As Detachment Commander of the Oxford Detachment of the Ontario Provincial Police, it is my pleasure to present the 2009 Annual Report.

The year 2009 was very active for the members of Oxford Detachment. My schedule as Detachment Commander continues to be very busy,however continues to be very. It is a pleasure to once again review the results of policing in Tillsonburg in the past year. The Oxford OPP has had a very eventful year with the amalgamation for policing duties with Norwich, Blandford Blenheim and EastZorraTavistockTownships. The OPP have met their contractual obligation to the Town of Tillsonburg. As per the contract the Town of Tillsonburg received their proper coverage byOxfordCounty officers and at years end we exceeded our contractual obligation by over4,000 hours for which there are no additional costs.

With the addition of the three new contracts and their transition to OPP policing we continued to meet our obligations to the citizens of the Town of Tillsonburg. We are very satisfied with the crime rate and our provincial legislation enforcement.

Additional OPP Patrol Constables are deployed at Tillsonburg who patrol the surrounding communities to Tillsonburg. Tillsonburg benefits from the coming and going of these patrols. These same officers provide short term additional staffing in times of need, at no charge to the community.

The Western Region Traffic Unit also assist in matters of traffic, specific to Tillsonburg, upon request of the Tillsonburg office. Similarly, additional OPP Oxford Auxiliary Constables are available to assist in times of need and routinely contribute a presence at Community Events.

Uniform Crime Reporting Statistics

The UCR (Uniform Crime Reporting) Occurrence Statistics are data that we use in police departments to find out how many persons were charged, whether they were male or female and adult or young person. The report also tells us how many calls we responded to and what our clearance rate was. Clearance rate means that we solved the crime or found the person responsible. The following pages are the UCR Occurrence Statistics for Tillsonburg. You will also see a page highlighting statistical data with a five-year comparison of pertinent occurrences within Tillsonburg.

This report shows that officers responded to a total of occurrences in Tillsonburg and had an overall clearance rate of 85.2 %.

YOUTH RESOURCE OFFICER – YEAR END REPORT 2009

Background

I have been with the Ontario Provincial Police for 20 years. I have six years of radio dispatching experience and have served as a Provincial Constable in ElginCounty and I am presently serving in Oxford. My assignment before my present position was a general patrol officer. This entailed all aspects of police work, including criminal investigations, provincial statutes investigations, highway enforcement and community service.

On the 1st of September 2007 I assumed the position of the Tillsonburg High School Resource Youth Officer working out of Annandale (grades 7-9) and Glendale (grades 10-12) Schools. Although this program had been running in other detachments I was challenged with using my skills and training to develop this position to fit the needs of the youth and staff in both Tillsonburg schools as such this entailed.

The following is a summary of my accomplishments in the year 2009:

Training

  • Annual qualification training was successfully completed in May 2009.
  • Training received for registering sexual offender to the Ontario Sexual Offender Registry.

Reactive Duties

  • 22 calls for service were investigated involving youth where charges were laid
  • 23 youth assault charges laid; 18 were given YCJA consequences and 5 were charged
  • 5 drug offence investigated, 2 charges laid and 2 YCJA warnings issued
  • 1 traffic charge
  • 1 arson charge laid by way of Extrajudicial Measures through Community Options for Justice
  • 1 Cause a Disturbance in a School charge laid under the Education Act
  • 3 Trespass to Property Act charges laid
  • 5 Sexual assault complaints received. 2 charges were laid and 2 youths were warned as complainant declined to have them charged.
  • 7 Theft incidents were investigated, 4 youths were warned , 2 unsolved and one was unfounded
  • 3 breach court orders were investigated, 1 youth charged and 2 others issued YCJA warning
  • 23 Trouble of Youths events were entered with the majority occurring at Annandale.

This is not a complete list of all the calls for services investigated however is a highlight of the calls.

In 2009 I was involved in 136 calls for service throughout the year including assisting or backing up other officers, investigating, arresting, charging, warning, parent/student meetings, formal cautions and extra judicial measures through the community options. The majority of the calls for service were involving youth in and around school property. 2009 forded me an opportunity to work for Oxford OPP Criminal Investigation Units where I continued to be involved with youth and youth investigations.

School Work Load 2009:

  • 48 calls for service were at Annandale reduced from 52 calls in 2008
  • 21 calls for service were at GlendaleSchool which has increased from 14 in 2008

Proactive Duties 2009:

  • Throughout the school year halls were patrolled as well as parking lots and outside of building when officer was available.
  • I had ongoing communications between myself and front line officers involving youth activity on and off school property
  • Very good communication/relationship between both schools administrators
  • Continued lunch patrols at Upper Deck and Tillson Ave plaza with the assistance of front line officers
  • Stronger relationships have been developed with youth from last years dealing resulting in more open, honest and respectful discussions.
  • Attended classrooms in a question and answer forum at Glendale. Teacher feedback was enjoyment and useful for their students
  • Taught Alcohol/Drugs to Glendale Physical Education Classes
  • Spoke about powers of arrest and search in Law Class at GlendaleHigh School
  • Attended London and Toronto Court Houses with the Glendale law classes
  • Summer time found me seconded to the Oxford OPP Criminal Investigations Unit.
  • Maintain communication with Probation Officer and Attendance Counselors
  • Attended with the grade 12 geography classes to New York City for field trip
  • Participated in Fire and Code Red Drills
  • Attended with AnnandaleSchool to bowling lanes as a student reward for the most house points

