PUBLIC HEARING/SPECIAL COUNCIL MEETING

A public hearing was set forth by the City of Kellogg in regards to the buy out of 230 Red School Lane. Several people spoke to this issue for a complete copy of all comments the tape is available in the city office for listening to for a period of 6 (six) months.

MOTION BY SCHMOKER SECOND BY BROADWATER TO ADJOURN THE REGULAR MEETING AT 7:25 PM

SPECIAL COUNCIL MEETING

The Special council meeting was called to order by Mayor Lee at 7:30 PM to discuss the buy out of 230 Red School Lane, All Council Present.

Lee asked Jarstad what the steps are concerning this buy out from this point and Jarstad commented that the first step is to ask council if they are willing to accept this proposal and proceed with the project knowing that there could be some local costs due to the current estimates in the approximate amount of about $39,000.00, then step two would be for the Peter’s to accept the proposal. Lee then asked for council comment. Broadwater commented that he feels we can not afford not to do this, he is not comfortable taking monies out of the cities coffers but if we do not get involved we will have more problems down the road with the stabilization of the bank putting more houses in jeopardy which in turn will end up costing the whole town in tax base. Broadwater feels that this has to be done and Pavelka agreed with Broadwater. Schmoker stated that he feels that $40,000.00 is too much of a burden on the city. Sattre commented that he feels that they have no choice but to move ahead for the amount of time and effort that Frank and Sue have put into it.

MOTION BY SATTRE SECOND BY PAVELKA TO PROCEED WITH THE PROJECT AS PLANNED. AYES: PAVELKA, SATTRE, BROADWATER, LEE. NAYES: SCHMOKER. MOTION PASSED.

Jarstad then asked Lee for a second motion from council to authorize the Mayor and Clerk/Treasurer to sign all legal documents.

MOTION BY PAVELKA SECOND BY BROADWATER TO AUTHORIZE THE MAYOR AND THE CLERK/TREASURER TO SIGN ALL LEGAL DOCUMENTS PERTAINING TO THE BUY OUT AND REMOVAL OF 230 RED SCHOOL LANE. AYES: ALL. MOTION CARRIED.

MOTION BY SATTRE SECOND BY BROADWATER TO ACCEPT AND SIGN RESOLUTION 2011-03 FLOOD DAMAGE REDUCTION GRANT FOR REPAYMENT. AYES: ALL. MOTION CARRIED.

MOTION BY BROADWATER SECOND BY SCHMOKER TO ACCEPT THE BID SPECS FOR DEMOLITION PROVIDED BY WHKS AND GET THEM SENT OUT FOR OPENING ON APRIL 27TH DURING THE REGULAR SCHEDULED COUNCIL MEETING. AYES: ALL. MOTION CARRIED.

MOTION BY PAVELKA SECOND BY SCHMOKER TO ADJOURN THE SPECIAL MEETING AT 8:15 PM.

An audio tape copy of the meeting is available for three months after approval of the minutes at the city office during regular business hours.
