Minutes of Long Melford Parish Council Planning Committee Meeting held in the Library on Tuesday 7th July, 2015 at 7pm

Present: Councillors: Richard Michette: Chair, Carole Michette, Jayne Lines,

Ann Moreton and Claire Ingram.

1.  Apologies for absence were received from Councillors: Helen Spear, Spud Dudden, Emma Butler Smith, Liz Malvisi, Paul Moreton, John Watts and Sarah Wordley.

2.  To receive Councillor’s Declarations of Interest or Hospitality in any item on the Agenda: Councillors Richard Michette, Chair and Carole Michette declared an interest in Application No: B/15/00775/FHA 31 Roman Way, Long Melford.

3.  To approve and sign Minutes of Planning Committee meeting held on 4.6.15. The Minutes of the Planning Committee meeting were approved as a true and accurate record with no amendments and signed accordingly.

5.  Babergh District Council Applications/Approvals/Refusals and other planning matters to consider and comment on to include:

APPLICATIONS:

B/15/00649 – Stafford Park – Outline planning application for the proposed development of up to 100 dwellings and the change of use of existing buildings to create up to 22 apartments and a community centre, to enable your remediation of the adjoining licensed landfill site to the north. Proposals to also include the demolition of the other existing buildings, associated works to remediate the land on the application site, flood attenuation measures, reinstatement of the River Stour to include the removal of the sluice gate and the creation of a series of rock riffle weirs and associated infrastructure improvements, landscaping and provision of public open space. The Clerk read out the response from Suffolk Preservation Society (attached). Following lengthy discussion the parish council agreed that although they too welcomed the use of brownfield land, and acknowledged the requirement to redevelop this redundant site, the proposed development on the grounds of the unsustainable location due mostly to the access/highways issues along with its rural isolated location and lack of infrastructure that the parish council would recommend refusal of this application. It was further agreed to highlight the high number of fatal and non fatal accidents which had occurred on the roads in the area in previous years

B/15/00671 – Stafford Park Landfill Site – Remediation works to licensed landfill site north of the River Stour (to enable the surrender of the landfill license), conjunction with the residential development of land to the south of the River Stour (Stafford Works)

No objections to remedial work being undertaken in order to the surrender of the landfill license

B/15/00587/FHA – 21 Martyns Rise – Erection of first-floor rear extension No

objections

B/15/00631/FUL – 4 Bull Lane – Erection of detached single storey dwelling with

attached garage (following demolition of existing garage & outbuildings). It was

unanimously agreed that this application should be refused on the grounds

that there is no existing access to the site and that if this application were

approved it would set a precedent to create what could potentially be a row of

properties on a substandard road

B/14/01683/FUL – APS House, Rodbridge Hill – Removal of existing room in roof

accommodation and re-roofing of dwelling to provide replacement room in roof
accommodation, insulated render system to external walls & associated landscaping.
The following comments were made:

The East Elevation: New dormer to serve front bedrooms is out of character
and style, looking clumsy and oversized.

The design of the dormer is detrimental to the street scene and out of character

to the adjoining properties. The parish council recommends two single, small
dormers as at existing west rear elevation of existing neighbouring property.

The West Elevation: Flush Juliette balcony. The parish council recommend that
this should be a normal window and not patio doors with a Juliette balcony due
to the fact that the neighbouring property that this elevation overlooks is on
1.5m – 2m lower level of ground making the second floor level of the proposed
property able to look straight into the existing property.

Further, for the same reason due to differing ground levels of land unusually
the parish council requested that the existing conifer hedge is not reduced in
height and only the new growth tips cut annually – e.g. some type of tree
preservation order placed on the conifer hedge.
