Terms of Reference
The following terms of reference outline what you can expect from the Partnership and how it can benefit you. They also outline what is expected from partner members and your service area in order to support you and sustain the partnership requirements, as well asmaintain access to funding.
- Membership Criteria
Members of the Partnership must be organisations which provide social care services within Bury.
For organisations who have multiple locations within the region or country you can still be a member of the Partnership in Bury and access facilities for those of your employees who provide social care services to residents of Bury.
Your organisation does not have to be contracted by Bury Council in order for you to benefit from involvement in the Partnership. However, certain development activity may only be available to partners who are contracted with Bury Council.
- Completion of National Minimum Data Set for Social Care NMDS-SC.
It is an essential pre-requisite to membership of the Partnership that your organisation is fully engaged with the National Minimum Data Set for Social Care. (NMDS-SC) for an organisation that’s primary functions is social care.
You must complete your NMDS-SC, upload it to Skills for Care and receive your identification number from them before you can access any training opportunities via the Partnership. You can download a paper copy of the NMDS-SC at or you can create an account online at
Once we have had confirmation from yourselves and can clarify your NMDS-SC status with our Skills for Care representatives, we can provide you with access to the partnership.
You must maintain your NMDS-SC data on a regular basis in order to continue to benefit from the facilities offered by the Partnership. This data is monitored to ensure compliance.
For those organisations that are not primarily social care but are related to it e.g. Housing Support this pre-requisite does not apply.
- Communication Requirements
The quickest and most effective way of communicating with Partner members is to use electronic methods. In order to do this you should supply us with contact details which include accurate email addresses for the relevant people within your organisation. You should then ensure that you notify us of any changes to these details.
Please also let us know if you have any particular requirements to receive your information in a special format such as large print or alternative language.
The lead partner may request to visit your organisation. The purpose of this may be to explain information about the partnership or to help us gain a better understanding of your organisation.
4.Training Courses
a. Course dates
Courses and dates will be advertised via email at regular intervals.
b. Attendance
Membership allows organisations to access relevant training resources on a part funded or fully funded basis. The lead partner will ensure that all training provided is commissioned to the required standards and that quality assurance checks are undertaken.
Partner members are responsible for identifying which of their employees require particular training and arranging for them to attend the relevant sessions. Partner members should inform the lead partner of any special requirements relating to course attendees in advance of the training taking place. Delegates are expected to report for training on time and stay for the full duration of the course. Certificates will not be issued for those who do not complete the full course and a cost incurred to the employee’s organisation. Delegates should arrive on time as late arrivals may be refused entry to the course and the organisation charged.
Delegatesshould not make direct contact with Bury Adult Care Services Workforce Development Team to make changes to their training. Changes or cancellation will only be accepted from Managers or their designated representative. Cancellations need to be sent or confirmed via email to d& this is to ensure there is an audit trial on the request so both parties can track the changes.
It is the responsibility of partner members to develop a culture which ensures that attendance at training courses is seen as a high priority. Managers are expected to notify Bury Adult Care Services Workforce Development Teamif their employees are unable to attend courses within five working days of the course commencement,also when staff has left the organisation the lead partner should be notified as soon as possible. This again must be confirmed by the partner by email.
Bury Adult Care Services Workforce Development Teamwill inform partner members when their employees have not attended an arranged course.Cost for non-attendance at courses will be recharged to organisations based on a per person basis.
In order to enable the partnership to continue to support free or subsidised training all partners must ensure that they encourage a high level of attendance. Delegate’snon attendance rates are monitored and regular delegate non attendance may result in organisations incurring booking fees in the future.
b.Training Documentation
Partner members should provide attendees with all relevant documentation relating to the training course, in good time and inform them that they must bring this to the course. This includes the letter of confirmation for the training course. You should also ensure that employees have been given access to the policies relevant to the course or any other pre-course preparation and have had time to read these in advance of attending any training.
Attendees will be asked to sign an attendance register for each course that they attend and will be expected to participate during courses. Attendees should be alert during the course and should not be booked onto morning courses immediately following night work in line with working time regulations.
For the majority of courses each attendee will receive a certificate of attendance at the end of each course for their CPD file. Where certificates are not issued a record of attendance will be held by the lead partners on the individual’s files.
It is the manager’s responsibility to obtain a copy of their staff training certificates for their own records.
All trainees will be required to complete an evaluation at the end of each training course for the purposes of course monitoring and development.
It is expected that once employees have attended a particular training course, the manager will assess their competence in that subject area at the earliest opportunity upon their return to the workplace. It is recommended that this is completed in line with the Skills for Care Knowledge sets.
c. Delivery of training
Training courses will be offered in a variety of formats where possible to ensure that the needs of organisations are met as fully as possible. This includes off-site, on-site, e-learning, and distance learning. Currently the majority of on-site provision is held at Bury Adult Learning Centre, 18 Haymarket Street, Bury, BL9 0AQ.
Where training is required and availableoff-site the partner members are required to be flexible in allowing employees from other organisations to attend their site for training where appropriate and agreed in advance.
As training may be provided off-site at establishments, partner members are responsible for ensuring that employees have a satisfactory Data Barring Service disclosure at the enhanced level.
If a delegate behaves inappropriately in a training session this will be feedback to their employing organisation.
5.Training Needs Identification
Partner members are responsible for identifying training needs within their organisation and notifying the partnership of these to inform the commissioning of training. In doing so attention should be taken of requirements and recommendations made from CQC inspections. Failure to provide a TNA will result in you being refused access to training until this information is provided.
The Partnership is not responsible for ensuring that all identified training needs are met and partners should ensure that any training required over and above that offered by the Partnership are addressed by their own organisation.
Information from the procurement team will be utilised as a method of informing us of what types of training and development may be beneficial to partners. This will help us to improve standards within social care in Bury.
You may be requested to attend events/meetings which enable us to refine our training needs analysis. These are designed to ensure our training is relevant and cost effective. Your participation in this process will directly affect the quality and quantity of service provided.
6.Workforce Development Fund
This is available to support on-going development of skillsand knowledge, across the adult socialcare sector.
This focuses’ on the Department of Health priorities and accredited qualifications to fund CPD, specialist areas, specific service areas.
Funds are distributed by Skills for Care via a network of organisations and employer led partnerships.
Access to the fund in Bury is currently throughLancashire Workforce Development Partnership, the currentcontract holder in this area.
7.Poor Practice
In instances where poor practice or potential safeguarding issues are raised within a training session the training provider will notify the lead partner. The lead partner will contact the partnership member concerned to discuss and agree appropriate action.
Furthermore, on completion of action information will be provided to the Provider Relationship Team and CQC representatives.
