Effective January 4, 2013, some significant changes have been made to the MOBIS Schedule. Several MOBIS SINs have been merged and re-defined.

GSA has merged MOBIS SINs 874-2 (Facilitation Services) and 874-3 (Survey Services) into SIN 874-1 (Consulting Services) and renamed the SIN to read “Integrated Consulting Services.” SIN 874-1 is now defined as follows:

874-1 Integrated Consulting Services
Contractors shall provide expert advice and assistance in support of an agency’s mission-oriented business functions. Services covered by this SIN include:
●  Management or strategy consulting, including research, evaluations, studies, analyses, scenarios/simulations, reports, business policy and regulation development assistance, strategy formulation, and expert witness services
●  Facilitation and related decision support services
●  Survey services, using a variety of methodologies, including survey planning, design, and development; survey administration; data validation and analysis; reporting, and stakeholder briefings
●  Advisory and assistance services in accordance with FAR 37.203
NOTE: Consulting services where the preponderance of work is specifically covered under other GSA Schedules are not permitted under this SIN; please refer to the Scope of Work in Part I of the MOBIS solicitation for further information.

Under this re-defined SIN, agencies may order any of the services included in the SIN description. Expanding the scope of this SIN will enable our customers to acquire complementary services under just one SIN, and we expect this will reduce some of the time and effort in soliciting and evaluating quotes that were previously covered under multiple SINs. It also reduces the administrative burden on our vendors.

In addition to the SIN merger, SIN 874-7 (previously Program and Project Management Services) has been re-defined. The new SIN title and description read as follows:

874-7 Integrated Business Program Support Services
Contractors shall provide services to assist agencies in managing their mission-oriented business projects or programs and achieving mission performance goals. Services covered by this SIN include:
●  All phases of program or project management, from planning to closeout
●  Operational/administrative business support services in order to carry out program objectives
NOTE 1: Program support services where the preponderance of work is specifically covered under other GSA Schedules are not permitted under this SIN; please refer to the Scope of Work in Part I of the MOBIS solicitation for further information.
NOTE 2: Administrative support services are authorized under this SIN; however, they must be provided in conjunction with other professional business services covered under this Schedule and must be performed under the supervision of the contractor’s Project or Program Manager. Personal services as defined in FAR are prohibited under MOBIS.

This SIN has been re-defined to broaden the scope of available services. Over the years, we have found that many organizations require not only program and project management services, but also business support services to carry out program/project implementation, such as administrative support services. With the new SIN scope, customers can acquire services to not only manage a business program or project, but to provide operational support services relating to that program/project. The primary caveat with this change is that the preponderance of work needs to be business related, and not covered under other Schedules.


Finally, SINs 874-4 (Training Services) and 874-9 (Training Aids and Devices) are being updated to include additional services, although the SIN titles remain in effect. The updated SIN descriptions are available in the MOBIS solicitation.

Actions You Must Take Regarding Your MOBIS Contract:


Please take the following actions to keep your MOBIS contract current:

1. GSA will issue a mass modification to all MOBIS contractors that mirrors all the changes contained in the solicitation Refresh sometime in January 2013. The mass modification will include a statement that SINs 874-2 and 874-3 are deleted from the subject contract (if previously awarded), and all labor categories previously awarded under those SIN(s) will be covered under SIN 874-1. Typically the mass modification is issued 2-4 weeks after the solicitation is refreshed. Please accept this mass modification as soon as possible after you receive it.
2. After you accept the mass modification, please update your GSA Advantage file as soon as feasible to update the SIN 874-1 description and, if applicable, delete references to SINs 874-2 and/or 874-3 from the catalog file.

3. If you were previously awarded SINs 874-2 and/or 874-3, and you have existing task orders with those SINs awarded, continue to report sales under the applicable SINs and remit the applicable Industrial Funding Fee (IFF) until the task orders are complete. There is no need for the ordering agency to modify the existing order(s) as a result of the Schedule change.
4. If you were awarded a BPA with SINs 874-2 and/or 874-3, please notify your ordering office Contracting Officer that the SINs have been merged into MOBIS SIN 874-1. It may be necessary for the ordering office Contracting Officer to modify the BPA to reflect this change (particularly if the BPA did not include SIN 874-1). Any new orders for facilitation or survey services under the BPA should be made under MOBIS SIN 874-1, rather than the deleted SINs. If the ordering agency Contracting Officer has further questions, s/he may contact your GSA PCO (listed on your Contractor Information load in GSA eLibrary).
