  1. Welcome and introductions
/ Key points:
  • Ron Chalmers welcomed Reference Group members.
  • Previous meeting minutes endorsed.
  • The group AGREED that that NDIS Reasonable and Necessary principles will be added as a future agenda item, together with an overview of how people with psychosocial disability entering the WA NDIS My Way Lower South West trial will be included.
ACTION/S
  • DSC to include NDIS Reasonable and Necessary principles and theprocess for people with psychosocial disability entering the LSW trial, as future agenda items.

  1. Bilateral and National Partnership Agreements
/ Key points:
Robyn Massey noted that:
  • The participant intake schedules have been signed by both Ministers. These documents are public information and have been posted to the WA NDIS My Way website.
  • The cash and in-kind schedules are still with the Commonwealth but are expected to be finalised shortly.

  1. Communications and engagement
/ Key points:
Kirsty Lawson provided an update on WA NDIS My Way communications and engagement activities, noting that:
  • The media for the information campaign has been recorded and produced (press, radio and television).
  • On 18 June 2014 there will be a Ministerial event to officially launch the campaign. The event will focus on people with disability, their families and carers.
  • On 1 July 2014 there will be a launch for the WA NDIS My Way trial in Busselton, which will also be attended by the Minister.
  • Four personal stories from the point of view of people with disability in the Lower South West are being developed and will be played at the launch event.
  • An Am I Eligible?tool has been added to the Commission’s website, so that people can do a first self-check for their potential eligibility.
  • A dedicated 1800 number has been set up so that people can speak directly with an Engagement or Information Officer for general information pertaining to the WA NDIS My Way trial.
The Reference Group discussed:
  • Where people who are not eligible will be referred (i.e. what supports and services or contacts will be recommended to them?) What is the level of responsibility that DSCwill have in this area?
  • Ron Chalmers advised that responses willneed to be kept high-level and that the Commission can’t speak on behalf of other agencies or commit other providers.
  • The fact sheet being developed for people with psychosocial disability. It was AGREED that this be sent to the Mental Health Commission, for feedback.

  • DSC to send fact sheet on psychosocial disability to the Mental Health Commission for input.

  1. Trial sites progress report
/ Key points:
Lower South West trial site update:
  • WA NDIS My Way Operational Policies will be available on the Commission’s website shortly.
  • Training for My Way Coordinators will take place from 16-18 June. The training will focus predominantly on the newly developed Operational Policies; application of the NDIS Reasonable and Necessary principles; ICT training and reporting requirements.
  • Taylor Fry has been appointed as the WA Scheme Actuary.
  • The appointment of the WA independent evaluator is imminent.
  • Individual plans for people with disability in the Lower South West are almost all complete.
  • Work on pricing and quality assurance continues. Registration of new providers will need to come under WA’s current Quality Assurance system.
  • The Group discussed self-management options and quality checks. Various safeguards are in place to ensure that people who choose to self-manage are a.) capable and accountable, and b.) have assistance where needed (via Technical Officer, for example).
Perth Hills trial site update:
  • DSC has provided information on prices to NDIA to assist in determining how pricing will work in the Perth Hills trial site.
  • Recruitment and training of staff is continuing.
  • DSC has provided the relevant information required under Section 55 of the Act.
  • The Group discussed concerns over the confusing and lack of communication from NDIA on implementation / transition in the Perth Hills.

  1. Integrated NDIS Performance Reporting Framework
/ Key points
Wendy Murray provided an update on this item, noting that:
  • Stage 1 of the ICT system required to implement the WA NDIS My Way trial has been user-tested and will be rolled out as planned, on 1 July 2014.
  • Progress is being made on developing the counting rules to capture the information required for the first Quarterly Report to the Commonwealth.
  • Some information will need to be captured manually.

Pam Toster provided a presentation on the My Way planning process. The PowerPoint will be sent out with the minutes.

  • It was AGREED that it would be appropriate for the WA NDIS My Way e-newsletter to replace the Progress Report as a source of information.
  • The Group discussed meeting frequency post-1 July 2014. It was AGREED that due to the disability reform team work moving from development to implementation activities, it is appropriate that the Group convene on a bimonthly basis. This will be reviewed in December 2014.
  • Sub-groups to be formed around specific work areas, on an as-needed basis.
  • The Group discussed whether the Terms of Reference require revision.

  • Reference Group to meet on a bimonthly basis. Next meeting to take place in August 2014.
