III. Scope of Work: Bill Arel speaking for Ellen Lundevall, VDOT Design Project Manager

A.  Project scope of work-used aerial photo and highlighting some of the important issues:

·  The need to minimize the amount of the time the temporary left turn and temporary connection are open to traffic.

·  The settlement time requirements for the Lightweight Aggregate Fill (See SP). Our MOT calls for this in stage 1C. Pipe installation in this area will also make use of Flexible Connectors.

·  The Utility relocation and Jack Pipe operation to be performed under Norview Avenue

·  The need to "Relocate Hurricane Gates" (See SPCN)

D Environmental permits: Dean Devereaux- water quality permit comments

1.  The roadside ditches are part historic canal network known as Ebb Canal. VDOT secured Corps of Engineers and Department of Environmental quality permits for work in the canal network. Pages 279 to 302 of the bid proposal.

2.  Locations of the permit areas are shown on the permit sketches beginning on page 303 of the bid proposal. No other work in roadside ditches is authorized at this time.

3.  Work within the permit areas shall be conducted behind turbidity curtains (page 82 of the proposal), cofferdams, sand bags, or like devices to prevent sediment from leaving the work area.

4.  No onsite wetland mitigation is required.

E. Utilities and ROW: Mike Wilder- All indicated Utilities have been relocated. An asbuilt drawing will be provided to the successful contractor at the preconstruction meeting.

F. Construction: Robert Morgan, P.E., A.C.E- Per 102.03 of the Specifications

The Department advises you to do your due diligence by contacting each of the public and private utility companies to determine the exact locations of the existing utilities. VDOT show approximate locations on the plans and is advisory in nature but it is the responsibility of the Contractor to get with the utility owners to determine the exact locations prior to bidding. If a conflict is encountered and the Contractor claims differing site condition, the Department will required detailed written proof the Contractor did their due diligence prior to submitting their bid.
