3. MINUTES

The Minutes of the Planning Meeting held on the 12th July 2006 were received and unanimously approved.

5. PLANNING DECISIONS

The following Planning Decisions were received from South Staffordshire Council:

06/00574/FUL Alterations to existing garage & loft conversion

05/00639/REN Renewal of PP 00/0359 Change of use of garage to self contained dwelling.

6. PLANNING APPLICATIONS

The following recommendations were made to Planning Applications received from South Staffordshire Council:

06/00759/FUL Alteration of previous planning approval to form 2 separate driveways

Alverley, Whitehouse Lane, Codsall Wood - Approval

Vodafone Ltd. Proposed alteration to existing mobile phone base station at cell ID.46295B – Codsall Road Streetworks, Grass Verge adjacent to Codsall Road, the proposal is to install 1 additional transmission dish (0.3m dia) and equipment cabinet – views invited by 13th July 06

Held over from previous meeting; details of emissions & levels requested.

Reply dated 25th July 2006 was received and considered.

Objection received from Mr. A. B. Shufflebotham

Refusal

The meeting unanimously agreed that the Parish Council would continue to oppose any further telecommunication transmission equipment in this location until proof that the accumulative effect of radio wave transmissions has no detrimental effect on health.

This location in the centre of a large residential area, close to schools, already has several radio transmission towers where the long term effect on health from the concentrated radio transmissions is unknown.

Approval – Subject to the use of “greencrete” to blend with surrounding playing field.

Councillor S. Oatley joined the meeting.

06/00602/FUL Amended plans - Porch & bedroom extensions

Approval – Subject to no objections from neighbours.

7.  To consider re-installing Bench at Elliotts Lane Traffic Lights at approx. cost of £525 + VAT + fitting(say £100)

Approval proposed by Cllr Marshall seconded by Cllr Campbell and unanimously approved by the meeting.

8.  RE: PARISH PLAN

A lengthy discussion took place on the merits of a Parish Plan, which, would need to be community led. It was agreed to bring this to a future Main Meeting, inviting residents views, and seeking wider publicity through the Press who regularly attend this meeting

1.To consider and approve the purchase of a Flashcam for the Play Area at a cost of £5,500 plus VAT or better should The Clerk be able to negotiate a discount, other parish councils are interested.

Held over from meeting on 12th July 2006.

After discussion Cllr Bissell proposed approval of the purchase seconded by Cllr Berg and unanimously agreed by the meeting.

2. To Consider invitation to a “Personality” to officially open new play area in September.

After discussion it was agreed that Cllr Barrow would approach Denise Lewis the Olympic gold medallist to officially open the new play area without a fee.

The meeting agreed that a fee should not be paid, and if M/s Lewis is unavailable Cllrs will volunteer other local celebrities for consideration.

The Clerk advised that the opening will probably take place mid to late September when the local First school will be able to attend.
