Deletion of ITU-T Recommendations

A.By TSB Circular 182 of 22 August 2003, it was announced that the following ITU-T Recommendation was deleted, in accordance with the procedures outlined in Resolution 1, Section 9 of the WTSA (Montreal, 2000):

–ITU-T Recommendation E.162 (21.04.1995): Capability for seven digit analysis of international E.164 numbers at Time T

The conditions governing the deletion of this ITU-T Recommendation were met and 27 Member States participating in the meeting of Study Group 2 (Geneva, from 23 April to 2 May 2003) proposed to delete this ITU-T Recommendation. Ten Administrations of Member States responded to the consultation on 13 August 2003, and no objection to this deletion was received.

Legal time changes

Egypt
Communication of 8.IX.2003:

Telecom Regulatory Authority (TRA), Cairo, announces that legal time in Egypt will be retarded by 60 minutes as from 25 September 2003 to 29 April 2004 and thereby will correspond to UTC +2.

Paraguay
Communication of 4.IX.2003:

Legal time in Paraguay has been advanced by 60 minutes since Sunday 7 September 2003, at 0400hours UTC and thereby corresponds to UTC –3.

Communication of 19.VIII.2003:

The National Regulatory Agency for Telecommunication and Informatics, Chisinau, announces the introduction of a new National Numbering Plan (NNP) in the Republic of Moldova (country code+373), with effect from 31 October 2003 (2100 hours UTC).

As from 31 October 2003 (2100 hours UTC), Moldova will adopt an eight-digit National Numbering Plan (NNP). The international public telecommunication number structure will consist of eleven digits in all, including country code +373.

CC + [N(S)N], where:

CC is the three-digit country code +373,

[N(S)N] is the National (Significant) Number consisting of eight digits.

The introduction of the new NNP will be implemented in two stages:

–The first stage will begin on 31 October 2003 at 2100 hours UTC;

–The second stage will begin on 31 January 2004 at 2100 hours UTC. After introduction, the National Numbering Plan (NNP) will remain an open numbering scheme.

The details for the first and second stages are presented below:

First stage

A)Geographic telephony numbers

As from 1 November 2003, the existing seven-digit National (Significant) Numbers [N(S)N] will be converted to eight-digit [N(S)Ns].

The digit “2” will be added as the leading digit of all National Destination Codes (NDCs) for PSTN/ISDN numbers. At present, National Destination Codes (NDCs) consist of one or two digits. New NDCs will consist of two or three digits. The NDC for Chisinau will consist of two digits. The NDC for all remaining locations (cities, towns) will consist of three digits.
