance to visitors and staff in your immediate area.
3. If you are in an unlighted area, proceed cautiously to an area that has emergency lighting.
4. If you are in an elevator, stay calm. Use the intercom phone in the box if available. There should be specific directions in an emergency to connect to your List Your Local Law Enforcement at ###-###-#### or the Columbia County Sheriff’s Dispatch Center. Indicate the building and elevator where you are located. The police department or dispatch center will obtain assistance for you through local emergency responders.
5. NOTE: Add this information ONLY if you have a backup generator for your facility. The backup generator will start up in ## seconds.
POWER OUTAGE
FLOODING / WATER DAMAGE
Serious water damage can occur from many sources: burst pipes, clogged drains, broken windows or construction oversights.
If a water leak occurs:
1. Remain calm.
2. Contact the Owner / Department Head / Supervisor / Maintenance Department / etc.. Advise the person answering your call the exact location and the severity of the leak. Maintenance will take appropriate measures to stop the leak.
3. Notify your supervisor of the extent and the location of the leak, if possible.
4. If there are electrical appliances or electrical outlets near the leak, use extreme caution. If there is any possible danger, evacuate the area.
5. If you know the source of the water and are confident of your ability to stop it (unclog the drain, turn off the water, etc.) Do so cautiously.
6. Take only those steps needed to avoid or reduce immediate water damage. If possible, carefully move small or light objects out of the emergency area.
FLOODING / WATER DAMAGE
TORNADO
The enter name of office or person will announce tornado watches and warnings over the intercom if available or by word of mouth, whichever is applicable.
If a Tornado Watch is announced you should do the following:
1. Carry on with regular business; listen to the radio for weather advisory information.
2. If your job takes you out in the field, be aware of weather changes.
If a Tornado Warning is announced you should do the following:
1. Move to your designated shelter area immediately. (See shelter area tab-Designate safe shelter areas within your building). Lock your office door to secure confidential information.
2. Do not use elevators.
3. Do not leave the building.
4. Escort the public to shelter areas.
- Alert others who may not have heard the warning.
Do not leave the shelter area until directed to do so by your supervisor or the highest-ranking official in the shelter area.
NOTE: If you cannot get to the shelter area move to interior halls and rooms without windows.
TORNADO
SHELTER IN PLACE
1. The most senior Manager, Department Head, or highest ranking individual physically present in the building is responsible for directing staff and maintaining a line of communication with the Incident Commander or Law Enforcement for further instruction and information.
2. Close and lock all doors and windows.
3. Turn off all air circulation systems.
4. Seal cracks around doors and windows with duct tape or wet towels. If you are assigned a private office with a window, you are responsible for sealing the window.
