2015 WHITE SHEET RULES

The following rules of baseball and softball are presented to the Board of Directors of the Marysville Little League and are intended to supplement the National Little League rules in effect at the beginning of the baseball/softball season. These rules provide additional information to managers, coaches, coordinators, and umpires regarding rule options and local ground rules specifically for the Marysville playing fields.

These rules are in effect from the date indicated below until such time as the Rules Committee makes changes and the Board of Directors grants approval. Any questions regarding these rules or exceptions to the following rules must be addressed in writing and presented in person to the Board of Directors of the Marysville Little League. All prior rules are henceforth revoked.

Section 1

BASEBALL MAJORS DIVISION

(9, 10, 11 AND 12 YEAR-OLD PLAYERS)

1.  Rosters

1.1  The Majors Division is limited to 9, 10, 11 and 12 year-old players.

1.2  Each team shall consist of a twelve player roster.

2.  Player selection

2.1  Draft: The selection of players for the various teams within each division shall be in compliance with the Little League Draft Selection System as detailed in the Operations Manual

2.2  Replacement Players: If a Major’s manager loses any player on the roster during the current season through illness, injury, change of address, or other justifiable reason (subject to Board Approval), that manager will have five days from the date that it’s established with certainty that the lost player will no longer participate on the team to provide three potential replacement players, (first (1st) choice, second (2nd) choice, third (3rd) choice,), to the Chief Player Agent of the affected division, National or American league.

2.3  A player who refuses to move up to the Majors Division will be eliminated from consideration for all post season play.

3.  Game Preliminaries

3.1  Continuous Batting Order - The continuous batting order option was adopted for this level. (Per Little League Rule 4.04)

3.2  Slug Bunts: Slug bunts are not allowed.

3.3  The tower has the official start time, book, and pitch count.

3.4  Reschedules due to rainouts or time limits will be on the next available day and time.

4.  Starting / Ending a Game

4.1  Time Limits: There are no time limits on Majors Baseball games with the exception of the items listed below

a)  Cedar Field Curfew - Per the City of Marysville, all Cedar Field lights must be turned off by 10:30pm. Therefore, no new inning may start after 10:00pm, and no pitch may be thrown after 10:15pm

b)  Stacked Games -- During games in which another game is scheduled to follow, no new inning may be started after two (2) hours from the game start time.

Notes:

·  For all games halted due to time limit, curfew or weather, refer to rules 4.10 and 4.11 in the Little League Rule Book

·  For purposes of time limits, a new inning has started when the last out of the current inning has been made.

·  The official start time of a game is when the first pitch is thrown. The umpire and official scorekeeper should note the actual game time start.

4.2  10 –Run Rule - The 10-run rule is in effect for this division per LL Rule 4.10(e)

5.  Pitching Regulations

5.1  Marysville Little League will follow the pitching rest requirements described in Regulation VI.

6.  Administration

6.1  Any board member, city official, or Marysville school official can close down an MLL practice or playing field due to unsafe conditions.

6.2  Failure to follow these rules may result in game suspension.

a)  Complaints must be submitted in writing and signed within 24 hours of scheduled start time to the appropriate league official;

b)  Rule issue report to UIC of effected division;

c)  Player issue report to Chief Player Agent of effected division

Section 2

BASEBALL AAA DIVISION

(9, 10, and 11 YEAR-OLD PLAYERS)

1.  Rosters

1.0  The Minors Division shall consist of 9, 10, and all 11 year-old players not drafted to the Major’s Division of play.

1.1  Each team shall be limited to a maximum of seven (7) players in any one (1) age group, (10 or 11 year-old players) until all draft-able players have been allocated.

2.  Player selection

2.0  Draft Order:

a)  The managers draw numbers to determine who will select the first player.

b)  In a new four team league,

·  the manager who draws number one (1) makes the following player selections: 1st choice, 8th, 9th, 16th, 17th, 24th, 25th choices, etc.;

·  The manager who draws number two (2) makes the 2nd choice, 7th, 10th, 18th, 23rd choices, etc.;

·  The manager who draws number three (3) makes the 3rd choice, 6th, 11th, 14th, 19th, 22nd choices, etc.;

·  The manager who draws number four (4) makes the 4th choice, 5th, 12th, 13th, 20th, 21st choices, etc., until all eligible selections are completed

The preceding is only an example. Draft selection numbers will vary according to the actual number of teams participating in the league for each individual level of play.

2.1  Option Players: An option is an agreement between a manager and the Player Agent covering a special condition. All options must be in writing, except item number one (1) below, and be submitted to the Player Agent prior to the start of the first tryout. Option players will follow the LL draft selection system as detailed in the LL Operating Manual

a)  Brother / Sister Option: When there are two or more siblings in the draft and the first brother or sister is drafted by a manager, that manager must draft the other sibling in the next subsequent turn. Siblings must be drafted together and in subsequent turns unless the parents stipulate in writing that they do not want those siblings playing together on the same team.

b)  Coach’s Option: One minor’s coach’s option will be allowed per team if all minor’s managers positions are filled prior to the first tryout.

i  No coach’s option will be allowed while minor’s manager positions remain vacant.

ii All coach’s options must be taken in the first round of the draft.

iii  Any player drafted to the Majors Division who refuses to play in that division will be eliminated from consideration for all post season play.

iv  Prior to the first tryout, the player agent would need to be notified of option picks in writing.

2.2  Supplement Draft: Managers will draw players who were not eligible for the draft, such as those players not attending the tryouts; out of a hat at the end of the draft after all eligible players have been successfully drafted.

3.  Game Preliminaries

3.1  Playing Regulations: Each player is required to play a minimum of nine (9) defensive outs, three (3) of which must be an infield position by the end of the 4th inning.

a)  Failure by the manager / coach to comply with this rule will result in the enforcement of penalties under Regulation IV(i)

b)  Exception: Players who were absent due to illness, discipline or are otherwise exempt from the rules stated herein and any game shortened by curfew, darkness, inclement weather and/or 10-run rule.

3.2  Defensive Positions: There will be three outfielders.

4.  Starting / Ending a Game

4.0  Time Limits: There is a two and one-quarter (2 ¼) hour time limit for a game.

a)  No new inning shall be started after two hours from the start of the game.

b)  No Pitch will be thrown after two and one-quarter (2 ¼) hours from game start time.

4.1  10 –Run Rule – If after five (5) innings, or four and one-half (4 ½) innings (if the home team is ahead), one team has a lead of ten (10) or more runs, the manager of the team with the least runs shall concede the victory to their opponent.

Note: If the visiting team has a lead of ten (10) or more runs, the home team must bat in its half of the inning.

4.2  Game Length: Games shall consist of six innings.

a)  For the first five (5) innings, each half will end when five (5) runs have been scored or three (3) outs have been made, whichever occurs first.

b)  Runs scored in the sixth (6) inning shall be unlimited as governed by normal playing rules.

5.  Pitching Regulations

5.0  Marysville Little League will follow the pitching rest requirements described in Regulation VI.

5.1  12 year olds are not allowed to pitch.

b)  In a new four team league,
