F. OPEN FORUM

F.1 SC Cllr Steve Charmley stated that SC is continuing to make savings and its work is proceeding as usual.

1. ATTENDANCE at WFPC Routine Meeting 159 held at 7.30pm in West Felton Methodist Church Hall:

1.1 Present 7 Parish Cllrs: Chair Ed Nicholas, Vice Chair Chris Jones, David Curtis, Roger Hampson,

Kay Kynaston, Dianne Barnes, John Houghton. NOTED

Plus SC Cllr Steve Charmley and Ian A. Hutchinson Parish Clerk. NOTED

1.2 Apologies from Carole Coles, Steve Haworth, Andrew Stones and Marian Hesketh were ACCEPTED.

2. DECLARATIONS OF INTEREST Meeting 159 held on 8 Sep'15 NONE were received. NOTED

3. PREVIOUS MEETING 158 held on Tue 11 Aug’15 previous minutes and ongoing items as follows:

3.1 Minutes 158 The Chair signed the minutes of the last meeting as a true and accurate record. All AGREED

3.2 Any Ongoing Items for which Councillors seek or offer progress reports or other historical information:

a. Cllr David Curtis presented two final Charities Dividend cheques that he had received from the CCLA for £9.36 and £13.49 which together with a previous cheque for £15.27 received at Meeting 158 makes a total of £38.12 Charities Monies which now need to be distributed to the parish in some way. ONGOING to 15O.

b. David also reported that the new VAS sign at the gateway to West Felton village by Dovaston Court was now fully operational. Thanks are due to Cllr Andrew Stones for all his hard work on this item. NOTED

4. PLANNING MATTERS Clerk to email the following WFPC comments to SC Planners: All AGREED

4.1 15/03416/TPO Land by Applewood Heights from SC prune one sycamore tree overhanging highway.

WFPC fully SUPPORTS this sensible tree management plan for obvious safety reasons. All AGREED

4.2 15/03123/FUL Manor House Farm convert farm buildings into three dwellings: three new garages.

WFPC SUPPORTS this plan providing that the ancient Castle Motte is not damaged or intruded upon in any way and also that public access is made available for visitors to the castle site by Shropshire Council placing a planning condition on this site which is of historic importance and public interest. All AGREED

4.3 15/03177/FUL Wynnstead Queens Head Allan Evans alter access: new brick splayed walls and piers.

WFPC SUPPORTS this sensible plan which enhances the property and improves the area. All AGREED

4.4 15/03171/OUT Land by Dovaston Court Humphries+Davies twelve new houses+new access.

WFPC strongly OBJECTS to this plan as it is almost identical to the previous plan which was REFUSED

so if officers recommend it be GRANTED then WFPC asks that it must go to committee. All AGREED

Note: WFPC reasons for its previous strong OBJECTION to the previous VERY SIMILAR Plan ref: 14/00743/OUT for this same site:

a. Although the density of housing is now more sensible this application still represents 12 houses more than WFPC's SAMDev target of ZERO new houses in this village - which 89% of respondents to the updated West Felton Parish Plan state they wish to remain as Open Countryside with ZERO new market housing.

b. The three new large housing estates in the village are: 35 at Tedsmore, 25 at The Cross and 12 on Twyford Lane

so this total of 72 houses would create a significant adverse cumulative effect or "Housing Shock".

c. This development would represent an undesirable extension of the village beyond the village boundary.

d. Any reduction in the width of Holyhead Road or any introduction of other traffic calming measures on this road such as a chicane with lights or signs showing priority right of way would create problems at the best of times and chaos during the several times each year when traffic is diverted off the A5 through the village.

e. WFPC fully agrees with SC's four reasons for REFUSAL namely: Visual harm to the character of a rural village by extending the built up area beyond its existing boundaries; Loss of Agricultural land; Harm to pedestrian safety; Cumulatively, with the 35 houses already granted off Tedsmore Road it would result in a significant increase in the number of dwellings with consent outside of a plan-led process with a detrimental effect on community cohesion.

f. The amended plan only tries to address the harm to pedestrian safety and with a deeply flawed plan at that.

g. Cllr Steve Charmley has agreed to see that if SC Officers seek to grant this plan it must go to committee. AGREED

4.5 15/03294/FUL Milloon Farm Mrs Roberts replacement general purpose building by Applewood Close.

WFPC has NO OBJECTION to this plan because although the new building is very large it is a sensible improvement to the property which creates no real detriment to any neighbours or the area. All AGREED

4.6 15/03395/FUL Sandford Court Sandford Banerjee new first floor terrace with external stairs+doorway.

WFPC fully SUPPORTS these improvements which have no adverse effects on the area. All AGREED

5. PARISH MATTERS

5.1 Overhauling Burial Ground initial work by Cllr Dianne Barnes: consider her report and possible plans:

a. Project Leader Cllr Dianne Barnes presented receipts for storage box and hosepipe and other garden tools totalling £220.71 which WFPC had authorised in principle in its previously agreed initial budget of £500 for burial ground works at Meeting 158 on Tues 11 Aug'15 under WFPC Res'n 158-5.2 which reads as follows:

5.2 Overhaul Burial Ground car-park, hedges, trees, gate, signs, plants, compost etc: Cllr Dianne Barnes handed out copies of her plans which were all APPROVED in principle and the Clerk will liaise with her to commence work and purchases up to a maximum of £500 initially. All AGREED ONGOING to 159 See also the related £200 refund to the Clerk under 7.3 below ↓

b. Dianne's initial £220.71 expenditures on box and tools were formally approved: RESOLVED unanimously

c. Clerk to accept Arborcare's quote dated 2 Sep'15 for £600 of tree pruning work: RESOLVED unanimously

d. Clerk to prepare a cheque for the next Meeting 15O for a 2nd WFPC grant to the West Felton Garden Club for £500 to be spent exclusively on this project to overhaul the burial ground: RESOLVED unanimously

e. The Clerk said P&W had not yet replied to his email asking for a site meeting to look at weeding sycamore seedlings from hedges, paths and car park and renewing the main gate and frames for the signs. ONGOING

f. WFPC authorised Dianne to continue to liaise with the Clerk to take Phase One of this project forward at their joint discretion with a revised budget of £2000 to include the £700 to the Garden Club plus the £600 tree work and £700 for new gate and frames for signs and sundry other refurbishment works. All AGREED

g. Phase Two of this project will then look at improving the gravelling of the car park and paths but this can only proceed after Scottish Power has removed the transformer and poles from the car park. ONGOING

6. ADMINISTRATION

6.1a Finance Cashbook-16 line 21 and Bank Statement 254 at 27 Jul’15 = £46437.98 VERIFIED by members

b. In-Year Budget Monitoring Cashbook-16 + Payments-16 see Meeting Papers on website for this month: both show that WFPC is still well within budget: see also the September Month-end target of £41,000.00 compared to our actual month end total of £44,939.41 at 7.3 below. However the Clerk warned that we still have several large unpaid bills yet to come such as our P&W watering and grass-cutting contracts. NOTED

c. Publication of WFPC accounts on our website In reply to queries from the DCLG in London the Clerk has successfully shown to their satisfaction that all our payments are published in the minutes in Meeting Papers each month and other accounts are published quarterly and annually as soon as they are available. NOTED

a. Cllr Chris Jones suggested a new Inter-parish Dog Warden Scheme via the LJC: for next Agenda 15O-5.1

b. Cllr Roger Hampson suggested extra night policing of Rednal Industrial Site: for next Agenda 15O-5.2

c. Cllr David Curtis suggested that WFPC could now devise a Specific Capital Project for the Parish to be funded by WFPC's £30k reserves and CIL money and match-funding grants etc: for next Agenda 15O-5.3

d. The Chair reported a request for a new Unsuitable for HGVs sign on Grimpo Rd: for next Agenda 15O-5.4

e. The Chair reported a request for extra policing of car parking around the school: for next Agenda 15O-5.5

f. Cllr John Houghton asked if SC could now remove the spoil tip from the lay-by: for next Agenda 15O-5.6

g. Cllrs David Curtis and Roger Hampson reported that four of the five Welsh Wind Farm applications had just been refused so the threat of pylons bordering West Felton Parish is significantly reduced. NOTED
