MINUTES OF A MEETING HELD IN TREE TOPS COMMUNITY CENTRE

1.  APOLOGIES FOR ABSENCE

2.  MINUTES OF THE MEETING OF 16 JANUARY 2014

The minutes of the last meeting were accepted as a true record and were signed as such by the Chairperson.

At this point the Chairperson introduced Julianne Tate from the Groundwork Trust. She gave an outline of the work of the Trust and provided useful information regarding surveys of the public rights of way within the Parish. Groundwork Trust will put together a proposal for discussion at the next HPC meeting.

3.  MATTERS ARISING

General Items

3.1 Councillor Vacancies

The Chairperson introduced Kate Hill who was elected to the Parish Council in the recent election and gave a brief outline regarding her background.

3.2 Neighbourhood Planning

A draft document regarding the announcement of the development of a Neighbourhood Plan had previously been circulated. It was agreed to hold a further meeting of the sub-group in order finalise the document and discuss the way forward.

3.3 Le Tour de France

The Chairperson provided an update regarding various proposals and it was agreed that banners (possible wording “Harewood PC welcomes you”) should be located at suitable locations with the approval of LCC, the cost not to exceed the previously agreed sum of £2000.

3.4 Emmerdale Stakeholder Panel

Suggestions for the use of S106 monies for the benefit of the community were discussed, one proposal being to plant areas of the grass verge between Alwoodley Gates and Harewood with flower bulbs and/or wild flowers.

3.5 The Avenue, Harewood Parking Proposals

The Clerk informed the Meeting that LCC Highways had not received any comments from local residents regarding the proposals. The works will be issued to Highway’s external contractor within the next few weeks.

3.6 Childrens Play Area

The Chairperson provided an update regarding the use of land to the rear of the Village Hall. She had been forwarded an e-mail from Lord Harewood stating that there was no problem with the playground on the Village Hall site and the piece of land by the Harrogate Road to be used as open space as an alternative to the old tennis court, provided there are no additional costs to the Estate in altering the S106 Agreement.

3.7 The Planting Wall Garden

The tree has been re-sited and appears to be thriving.

Councillors Wilkinson and Suckall together with the Cemetery Administrator arranged to meet Ted Winter, a stonemason, and visit Woodkirk Stone Quarry to finalise the choice of stone for the proposed war memorial. The suggested location for the stone is slightly to the left of the steps and set approximately half way back. It was agreed the wording will be engraved and not painted either black or gold.

3.8 Red Telephone Box

The training of volunteers in the use of the defibrillator will take place on 6 March at 2pm. A room has been provided by the Primary School.

3.9 Footpath, The Avenue to Sleights Lane

After further representations by HPC, a rudimentary attempt to clear the footpath has been made by LCC. However, due to safety concerns the worst affected areas were not attempted and the Clerk has in writing an assurance from Highways that the work is programmed for the last two weeks of March.

The Clerk will request an update from LCC regarding the status of the dead tree on The Avenue as reported by HPC several weeks ago.

3.10 Proposed Allotments, High Ash Drive

Work on preparing the site has commenced and fencing has been erected.

3.11 Bus Shelter, High Ash Drive

Installation of the shelter has been delayed until March/April.

4.2 Cemetery Maintenance and General

Additional drainage works were approved and have been carried out in the flooded central area of the Cemetery. The situation will be closely monitored as it may be necessary to install yet more drains.

Rats have again been seen in the Cemetery and the Clerk has contacted LCC Pest Control.

Councillors were perturbed at the increasing number of plastic and bottles being left in the Cemetery. The Garden Maintenance contractor will be asked to clear these when his contract commences on 1 April 2014.

The Cemetery Administrator will display a notice in the notice board advising of the maximum grave size allowed. Some grave spaces are larger than permitted as stone or wood edging strips have been erected round the plots.

It was agreed that if residents moved away from the Parish more than 5 years ago, they will be bound by the decision not to allow non-residents to use the Cemetery.

The meeting discussed the future of the Cemetery.

5.  CORRESPONDENCE AND COMMUNICATIONS RECEIVED

5.1

A complaint was received from a Harewood resident regarding the difficulty experienced when turning right onto the A61 from The Square, Harewood. The complaint was forwarded to LCC Highways and the following response received:-

If we were to change the existing KEEP CLEAR markings to a yellow box marking opposite The Square, then it is likely that queuing traffic at the traffic signals would prevent vehicles exiting The Square from exiting the yellow box marking in the same manoeuvre and thus the driver would become stationary in the yellow box marking and would therefore be committing an offence, something which the City Council could not encourage or condone.

5.2

A complaint was received from a Harewood resident who regarded the duration of road closures in Harewood for the Tour de France as unnecessary and that the letter received by all Harewood residents made no mention of emergency service access during the event. LCC replied to the Clerk stating that full emergency services will be maintained at all times and plans have been made to facilitate this. These comments were passed to the original complainant.

5.3

The Clerk had received a request from Alwoodley PC enquiring if HPC would be amenable to becoming involved in a joint project to install lights in a large tree off Harrogate Road, within HPC boundary, for Christmas 2014. The anticipated cost would be c. £3000 and after discussion Councillors declined the invitation, but had no objection to Alwoodley PC continuing should they wish to do so.

5.4

The Clerk had received details of a Cycling event to be held at Gateways School and on the local roads during the weekend 8/9 March 2014. Organisers of the event have arranged for the police to place cones on the south side of The Avenue until 11am on both mornings to avoid inconsiderate parking by those attending and participating in the event. Normal parking will resume from 11am.

5.5

It has been drawn to Councillors attention that the Harewood Post Office is threatened with closure in August 2014. Councillors were extremely concerned about the future of the PO and the effect it would have on the local community and HPC will support any move to maintain its presence in the Village.

7.  FINANCE MATTERS

7.1 General

A request for a donation towards the cost of the 68th Shadwell Show has been received. £200 was donated 2013 and the same amount was approved for the 2014 show.

A request was received from the Village Hall Committee for a donation towards the refurbishment of the old, small kitchen. The work includes fitting new work surfaces, moving the sink, new flooring and white goods. Three quotations have been submitted and the total cost will not exceed £4500. Before approving a donation, further information was required. The Chairperson and the Clerk will pursue.

During this discussion it was agreed that there should be a representative from the Parish Council on the Village Hall Committee. Councillor Wilkinson was nominated and duly elected.

8.  COMPLAINTS RECEIVED BY COUNCILLORS

The following complaints/observations were made:-

·  The old garage site in Harewood is an eyesore and has a detrimental effect on the village appearance. Enforcement action has not been possible so the Clerk will contact the LCC Tour de France organisers to express HPC and residents concerns.

·  The LCC Website for Parish Councillor Membership included details of ex-Councillors. The Clerk will contact LCC to have them removed.
