Colgate University, Tuesday, February 5, 2013

107 Lawrence Ho Lecture Room

7PM

  1. Call to Order: “The regular weekly meeting of the Senate of the Student Government Association is now in session.”
  2. Roll Call: Recording Secretary Sydney Pollock
  3. Approval of Minutes
  4. The minutes were approved
  5. Dean Taylor and Dean Brown on Revised Medical Amnesty
  6. Proposal of changing the one-time amnesty into an unlimited amnesty
  7. Discussion
  8. Good to hear
  9. We could spread this campus by telling RAs and having them speak to their residents
  10. This would be good to include in orientation
  11. This is a good implementation because students are often afraid
  12. It has already been decided, it will be incorporated into the previous point system.
  13. It almost seems as if we are encouraging risky behavior.
  14. Previously after medical amnesty there is a process that would only result in points if the student was not taking it seriously.
  15. Now the good Samaritan policy matches the medical amnesty policy
  16. How do we include a social life that is not characterized by education?
  17. How can you amplify the best part of being a Colgate student?
  18. Between last fall and this fall after the implications of NCHIP there has been a dramatic reduction in problems with hospitalizations, medical transports, and problems downtown.
  19. It has been important to look at students and their social goals.
  20. Motion to move SPW before executive reports
  21. New Business: SPW Palooza
  22. CAB is going to host SPW rather than all of the Fraternity parties
  23. It has been thought that Whitnall is not the best location for the concert, the new location would be the hill in front of Persson with the stage in the library parking lot.
  24. The stage would be facing away from town
  25. It’s a natural amphitheatre
  26. Discussion
  27. Has it already been decided that the Fraternities are not having any of their own parties?
  28. Yes, since November
  29. The thought process is to cut stage caught and make SPW more accessible to everyone
  30. The Fraternities are going to be sponsoring a beer tent
  31. Is there any danger of being on a hill?
  32. The hill is really not the steep and it’s only slippery when it’s wet. If it rains we’ll have to move to the rain location, which is Starr Rink (which is also kind of cool).
  33. Why wouldn’t it just be in Starr Rink?
  34. There is no alcohol in the rink, so the beer tent would have to be outside.
  35. The Fraternities would like to keep it closer to Broad Street.
  36. It is more SPW-like to have an outdoor festival.
  37. The stage will be on pavement, which is easier than on the field.
  38. Are you going to close of the field?
  39. There has to be fencing. In regards to the beer tent you’ll probably have to stay in the tent while drinking but there will be wristbands so you can go in and out.
  40. The next step would go to Dean Brown and Dean Nelson, so this is a key resolution on SGA’s part.
  41. All of the shows that have been on Whitnall in the past 4 years have not been as successful as they could be.
  42. Do we know who the artists will be yet?
  43. Only Giants of Science is currently confirmed; there are contracts out.
  44. Voicing any concerns now will help its success in the future.
  45. Is this going to be free?
  46. Yes.
  47. What is the admission policy for those who are non Colgate students?
  48. There will be wristbands that you can get for you and your friends but that way it is more controlled.
  49. Will there be funding besides the Students Activity Fee?
  50. The Fraternities are funding the beer tent and we’re approaching the Broad Street Association
  51. Contact Alex Fisch with any other ideas/concerns/questions
  52. Motion to Vote
  53. Resolution passed unanimously
  54. Executive Reports
  55. President
  56. Ali Berkman ran a brainstorming session on E-Board; minutes are posted on the SGA website
  57. Tomorrow Joe will be going to a communications meeting

  78. $650 to BDS for hookah and hummus
  79. $418 to BDS for March Madness
  80. Questions?
  81. Why did the Black Student Union only get $450?
  82. It was a very tough decision. This semester there is a lot less money because of SPW. We were afraid of overprogramming for that week. Neil DeGrasse and a SoRT speaker are coming.
  83. This should be taken up with the Treasurer.
  84. Liaison
  85. Happy to hear about discussion with Dean Brown & Dean Taylor
  86. After the discussion on the BAC, maybe we should look again at the Activities Fee and where the money goes

  113. Secretary: Phil Steinberg

  115. Ideas: Working on a bill with SOC and accountability with the committee members
  116. SOC
  117. Chair: Albert
  118. Secretary: Lorelai
  119. Ideas: Having large BAC proposals in the thousands coming in earlier than the rest are required; a lot of people want to increasethe student activity fee; bill coming up about changing the times and deadlines for new groups to be formed (they will have a whole semester to be a new group)
  120. Meetings: Sundays at 1:45 in the Library Café

  122. Chair: Jenna
  123. Secretary: Cameron

  125. Ideas: Discount card, know your rights campaign
  126. A note on committees:
  127. The Tuesday 6:15 slot is difficult
  128. Schedule things early (a semester can go by very quickly), look to others to help you out
  129. We are going to enforce an attendance rule
  130. Old Business
  131. Bill to Remove Senate Elect BAC Position
  132. This was discussed last year, we just couldn’t vote on it.
  133. How else will the opinions be voiced out at the BAC?
  134. There can be some monitoring from GAC
  135. The treasurer comes every week anyway and is very responsive to questions
  136. The SOC has a large part in looking at the applications; they’re the very beginning of the process and having ¼of the senate looking at the applications means that we’re involved.
  137. They also have to be passed as a slate
  138. We hope that they will want to come to Senate and be elected
  139. There are currently 2 members on reserve and there is always one.
  140. If you apply through the BAC you’re actuallynot allowedto be on the Senate elect
  141. The concern is how this position was establish in the first place.
  142. Motion to vote
  143. The bill passed with 2/3 of the Senate.
