Transition Initiatives for Stabilization (TIS) is a USAID-funded programme promoting peace and stabilization in Somalia. Implemented by the International Organization for Migration (IOM) the TIS

Programme is facilitating over 200 quick-impact activities to promote confidence in government and increase social cohesion in Mogadishu and Somaliland.

Specific Duties and Responsibilities:

TIS-IOM is seeking an experienced Strategic Communications Specialist to be based in the Benadir Administration. The chosen candidate will:

  1. Monitor all Somali media daily and record all articles, radio and television clips relating to the Benadir Administration and district administrations;
  2. Support local governments by assisting with press releases and media liaison;
  3. Strategically and creatively design, budget, promote, implement and monitor community events with Government institutions;
  4. Mobilize targeted communities to participate in government events;
  5. Produce and update a variety of communication products, including posters, slideshows and brochures for the TIS programme and Government institutions;
  6. Design and implement behaviour change communication campaigns in accordance with government institutions;
  7. Guide government institutions on developing short documentaries that best showcases their work or promotes community successes and social cohesion;
  8. Assist with ad-hoc monitoring and evaluation tasks.

Required Qualifications, Skills and Competencies

  1. Bachelor’s degree or equivalent in communications and/or public relations or other related field;
  2. A minimum of four years progressive experience in journalism, event management or public information;
  3. Extensive experience in working with the media, event planning, promotion and management. Solid event management and media liaison skills;
  4. Acute attention to detail;
  5. Tailors language, tone, style and format to match cultural context and specific audiences;
  1. Ability to diplomatically handle sensitive situations with target audiences and cultivate productive relationships;
  2. Acts impartially and works equally with different communities and government officials;
  3. Listens to, represents and implements community-driven ideas;
  4. Proven experience in budgeting, design and implementing successful events;
  5. Excellent command in both written and spoken English and Somali is essential.
