Biographical Sketches
Don Blackketter
Dean, UI College of Engineering
Dr. Blackketter has been the chief operational and academic officer for the University of Idaho College of Engineering with Idaho facilities, staff, students and faculty in Moscow, Boise, Idaho Falls, and Post Falls since December 1, 2008. Since 2001 Dr. Blackketter has been a full professor in the Mechanical Engineering Department, as well as an adjunct professor in the Environmental Science Department. In 2003 he was the recipient of a Fulbright Scholarship and spent six months in Quito, Ecuador, presenting seminars on implementing clean vehicle technologies.
In 1993 he obtained his registered professional engineer license in the state of Idaho. He encourages all engineering students to sit for the Fundamentals of Engineering exam, and in fact, Mechanical Engineering undergraduate students are required to take the CE 411 FE Review Course and to sit for the Fundamentals of Engineering exam.
From June 2005 to December 2008 he was the chair of the Mechanical Engineering Department at the University of Idaho. He is also associated with the National Institute for Advanced Transportation Technology (NIATT), serving as its acting director from January to December 2004 as well as being the assistant director from 1998 – 2005. Dr. Blackketter also served as the director of the Center for Clean Vehicle Technology within NIATT from 1999-2005.
He obtained his B.S., M.S., and Ph.D. in Mechanical Engineering from the University of Wyoming in 1985, 1986, and 1989 respectively. Dr. Blackketter is a member of the American Society of Engineering education, American Society of Mechanical Engineers, and the Society of Automotive.
Mr. Phillip Cernera
Born and raised on Long Island, New York, Mr. Cernera was educated at the University of Idaho. In 1982, Mr. Cernera started his formal career as a Fisheries Scientist working on Russian and Japanese Fishing boats in the Bering Sea. After 2 years of this work he became a Fisheries Scientist for the ShoBan Tribe of Idaho. After 7 years of conducting Salmon research and habitat restoration in the Salmon River drainage with the ShoBans he became an Environmental Scientist for a Seattle Based firm. This work kept him in Idaho working on water rights in the Clearwater drainage. After 3 years as a consultant he took a job as Superfund Program Manager and Restoration Coordinator for the Coeur d’Alene Tribe. Now after nearly 17 years with the Tribe Mr. Cernera acts as Director of the Tribe’s Lake Management Department. The programs he administers include: Recreation Management, Shoreline Protection, Water Resources Management, and Hazardous Waste Management. Mr. Cernera also has been appointed by the Tribal Council to sit on the Basin Environmental Improvement Project Commission and has recently been placed on the National Tribal Water Council.
State Senator John Goedde
(R-Coeur d’Alene)
John Goedde has represented the Coeur d’Alene area in the Idaho State Senate since 2000. His State Senate duties have included the chairmanship of the Senate Education Committee, Property Tax Interim Committee, and Economic Outlook and Revenue Assessment Committee.
Senator Goedde owns an insurance brokerage in Coeur d’Alene and has been active in many local and statewide civic, insurance, and transportation planning boards for over 20 years.
Michael Hardy, PE, F.NSPE
Michael Hardy, PE joined NSPE when he received his license in 1994. He has served in most of the chapter and state offices as well as on several national committees and task forces and was the Western and Pacific Regional Director from 2006-08. He is currently the Oregon State MATHCOUNTS Coordinator, chairs the NSPE Membership Committee, is a member of the E-Week Steering Committee and is the NSPE Vice President where he will eventually serve as National President in 2010-11.
Michael is a mechanical engineer and is the Principal of Black Oak Engineering where he provides HVAC and process piping designs for industrial, institutional and governmental clients.
Carl E. Hueber
Winston & Cashatt Lawyers
Carl is a partner with the Spokane law firm of Winston & Cashatt. His practice includes representation of owners, architects, engineers, prime contractors, subcontractors and suppliers on various matters arising in the construction industry.
Carl graduated from Gonzaga University School of Law in 1981. He was a judicial law clerk at the Washington State Court of Appeals and a trial lawyer with the Spokane County Public Defenders Office. In 1986, he joined Winston & Cashatt where his practice is focused primarily on construction disputes. He also handles criminal defense and appeals.
Carl has taught business law, criminal procedure, and legal writing at Gonzaga University and Gonzaga School of Law. He is a frequent seminar speaker. He was President of the Spokane County Bar Association and a bar examiner for the Washington State Bar Association. He received the 2007 Smithmoore P. Myers Professionalism Award from the Spokane County Bar Association.
Scott McClure, PE
Scott grew up in southern Idaho. He graduated from Jerome High School and then attended Idaho State University, where he earned a degree in General Engineering in 1971. While attending school at ISU, he served as Student Body President for the 1969-70 school year.
Following graduation, he served in the U.S. Marine Corps for three years, and then was employed by U and I Sugar as plant engineer and construction engineer for plants in Washington and Idaho. In 1978, he moved to Twin Falls, where he created McClure Engineering, Inc., a consulting engineering firm that continues to provide mechanical and structural engineering design services.
Mr. McClure is a member of ASHRAE, NFPA, and AISC. He is a long standing member of ISPE, having served as state president of ISPE in 1984, and a member of ACEC of Idaho, serving as president of that organization in 1995. He served two terms as a member of the Idaho State Board of Professional Engineers and Professional Land Surveyors.
Mr. Alfred Nomee
Born and raised on the Coeur d’Alene reservation Mr. Nomee has deep ties to the rich Coeur d’Alene Tribal culture and it’s reliance on their homeland’s natural resources. Educated and trained in natural resource management, Mr. Nomee began working for the Tribe in Land Services. After many years in that Department Mr. Nomee became the Director of the Tribes Natural Resource Department. As Director Mr. Nomee is responsible for a myriad of Tribal programs that include: Fisheries Management, Land Service, Forestry, Wildlife Management, Pesticides Management, Cultural Resources, and Environmental Action Planning. Mr. Nomee is also active in national Tribal issues and wears a variety of hats for the Affiliated Tribes of the Native Indians (ATNI).
