HARBORCREEKTOWNSHIP WATER AUTHORITY

A meeting of the Harborcreek Township Water Authority assembled on Monday December 12, 2005 at the HarborcreekTownshipMunicipalBuilding, 5601 Buffalo Road, Harborcreek, PA 16421. James Perrotto opened the meeting at 7:00 p.m. Present were, Harry Mooradian,David Maille, Dr. Robert Mulvin, and James Perrotto. Absent wereEvelyn Balmer, Frank Gerlach,and George Stanley. Present in the audience was Dean Pepicello. There was no public comment.

Motion by Mr. Mooradian to approve the minutes of the Water Authority meeting of November 28, 2005, second by Mr. Maille. Vote: 4/0.

COMMITTEE REPORTS

Mr. Maille reported that for the Dutton Road privately funded water main extension project 3,000 foot of pipe is now in place. The total project is a 5,500 foot water main extension that will serve 22 property owners. Mr. Maille also noted that funding was no longer available from the Northwest Pennsylvania Regional Planning and Development Commission.

SUPERVISOR’S REPORT

Ken Springirthsummarizedthe difference between a township water main extension project and a privately funded water main extension project. A Township project works best when a majority wants the water line, and there are a significant number of properties. Where there is a large difference in front footage property size, a privately funded water main project can be an advantage, because the property owners can decide how they want to pay for the project.

COMMITTEE REPORTS/OTHER BUSINESS

Motion of Mr. Perrotto for 2006 to not have any meeting in January, February, andMarch but have the first meeting on Monday April 24, 2006 with provision for any emergency meeting if needed, second by Dr. Mulvin. Vote: 4/0. Because of the Christmas holiday, the December 2006 meeting will be Monday December 11, 2006. All of the other Water Authority meetings will be held on the 4th Monday of the month.

Mr. Perrotto has agreed to stay on the Water Authority if needed until April 2006. Per Ken Springirth’s 12/13/05 telephone call, Mrs. Balmer has agreed to stay on the Water Authority if needed until April 2006. Dr. Mulvin expressed appreciation for Ken Springirth taking minutes of the Water Authority meetings, providing information, and keeping members informed.

Motion by Mr. Mooradian to adjourn the meeting,Mr. Perrotto adjourned the meeting at 7:26p.m.

FINAL NOTE

Per Ken Springirth’s 12/13/05 telephone call with Matthew P. Gilara of the Northwest Pennsylvania Regional Planning and Development Commission their Penn STEP program (Pennsylvania Small Towns Environmental Program) is not being funded at this time so they will not be able to financially assist with the Dutton Road privately funded project.
