The regular Meeting of the Town of Jay Zoning Board of Adjustment was held on Monday, November 13th at 6:00 p.m. at the Jay Municipal Building

The Following are the unofficial minutes until approved by the board;

  1. Peter Fina called the meeting to order at6:06 p.m.
  1. Additions or Deletions to the Agenda: None
  1. Public Comment Period: None
  1. Approve the minutes of October 2nd & October 10th (Site visit & Special Meeting). Shirley Talbot moved the board approve the minutes of October 2nd & October 10th (Site visit & Special Meeting). Liz Sargent seconded the motion. The board approved the motion unanimously.
  1. Discuss Zoning Board member’s term expired in September: Peter Fina stated Earline Morse’s term had expired in September. The board discussed this. Peter Fina moved he recommend Earline Morse to the Select Board for reappointment to the Zoning Board at its November 20th meeting. Shirley Talbot seconded the motion. The board approved the motion unanimously.
  1. Zoning Administrators Report: Arlene Abadi:
  1. She issued an Amended Building to Randy Choquette as the square footage of the Garage he is building for Fred Purkey has increased. This is on Mr. Purkey’s property on Woodland Drive.
  1. She issued a Permit to Ralph Perry to build a Pole Barn on property owned by Beverly Morse off Stevens Mill Road.
  1. She, with the help of Lynette Deaette, has revised the Zoning Permit Application, and she reviewed the changes with the board
  1. She has contacted Alison Low at NVDA as they had stated they would be assigning someone to help with the Land Use Regulations update and she has not heard back from them.
  1. She is working with the Town Attorney to collect the Subdivision Permit Fee owed from Marcus Desrochers. Derick Long one of the purchasers of the Subdivided lots has offered to pay the fee.
  1. December Meeting: there will be Public Hearings for Permit Renewals for Mattson’s Pit. This will be for Occasional Temporary Parking and Temporary Location of Storage Containers by Jay Peak Resort.
  1. Jay Peak Resort update on the proposed Soccer Fields: Walter Elander
  1. Mr. Elander stated things are moving along well with the plans to install two Synthetic Turf Regulation sized Soccer Fields. He said Jay Peak is in the process of getting the needed State of Vermont Permits for the project. These include Act # 250, Construction Time Storm Water Permit, Operating Storm Water Permit, Water & Sewer Permit, Driveway Permit for VT Route #242, and ADA accessibly Permit. He said they have decided not to light the Soccer Fields.
  1. He presented a Map Done by VHB of South Burlington to show the Traffic Study done, the Erosion control Plan, Parking areas, Pond Locations, the Soccer Fields. He stated the area is all gravel so it will not require irrigation. The fields will be serviced by Potable Water they bring in, Portapotties, and a Food Trailer.
  1. He said they hope to begin cutting trees in March/April and open the fields in September. Arlene Abadi asked about the Local Permits required (Change of Use and Pond Permits). Mr. Elander said he would get back to her on this and they may be ready for this at the Zoning Boards January Meeting.
  1. He answered questions from board members about the Snowmobile Trails proximity, Road Access, Areas between fields, Pond Fencing, Parking, Synthetic Turf, and scope of Tournaments.
  1. He updated board members on other things happening at the resort: they have insulated the Tram Lodge, They are trading in the Jay Peak Trucks, the work on the Inglenook is progressing, The Indoor Recreational Center is slated to open around Christmas, the Stateside Cottages will begin occupancy around December 18th and they have designated one of the Twelve Plexes for employee housing. The mountain will open for skiing on Friday, November 17, 2017 (for Pass holders/Homeowners) Saturday and Sunday the mountain will open to the General Public.
