SPECIAL MEETING MINUTES OF FRIDAYAPRIL 8, 2016

CALL TO ORDER

The Special Meeting of the East Quincy Services District Board of Directors was called to order by Chairman Felker at 9:00 a.m.

PUBLIC COMMENT

There was no public comment at this time.

HIGH SIERRA MUSIC FESTIVAL

Chairman Felker gave a brief history of the issues with the High Sierra Music Festival. She had also mentioned the problems that were faced last year. After introductions of all who were in attendance, the discussions began on how to address the issues from last year so that everyone is satisfied with the current operations. Mr. Roy Carter confirmed that the High Sierra Music Festival had purchased the Huntington Property that is between Lee Rd and the District’s Well #9 property. Mr. Ellis asked what will be the intended use of the property. Mr. Carter explained that it may be for more RV parking and or a staging area for the festival vehicles. There was an extensive discussion about the placement of the RV’s in the Well #9 site and access to that site.

After the discussions concluded, the following agreements were made:

1) There will be a 30ft road in between the property line and camping sites closest to the Sierra Park

Home Development. This road will act as a buffer between the campers and the homeowners.

2) There will be no access from our utility easement from Bresciani Circle. It will be blocked for

vehicle access except for emergency vehicles. The field will be accessed through the property on Lee

Rd that the Festival has purchased. Mr. Bradshaw will contact EMS and the Fire Department of the

new access point.

3) The District Staff and Mr. Bradshaw will work together to construct a water station at Well #9 an

Well #2. The tanks that were originally set at these two locations will be used elsewhere during the

festival.

At this point of the discussion, Director Beatty brought up the subject of the fee to use the land for the RV & camping site. The issue of finance was discussed and it was requested that the High Sierra Music Festival submit a proposal of how much the festival was willing to pay for the land rental. In the proposal was to be the issues discussed above and that the District will have a Hold Harmless Agreement explaining that the district will not be liable for anything that may happen on the Well #9 property. The district will also be listed on their insurance as an additional insured. This proposal is to be given to the District Secretary before Tuesday morning so it can be included in the board packets that evening.

This item will be added to the agenda for the meeting on Tuesday April 12, 2016 for the board’s review and approval.

A MOTION was made by Director Beatty to adjourn the regular meeting at 10:15 am. The motion was seconded by Director Brown and the results of the vote are as follows:
