AHOUSE RESOLUTION

TO RECOGNIZE AND HONOR DANIEL CARLYLE BAXLEY AND KATHRYN WISE BAXLEYOF CAMDEN FOR THEIR OUTSTANDING COMMUNITY SERVICE, ESPECIALLY IN REGARD TO THEIR MANY YEARS OF FAITHFUL SUPPORT OF THE KERSHAW COUNTY FOREST LANDOWNERS ASSOCIATION, AND TO WISH THEM WELL AS THEY CONTINUE TO SERVE THE PEOPLE OF SOUTH CAROLINA.

Whereas, it is with great pleasure that the South Carolina House of Representativeshonors individuals who freely give of their time and resources for the good of others. Daniel Carlyle Baxley and Kathryn Wise Baxley of Camden have contributed valuable community serviceto this great State and are thereby worthy of praise; and

Whereas, on March 14, 1985, the Kershaw County Forest Landowners Association adopted a constitution and bylaws, and Carlyle Baxley became a founding member and first president of the organization. Strongly supported in his duties by his dear wife, Kitty, Carlyle watched the fledgling nonprofit group grow into a source of development assistance and encouragement for family timber farmers. Over the years, the association has helped enable many such farmers to reach their full potential inKershaw County forestry, particularly in the area of management. The association accomplishes its goals through educational activities and events and the full utilization of services and funds available through public and private agencies; and

Whereas, in other arenas, the Baxleysalso have given invaluable service,with Habitat for Humanity of Kershaw Countyas a primary recipient of their dedicated attention. During the fall of 1991, Carlyle Baxley and other Kershaw County citizens were invited to join a program known as Palmetto Leadership. Having concluded that the most pressing need in Kershaw County was adequate housing, program members took up the challenge of addressingthe issue. These concerned citizens had knowledge of Habitat for Humanity as an organization that provided decent, affordable housing, and they asked Carlyle Baxley to head the initiative that eventually led to the organization of Habitat for Humanity of Kershaw County; and

Whereas, in addition, Carlyle, as president of the Kershaw County Historical Society, established the Kershaw County Cemetery Survey Project, which, upon its completion, published its findings in 1991 in the form of a threevolume set of reference books. The value of these books cannot be overstated, according to the Camden Archives & Museum; it is used by researchers and archives staff almost daily. The information from many of the cemeteries included in these volumes cannot be found anywhere else, and it is the first source archives staff members turn to if someone is unsure of an ancestor’s date of death or place of burial. Staff members also use the information from these books to find an obituary or further information; and

Whereas, moreover,Carlyle and Kitty Baxley serve their God as members ofSt. Timothy’s Lutheran Church, and Kitty is a member of the Daughters of the American Revolution; and

Whereas, the success of the State of South Carolina and the strength of its communities depend, in great measure, upon the dedication of individuals like Carlyle and KittyBaxley who use their talents and resources to serve others. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Daniel Carlyle Baxley and Kathryn Wise Baxleyof Camden for their outstanding community service, especially in regard to their many years of faithful support of the Kershaw County Forest Landowners Association, and wish them well as they continue to serve the people of South Carolina.

Be it further resolved that a copy of this resolution be presented to Carlyleand KittyBaxley.
