The Board of Luxembourg taken place in March, 2nd 2017 gathered all the member delegations except from Brazil and Curacao. The list of the participants is available in annexed.

DECISIONS TAKEN BY THE BOARD

Presidency(morning): M. Marco WAGENER(LuxembourgESC)

Mr. Agripino NUNEZ COLLADO, AICESIS President and Dominican Republic ESC President,could not come to Luxembourg due to last minute mandatory national presence request.The Board agrees that Mr. Marco WAGENER, President of the Luxembourg ESC, chairs the Board meetings during the morning (Items 1 to 3), and that Mrs. Rabiatou Sara DIALLO, President of the GuineanESC, chairs the afternoon Board meetings (Items 4 to 7).

Brazilian ESDC and CuracaoESC, excused, gave mandate to the Dominican Republic ESC.

Furthermore, President NUNEZ having agreed with the French ESEC request to come back to the Board, as said in the summary of the General Assembly of Moscow (September 2015), the French ESEC attended the Board as an active member.

Ivory Coast attended as observer.

1/ Agenda:The draft agenda is adopted, taking into consideration that points 5 and 6 are inversed.

2/ Main working topic 2015-2017: "The role of ESCs-SIs in the fight against inequalities linked topoverty".Dr. Iraima CAPRILES, Dominican Republic ESCExecutive Director, introduces a preliminary draft on the main working topic of the Presidency.

Then during the debate,spoke the ESC of Luxembourg, Senegal, Guinea, Benin, Spain, Algeria, Ivory Coast and of the ILO Representative, Mrs. OKUMURA.After Mrs. CAPRILES comments, it has been decided that a revised version of the draft will be broadcasted to all members at the beginning of May.

It is recalled that this report will be the reference document for the International Meeting which will be held at the end of the Presidency of the Dominican Republic in September 2017.

3/ Launch of the working group on"The Future of AICESIS" and first orientation debate.

After the presentation of the introductory note by the SG, the following delegations spoke: Algeria, Spain, Senegal, Netherlands, Guinea, Ivory Coast, France, Morocco, Benin, Greece, Romania, China, Korea and Russia.

Mrs. MEZOUI also reminded the links between AICESIS and United Nations, specifically its observer statutesat the ECOSOC.

Following a comment from the SG, took the floor Benin, Guinea, Netherlands, Russia, Luxembourg, Greece and Spain.

At the end of the debate, the Board decidesto implement a working group with the mission and characteristics detailed in the introductory note, and the following highlights:

-Mission should be broad,

-Worksshould be held transparently,

-A first notewith the topics and proposals made during the debate, will be written by the upcoming SG, and broadcasted to the Board members, then to all the members,

-A firstdiscussion on this topic will be held during the General Assembly in the Dominican Republic in September 2017.

The working group composition will be detailed later.

4/ Partnership with ILO in 2017. Joint conference with ILO on "Future of Work".

After a presentation of the introductory note by the SG, Mrs. OKUMURA, ILO Administration and Strategic Programming Specialist, details the problematic of the future of work seen by ILO, and the state of play of the joint conference of Athens (November 2016).

Then, the delegations of Algeria, Benin, Morocco, Senegal, France and Guinea took the floor.

To conclude, the Board is happy of the partnership with ILO, and stronglysupports this initiative of joint conference on the future of work. Also the Board invites all AICESIS members to answer to the preparatory questionnaire that will be broadcasted very soon on this topic.

5/ Renewal of the bodies: Next AICESISPresidency and Board

After a presentation of the introductory note by the SG regarding the next 2017-2019 mandate, the Board:

-Notes the procedure regarding the designation of the future AICESIS Presidency 2017-2019 and the application of RomanianESC for the European continent; it also notes that this application is supported by all the European members.

-Decides to launch the call for applications for the composition of the upcoming Board under the usual terms

-Decides to launch the call for applications for deputy SGs under the usual terms.

6/ Next AICESIS SG - Appointement

After that the SG reminded the processes to follow, Mrs. CAPRILES, Coordinator of the selection committee, informs the Board that the situation did not evolve since the Cotonou meeting.

As a consequence, the SG has to reminder and to suggest the following decisions:

-AICESIS Articles do not foresee such situation

-The three candidates have been judged of high level by the selection committee,

-Due to AICESIS tradition and nature of ESCs-SIs, the Board should decide by consensus,

-Whatever the final decision is, the Board and AICESIS as a hole shall support the next SG

On this specific issue, on a proposal from the French ESEC, the representatives of the three delegations most impacted by the applications (Algeria, Spain and Greece) explicitly commit to support the designated candidate in the future.

A consensus could not be reachedon a single candidate, thus it has been decided, due to the request of at least two delegations, to use secret balloting. In accordance with AICESIS Articles (specifically articles 6.4 and 6.7), after a debate on the possibility forUCESA to vote and taking into consideration the mandates registered by the SG, the number of voting bodies is set to 17:

-Africa: Algeria, Benin, Guinea, Morocco, Senegal

-Latin America: Brazil, Curacao, Dominican Republic

-Asia: China, Korea, Russia

-Europe: Spain, France, Greece, Luxembourg, Netherlands, Romania

At the end of the first round,Mr. GONZALEZ DE LENA obtainsthe absolute majority,before Mr. XYRAFIS and Mrs. MEZOUI.

Mr. GONZALEZ de LENA is thus appointed future Secretary General of AICESIS for a period of 4 years, renewable, starting July 1st, 2017.

7/ Miscellaneous

-Date and place of the next GA: On 6, 7 and 8 September, 2017 will be held in Santo Domingo (Dominican Republic), under usual terms, the statutory meetings (Board and General Assembly) as well as the International Meeting focused on the main working topic of the Presidency"The role of ESCs-SIsin the fight against inequalities linked to poverty».

- Preparation of the 4th Summer School of Youth: Algerian CNES confirms its will to organize this summer school. The Boardsupports this initiative and encourages urgently all members to answer to this invitation and to send candidates to attend this initiative.

-Note on the ECOSOC and ILO working groups: The Boardis informed on the activity of the 3 AICESIS working groups for 2017 (main topic, ILO, UN ECOSOC).

-Note on the AICESIS members participation in the various activities of the UN: Mrs. Hanifa MEZOUI; Permanente Representation of AICESIS in the UN, informed theBoardon the activity of the members in the name of AICESIS (CSW, Youth Forum).
