REGULAR MEETING: August 10, 2016 – 6:30 p.m.

Regular Council Meeting Minutes of 7/13/16 at 6:30 p.m.: Council member Beck
moved to approve the regular Council Meeting Minutes of 7/13/16 at 6:30 p.m. Council
member Griffith seconded the motion. Roll call: B. Ray, aye; Griffith, aye; Beck, aye.
Motion carried.
PRESENTATION: Anderson Bros., CPA’s, P.A., Christina Auvil
Ms. Auvil reviewed the City of Hauser draft audit for 9/30/14 and 2013. She said there were no special update notes, but note #2 was because of new government standards and verbiage. Council member Beck asked about the segregation of duties comment to which Auvil responded, several small cities have this comment and said the City of Hauser has been diligent in council participation in reviewing treasurer records of deposits and disbursements. Auvil said there was one budget violation when the City paid for two audits in one year. She said the fund balance has been increasing for the past three years. Council member Griffith asked for the purpose of the draft audit, and for the time line. Auvil responded it was for council to read through carefully to see if wording somewhere needed to be changed or anything that they thought needed added or deleted. The time line: Audits are supposed to be submitted nine months after the end of the fiscal year. Auvil brought attention to the representation letter, which needs to be signed by the Mayor and Treasurer and returned to Anderson Bros. Final review of this draft audit will be on the next agenda for 9/14/16 at which time the representation letter needs to be signed.
REPORTS:
Mayor: Claire Hatfield – Absent
Council President B. Ray said the Mayor had asked him to ask council members to each do a draft of their job description and turn it in to the City Clerk in two weeks. The Clerk will set up the policy and procedure in rough draft for review at the 9/14/16 council meeting.
Attorney: William Appleton – The opening brief by Attorney Weeks was due 8/2/16. That attorney asked for more time because she didn’t have “the record” she needed. No extension date has been set. Whenever they do file, it would be 28 days from that date for Attorney Appleton to respond. More explanations and discussion followed.
Treasurer: Ryan Miller
Income: Quarterly Highway Fund payment, Revenue Sharing payment, and Property tax check from the County. Disbursements: CPA invoice, Watershed Coalition for reimbursement, and a couple of Ziel inspection invoices. Miller reported that the City is on budget for this year with 1.5 months to go. Council member Griffith moved to approve the Treasurer’s Report and Disbursements. Council member Beck seconded the motion. Roll call: B. Ray, aye; Griffith, aye; Beck, aye. Motion carried.
Miller said he would review the Auditor notes and draft audit and discuss it at the meeting next month. Mayor Hatfield asked that all council members review the information as well and be prepared for discussion at the Regular Council meeting in September.
Council Members:
1. Bill Ray, Public Works: Streets and Roads – No report.
2. Kiera Beck, Panhandle Area Council (PAC) - Beck reported she talked with Tami Johnson from Boise who informed Beck that the City of Hauser did not receive the requested Grant. She suggested that Sheri Wastweet and Beck have a meeting this month to see how to proceed, or not, as the case may be. Some discussion followed including questions from Council members. Beck said our grant request seemed to lack some information. Discussion continued.
3. Laurie Griffith, Special Projects – No report.
4. Land and Buildings: Vacant Seat - Donna Ray, City Clerk reported.
D. Ray said she had set up City Hall property clean up for Saturday, August 13, 2016 with the
Kootenai County Sheriff's Community Labor Program (SCLP). A 30-yard dumpster has been
scheduled for delivery on Friday, August 12, 2016. D. Ray asked for a motion to approve the
required up front fee of $265.00 for that delivery. Other “burial” charges would follow from
Coeur d’Alene Garbage. Long lasting ground clear for the property is also needed. It will cost a bit
over $100. Council member Griffith moved to approve the Property clean up costs to include the
dumpster delivery, $265.00, $3.50 a day for the dumpster; $67.70 per ton burial fees; plus $250.00
to cover ground clear and any other miscellaneous supplies. Council member Beck seconded the
motion. Roll call: B. Ray, aye; Griffith, aye; Beck, aye. Motion carried.
