part ii: project JustiFication

A.  Description of the consistency of the project with:

A.1.1 the GEF focal area/LDCF/SCCF strategies /NPIF Initiative:

This project contributes to Capacity Development Objective 2 (Generate, access and use of information and knowledge) of the GEF – 5 Strategy for Cross-Cutting Capacity Development. The project aims to address capacity gaps and challenges faced by the government and development institutions in addressing global environmental issues. Activities in the project will seek to strengthen data systems, harmonize existing information systems, standards and protocols and seek to integrate internationally accepted measurement standards and methodologies consistent with global environmental objectives.

This project also contributes to Capacity Development Objective 5 (Capacities Enhanced to monitor and evaluate environmental impacts and trends) of the GEF – 5 Strategy for Cross-Cutting Capacity Development. The Project notably develops institutional and individual capacity to monitor and evaluate global environmental performance and feed results into future decision-making.

The project is also fully in line with the commitments made by the GEF for the United Nations Conference on Sustainable Development (Rio+20), particularly:

·  Seek to expand opportunities for joint implementation of the Rio Conventions through GEF-funded projects and programmes by promoting synergies in the generation of global environmental benefits.

·  Commit to promptly act on guidance from the conferences of the parties of the Rio Conventions to promote joint reporting, particularly of Small Island Developing States and Least Developed Countries.

·  Continue to support capacity development in recipient countries as well as addressing their needs through funding of enabling activities and the GEF Country Support Programme, together with other national and regional consultation processes.

A.2. National strategies and plans or reports and assessments under relevant conventions, if applicable, i.e. NAPAS, NAPs, NBSAPs, national communications, TNAs, NIPs, PRSPs, NPFE, etc.:

The project is consistent with the National Policy initiatives of the Government of Papua New Guinea (GoPNG) such as the Environmentally Sustainable Econommic Growth Policy (ESEG), The National Protected Areas Systems Policy, National Biodiversity Strategic Action Plan (NBSAP), National Action Plan (NAP), and, Climate Compatible Development Strategy. The underlying principle for all these National Policy initiatives is geared towards achieving sustainable development through sound management of the country’s environment for national and global benefits.

Although the development plans, policies and programmes are in place, it is recognised that much more needs to be done to operationlize the process by strenthening local capacities and raising awareness of local technical agencies to mainstream and integrate environmental information and management. All those processes require improved monitoring and information management, to which this proposed project will contribute.

The proposed project is intended to facilitate an important step towards developing the capacities for an effective national environmental management framework. More specifically the project, directly or indirectly, addresses the following articles under the Conventions: UNFCCC (Articles 4 and 5); CBD (Articles 12, 14, 17 and 26), and UNCCD (Articles 9, 10 and 16).

B.  Project Overview:
B.1. Describe the baseline project and the problem that it seeks to address:

A very unique and diversified country, PNG is the largest country in the Western Pacific Region and occupies the eastern half of the island of New Guinea, the largest equatorial island in the world. The islands of New Britain, New Ireland, Bougainville and Manus, and thousands of smaller islands are included in the sovereign territory of PNG. PNG covers 464,000 km2, including 600 small Islands. Papua New Guinea is a very rich country in terms of it's natural resources which include mineral, petroleum, gas, forestry, fisheries, land and agricultural resources. It's varied marine, volcanic, mountainous, swampy, freshwater, and forest environment is home to 6 percent of the world's total biodiversity. The people speak over 800 different languages and belong to a thousand different tribes with their unique social, cultural and political features. Almost eighty percent of the population live in rural settings where their livelihoods are derived from a rural subsistence existence which is entirely dependent on the natural environmental surroundings.

PNG currently has a population of just over six million people, with majority of the populace living predominately subsistence lifestyles that are dependent on PNG’s biodiversity and supporting ecosystems. In recent years, the sustainable capacity of these ecosystems to continue to support PNG’s rural population has come under threat, particularly due to PNG’s rapidly growing population. . At the core is the exploitation of biodiversity and natural resources for revenue generation, both by government and by the local people, particularly in rural areas that lack employment opportunities. In the absence of well-developed commercial and employment sectors, government has to rely on taxes and royalties from the exploitation of its natural resources as a principal source of revenue.

Papua New Guinea pursued its social and economic development through a series of ambitious development programmes since gaining political independence in 1975. In doing so, the government adopted the following Five National Goals and Directive Principles:

1. Integral Human Development;

2. Equality and Participation;

3. National Sovereignty and Self Reliance;

4. Natural Resources and Environment; and

5. Papua New Guinean Ways.

The development strategies that followed after 1975 reflected the government's aim to achieve these five goals and catch up with the rest of the world in social and economic development. In its pursuit to realize the fourth national goal above, and demonstrate its commitment to addressing global and national environmental and sustainable development challenges, PNG has ratified and acceded to almost 50 Multilateral Environment Agreements (MEAs) with the most important of these being the United Nations (Rio) Conventions: the United Nations Convention on Biological Diversity (UNCBD); United Nations Convention to Combat Degradation (UNCCD) and United Nations Framework Convention on Climate Change (UNFCCC).

In the baseline, ongoing national efforts to address the national and global environmental challenges consistently incur incremental costs and in many instances place added strain on the national resources and capacities. For these reasons, in the baseline, they are often neglected. These often slow down progress in meeting the country’s obligations.

Findings of thematic and cross-cutting assessments under Papua New Guinea’s NCSA process determined that there is low systematic capacity to support implementation of Rio Conventions. In this baseline, there is low capacity of institutions and individuals, absence of a uniform environment management information systems and indicator framework, lack of knowledge on data and information management, capacity of focal insitutions on compliance and monitoring of indicators and expertise as main vehicles and tools of implementation. As a result of this capacity shortage, in the baseline, the capacity to collect baseline information to measure, report and verify indicators of the UN conventions in Papua New Guinea will continue to be inadequate. This is clear in the first and second MDG report for PNG on MDG7 where it has been difficult to compile, analyse and intepret relevant data to assess PNG’s progress to meet the targets under MDG7 for the country. Data is collected by many agencies and insitutions in incompatible formats and remains largely inaccessible. The ability to manage and use information tools for improved decision–making and action to meet the global benefits will remain inadequate in PNG. In the baseline, the Government and local stakeholders are unable to take steps to address these critical capacity shortages.

B. 2. Incremental /Additional cost reasoning: describe the incremental (GEF Trust Fund/NPIF) or additional (LDCF/SCCF) activities requested for GEF/LDCF/SCCF/NPIF financing and the associated global environmental benefits (GEF Trust Fund/NPIF) or associated adaptation benefits (LDCF/SCCF) to be delivered by the project:

While PNG intends to ensure that global environment benefits are duly incorporated, mainstreamed and managed, major institutional capacity gaps and challenges exist that often impede effective and efficient implementation of the UN Conventions.

With the support from GEF, this project will assist PNG to build and strengthened institutional and individual capacities and skills to effectively manage global environment commitments and considerations and be able to fully integrate Rio Convention objectives into its institutional mandate, compliance monitoring, and reporting processes. The project will also establish a framework of objectives that are global in scope, and focus on environmental sustainability of natural resource management for both national and global environmental benefits.
