PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Dearborn.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Dearborn.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Bradford, Bumbalough, Salazar, Steele, and Jacobs.

Also present were Treasurer Babb, Clerk Worent, Police Chief Pentecost, Public Works Director Ghidina, Attorney Tibbs, Deputy Treasurer Minson, Deputy Clerk Ratliff, and Fire Chief Amundson.

Alderman Hamilton was absent. Engineer Good was absent.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Bradford made a motion, seconded by Alderman Jacobs to approve the regular minutes of the December 22, 2014 meeting. Roll Call Votes: Ayes-Alderman Bradford, Jacobs, Salazar, Steele, and Bumbalough. Nays – none. Motion passed.

Alderman Steele made a motion, seconded by Alderman Salazar to approve the executive minutes of January 5, 2015. Roll Call Votes: Ayes-Alderman Steele, Salazar, Jacobs, Bumbalough, and Bradford. Nays – none. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

No report.

Clerk

No report. Clerk Worent acknowledged the death of William McNeely of 301 Rogers Road. Mr. McNeely had lived in the same house since 1951, and was one of the longest water/sewer customers the city had.

Treasurer

No report.

Attorney - No report.

City Engineer -Absent. No report.

Communications:

Clerk Worent read a “thank you” card that was sent to Officer Marrs. It was in appreciation of his help with her car on January 5, 2015.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Bob Neuhaus of the Men’s Club read the list of Men’s Club Donation Allocations for 2015.

Scott Little, Men’s Club President, requested that the concerts in the park be changed from Thursday to Friday evenings, in April, May, June, August and September of this year. Council members agreed to the request.

A & A Amusements are providing the annual fireworks in 2015. They want to have two fireworks displays this year.

Alderman Bumbalough made a motion, seconded by Alderman Steele to approve allowing two fireworks displays during Freedom Fest. Roll Call Votes: Ayes – Alderman Bumbalough, Steele, Bradford, Jacobs, and Salazar. Nays – None. Motion passed.

The first carnival date is scheduled for May 7th – May 10th. The second carnival date is scheduled for June 25, 26, and 27th.

REPORTS OF STANDING COMMITTEE

Water and Sewer - Alderman Steele

Well #4 is maintained and still being monitored.

There was a water main break at Algonquin & Craig Road on Sunday, January 11th. It took eleven man hours to fix. The backhoe hydraulics broke and North Pekin loaned us theirs.

Law Enforcement – Alderman Hamilton

Absent. No report.

Streets - Alderman Bumbalough

The snow plows did a good job plowing after the snow.

Public Buildings/Parks – Alderman Jacobs

No report.

Fire - Alderman Bradford

The 2014 monthly reports are on file at the city office.

Finance/Planning – Salazar

Alderman Salazar made a motion, seconded by Alderman Steele, to approve paying the bills: General Fund: $86,239.55, Motor Fuel: $-.0-, Wheel Tax: $-0-, Water: $77,808.31, and Sewer: $22,763.40. Roll Call Vote: Ayes – Alderman Salazar, Steele, Bradford, Jacobs, and Bumbalough. Nays - None. Motion passed.

OLD BUSINESS

NEW BUSINESS

Approve Laser Electric payment

Alderman Steele made a motion, seconded by Alderman Bumbalough, to approve payment to Laser Electric for a sum not to exceed $3,729.00 to purchase and install transfer switch and wiring for generator at Well #6. Roll Call Votes: Ayes – Alderman Steele, Bumbalough Bradford, Salazar, and Jacobs. Nays – None. Motion passed.

Approve medical supplies purchase

Alderman Bradford made a motion, seconded by Alderman Bumbalough, to approve payment to EMP for a sum not to exceed $2,043.57 to purchase medical supplies for the fire department. Roll Call Votes: Ayes – Alderman Bradford, Bumbalough, Jacobs, Steele, and Salazar. Nays – None. Motion passed.

Approve police salary increase

Alderman Steele made a motion, seconded by Alderman Bradford, to approve a salary increase of $2.32 per hour for Lt. Nelson and Officer Marrs, and to change Bradd Elliott to full time status at $15.00 per hour. Roll Call Votes: Ayes – Alderman Steele, Bradford, Salazar, Bumbalough, and Jacobs. Nays – None. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY :

Alderman Bradford made a motion, seconded by Alderman Bumbalough, to enter executive session to discuss possible litigation and personnel. Roll Call Votes: All Ayes. Motion passed.

Council exited regular session at 7:42 p.m.

Council entered executive session at 7:49 p.m. Council exited executive session at 8:30 p.m.

ADJOURNMENT

Alderman Bradford made a motion, seconded by Alderman Steele to adjourn the regular City Council Meeting at 8:32 p.m. Voice Vote: All Ayes. Motion passed.
