MINUTES OF THE CHRISHALL ANNUAL PARISH COUNCIL MEETING

Held on Tuesday, 2nd May 2017 at 8.00pm in the

South Hall, New Village Hall, Crawley End, Chrishall.

PROPOSAL: That Chrishall Parish Council herewith agree to appoint Cllr Tom Jackson as Chairman for the next year. PROPOSED: Cllr Ailes, seconded Cllr Pitfield. AGREED AND RESOLVED UNANIMOUSLY.

PROPOSAL: That Chrishall Parish Council herewith agrees the Minutes of the meeting held on the 4thApril are a true and correct record of the meeting. PROPOSED: Cllr Parish, seconded Cllr Pitfield. AGREED AND RESOLVED UNANIMOUSLY. The Chairman signed the minutes at the meeting

The Chairman changed the running order of the meeting:

17.98Youth Club: Cllr Slade:

Cllr Slade reported that sports equipment which had been donated by Uttlesford District Council had been collected and was being stored temporarily in the pavilion. Additional equipment will be available in the near future. A permanent store is required for the equipment.

Uttlesford District Council has advised that a grant is available for £3,000 (three thousand pounds) provided the Parish Council can match fund the sum. The Chairman advised that use of the building and volunteer time can be used to match fund. Further information will be sought and a match funding document will be produced.

The Chairman recommended that a number of adult volunteers are needed to ensure at least two adults are present at every event. This ensures the safety of both children and adults.

The Clerk will seek advice from the Essex Boys & Girls Clubs regarding insurance, CRB checks, and any other requirements which are necessary.

Cllr Slade left the meeting at 8.25pm

Councillors discussed the letter of objection from Clarke Smith Partnership on behalf of some of the near neighbours at length and in detail.

Cllr Foote made presentation on behalf of near neighbours. Cllr Ailes explained the legal situation. There has been one letter of objection, and one letter of support.

The Chairman recommended that users are asked to use the Palmers Lane access whenever practical.

The Parish Council awaits the decision by the Planning Authority.

Year End & Audit: update:

The Clerk has circulated the income and expenditure spreadsheets by email to all Councillors for consideration.

The accounts will be taken to the internal auditor, Mrs Jayne Rowe, by next week for assessment and report. The yearend document will be presented to the June meeting.

17.87Essex County Council: school transport issue: this item is on hold until the Essex County Council elections have been completed.

17.88Chrishall Halls:update

The pre-school lease has been reviewed by Tees Law.

The land transfer has been completed on Jigneys Meadow.

Access to Jigneys Meadow from houses: update:

The new access road has been installed from Palmers Lane to the Parish Council gate. The area between the gate and the mown part of Jigneys Meadow is very uneven and needs to be levelled. A suitable surface needs to be installed to enable pedestrians and vehicles ease of use. Following discussion, it was agreed that Councillors will hold a site meeting on Thursday 4th May to discuss the best options.

PROPOSAL: That Chrishall Parish Council herewith agrees to install suitable surfacing south of the entrance gate from Palmers Lane to ensure ease of access for all users to a maximum of £2,500 (two thousand five hundred pounds) PROPOSED: Cllr Jackson, seconded Cllr Ailes. AGREED AND RESOLVED UNANIMOUSLY.

17.91Superfast Broadband: update:

The Clerk received an email from Gigaclear which is shown below in the interests of providing dated information:

17.92Speed, parking and traffic calming:

Cllr Pitfield reported that the working party had struggled to find a comprehensive solution to this issue. However, a draft letter has been produced which recommended a school/pupil initiative which may persuade parents to park in the Red Cow car park.

The Chairman commented that the Parish Council could liaise with Essex County Council to obtain sufficient road planings to lay a suitable surface in the Red Cow car park. The Parish Council cannot finance such initiatives, and it cannot provide funds directly to schools.

17.93Policing in Chrishall: the Conservative candidate for Essex County Council has not provided a contact at Saffron Walden. The Clerk will seek to make contact. ACTION: CLERK

17.94Ponds: management: Cllr Parish has cut back vegetation around Chambers Pond, cleared rubbish from in and around the pond, and has further works planned.

17.95Tree & shrub planting: A vote of thanks was extended to Cllr Foote who has cared for the trees and shrubs. A further vote of thanks was extended to Mrs Bicknell who is the Eco Squad leader at Chrishall Primary School, and the Eco Squad children for planting half of the trees and shrubs in the border of Langford Drive. The school will ensure that they are watered and cared for as they grow. The remaining trees and shrubs will be planted in suitable locations.

17.96Public byways: proposal to restrict access: ongoing.