Presentations/Meetings

  • As a member of the Tillsonburg Youth Advisory Committee a successful year attributed to continued grant approval for youth projects in the community.
  • The Mayor’s Roundtable is growing with attendees and information is being shared in regards to Tillsonburg youth. This table involves identifying issues and looking to solutions by the variety of organizations at the table.
  • Attended Glendale’s Gay/Straight Alliance committee and discussed issues on Hate Crimes
  • Participated in Glendale Student Crime Stoppers Committee through the lock it and lose it program and the seatbelt campaign
  • Attended another successful conference in Niagara Falls hosted by the Committee of Youth Officers of Ontario
  • Parent Council Meetings were attended, Staff meetings, parent nights at both school and the grade 6 orientation evening
  • Sat on both Glendale and AnnandaleSafeSchool Committees
  • Assisted Glendale staff with two days of Pre-Registration be available to students and parents regarding my position in the school.
  • Cops for Kids have been a monthly event for Oxford OPP, Tillsonburg. 4 OPP. 1 Auxiliary, 1 Cadet and 1 London City Police Officer volunteer on a monthly basis in various activities including, gym nights at North Broadway Church, bowling, movie night, mini-golf.
  • Participated in the annual Glendale Girls Conference talking to them regarding self defence and dating safety.
  • Assisted in the organization of the annual Glendale versus OPP fundraising hockey game to raise money for the Ontario Students Against Drunk Driving Committee.
  • Set up an OPP police display booth at Glendale high school with the assistance of Cadet Mitchell and PC Dave Campbell of Brant County OPP who brought an OPP motorcycle into the school and displayed it to the youth.
  • Attended a youth workshop at the Fusion Centre in June regarding celebrating youth, being a youth champion and breaking down silos that accessibility to resources may be easier to find.
  • Participated in Rogers Cable TV program with Glendale Student and two Oxford County OPP CSO’s to discuss bullying.
  • Participated in Mock Disaster in Tavistock

2009 resulted in busy yet satisfying year seeing changes in youth dealt with by law, assisting them through court order counseling and parental help. As a resource to the schools students are getting the help through Youth Criminal Justice Act (YCJA) measures that the school cannot manage to obtain on their own for our “at risk” youth.

I have been involved with discussion with parents and students regarding bullying and behaviour problems offering them assistance through other resources when possible and/or advice.

I look forward to 2010 in continued training and involvement regarding the youth of Tillsonburg by assisting them to be successfully involved participants in the Tillsonburg Community and beyond.

COMMUNITY SERVICES ANNUAL REPORT – 2009

The Community Services Office continues to have a commitment to provide diverse programming that will meet the needs of both the community and the police service. Involvement in a broad range of initiatives and in conjunction with the Ingersoll CSO and others within West Region continues to keep this office at the forefront of Community Policing and Crime Prevention.

SCHOOL PROGRAMS

Programming is provided as requested by the schools from Junior Kindergarten to grade 12. The community officers have been providing all schools with V.I.P. at the grade six level. Community Services continue to support the Risk Watch program, which is a comprehensive injury prevention program available for use in the elementary schools. The Community Services Officer as taken part in numerous programs including:

  • “Meet and greet “ where an officer will attend a school to meet with the kindergarten students to familiarize them with the police
  • Lectures to GlendaleHigh School law classes (drugs, impaired driving etc.)
  • Bike safety (both to schools and to local cub groups for proficiency badges)
  • Halloween safety
  • First Rider Program: designed to teach the children attending school in September for the first time about bus safety
  • Prom Safety: speaking to those that will attend the prom, promoting safe choices in regard to drinking and driving.

Community Services continue to be involved in the high school Co-Op Program where two students from GlendaleHigh School are chosen to work at the Tillsonburg office for three months at a time. The students are given the opportunity to experience different policing aspects from assisting the clerical staff and community services to “ride alongs” with a patrol officer. Several power point presentations have been developed by the students for the community services program and have been used at formal presentations.

COMMUNITY PROGRAMS

Detachment Tours:

Tours of the Detachment are arranged with various children groups such as daycare, cubs etc. This is an excellent opportunity for the children to talk with and learn about the police in their community.

Crime Stoppers of Haldimand-Norfolk and Tillsonburg: Although a full time coordinator has been establish for this program, Community Services continue with their support by promoting the program through our media releases.

Senior Safety: Lectures designed to inform our seniors about personal safety and frauds.

School Crossing Guards:Supervise, train and co-ordinate the full and part-time guards.

Fraud Alerts- A program designed to send out fraud and scam information to the local business by e-mail when it becomes known to the police

Operation Lookout: a program for motorists to report impaired drivers by using the OPP toll free cell phone number OPP (*677)

Kid-Estrian Program: In cooperation with EMS, to teach child proper road safety with the assistance of a small “mock” neighbourhood

Seat Belt Safety: with the use of the “OPP rollover vehicle”

IMPACT: (Impaired Minds Produce Actions Causing Trauma) is a program for high school students in conjunction with other community partners to show the consequences of poor choices involving drinking and driving.

Drive Wise:

Which is a driver refresher seminar for seniors within our community.

Media Relations: Community Services Officer Dennis Harwood has been assigned as the Media Relations Officer for the OxfordCountyDetachment and Provincial Constable Stacey Culbert has become the full time CSO position. This year the OPP have had greater access to the Roger’s Cable TV due to them having a local reporter. This has given the OPP in Tillsonburg a greater opportunity to speak to the public about current issues that develop.

As the Community Services Officer, Provincial Constable Dennis Harwood and Stacey Culbert meets with community groups from church assemblies to local service clubs. Support and assistance is supplied at community events, to local service clubs and to community organizations such as the Victim Assist Services of OxfordCounty (VASOC) and the Livingston Centre.