Code Administration/Enforcement & Hauser Rinse Station: Cindy Espe - Absent
. Hidden Hills – four-lot plat: This area is above High Prairie Estates. The county is doing a replat on it but is still requiring the City of Hauser to sign the mylars. Discussion followed on whether the City should still be signing those mylars. Espe said there is no potential heartburn, no easement crossing each other, and each lot now has its own access. Much discussion followed. Espe said she would send Attorney Appleton some information and Appleton said he would make some inquiries on the situation. Will the City have a fee structure for this process? Council member Griffith moved to approve signing the mylars in this case because “this could take months to do the research and get a legal decision.” There was no second. The mylar signing topic will be moved to the next meeting.
. Property Conveyance to the City of Hauser: Espe said the County will make this one parcel (is now two.) Much discussion ensued. It was suggested to have Tate Engineering survey this property and Council member B. Ray asked Espe to see if the County would pay that survey fee. B. Ray asked if this would help for other property to be annexed. More discussion followed and Appleton said that is a good question and could be a “noble project.” Espe said she would get more information and a better map and present it at the next council meeting.
. Hauser Resort Property – Lake Street Easement Questions: Espe introduced Marty Franz who has interest in the Dinki Di property. He said he didn’t really have a need to sign the Public Comment Register to which Council Member Griffith explained the regulations.
City Clerk: Donna Ray:
. Kootenai County Parks and Waterways – Dogs & Geese: Nick Snyder, Manager of Parks and Waterways responded to the questions concerning Dog and Geese waste. He said the State owns the lake and Kootenai County manages the park. He said any work to be done at the park and/or boat ramps is done by their department. He said they are very aware of the Dog and Geese excrement issues and will be using a newly developed spray on the grassy areas, which has proven to be affective at the Hayden Lake park area. The spray causes reflection issues on the grass to geese, which then makes the geese choose other areas to land. On the dog feces issues, Mr. Snyder’s rule is, “If you pack it in, you pack it out.” He said he has tried pooch baggie stands but the bags disappear and not the mess. It proved to be an expensive useless tool.
. Post Falls Highway District Records: The clerk asked Post Falls Highway District how long they keep records because the question of snowfall records for 7-8 years ago was requested at a budget meeting. It is the City of Hauser records retention schedule for the highway district files to be kept five years so the Clerk asked if they wanted her to keep them longer in case of such questions. Council said five years would be sufficient.
. City Hall Property Clean-up: This was covered prior under Land and Buildings category.
PUBLIC HEARING: Council President Bill Ray opened the public hearing at 7:38 p.m. on the Proposed Budget for Fiscal Year 2016-2017 – The Proposed Budget for Fiscal Year 2016-2017 has been published twice in the City of Hauser’s official paper, the Coeur d’Alene Press. Public comments were requested. There were none. Treasurer Miller asked if there were any change requests by Council members. There were none. Council member B. Ray said Council had worked diligently to make this work with many questions and “give and take” planning. He asked Treasurer Miller if this has all requests, changes and discussions covered. Miller replied yes, that revenues were in line with the budgeted expenses. Griffith asked that since the Waterford Grant was not approved by the State, will this cause changes needing to be addressed. Miller said it does not have to be but it could be if Council wants to reflect a lower budgeting amount. Discussion followed. Council member Beck moved to approve the proposed budget for Fiscal Year 2016-2017. Council member Griffith seconded the motion. Roll call: B. Ray, aye; Griffith, aye; Beck, aye. Motion carried. Discussion followed on Ordinance procedures. The Public Hearing closed at 7:55 p.m.
PUBIC COMMENTS:
Marty Franz, phone 661-9350: Mr. Franz said he was under contract to purchase the Shipp property. He said he was trying to learn as much as he could about the property and explained what he wanted to do. He asked the City about Lake Street. He was told that the potential property owner would have to maintain that street. Council member B. Ray explained that the City owns that street and has future plans to develop and maintain it. Much discussion and explanations followed. Frank asked if the City would be interested in vacating that property. B. Ray said the City will not vacate that property. Franz said a study on the lake was done on the Lake many years ago, which he would like to review. Council said none of them were here in the 1980’s and not aware of the study. Treasurer Miller said when the Comprehensive Plan was being developed in the early 1990’s there was a study referenced about a Hauser Lake water quality.
