- Purpose for the Memo to the File:
The purpose is to increase the life of project (LOP) funding amount of the Housing Reconstruction Project to $22,473,160. This will accommodate a new activity focused on reconstruction support for vulnerable households, which has a total estimated amount (TEA) of $1,500,000.
The TBD activity for vulnerable households will strengthen the ongoing technical assistance work of Baliyo Ghar by focusing specifically on identifying homeowners within the project area who have not yet commenced construction of their house and providing access to information, designs and practical assistance to remove barriers and enable them to commence the construction of their home. This activity will fall under IR2 in the IEE. The locations affected are covered by Section 2.1 of the initial IEE. The list of possible impacts is reflected under Section 3.0 of the IEE.
The tentative partner for this activity, United Nations Office for Project Services (UNOPS) as a Category 1 Public International Organization (PIO), has its own set of environmental compliance procedures that align with the project IEE. UNOPS is therefore required to maintain a continuous process for ensuring compliance with environmental guidelines to ensure the proposed activities remain as categorical exclusions or within the bounds of the IEE determination. The Agreement Officer Representative will review the environmental safeguards that UNOPS intends to apply in the intervention of this intervention. Periodic monitoring of compliance with these safeguards through review of documentation and field site visits is required
