This County of Alameda, General Services Agency (GSA), RFP Addendum has been electronically issued to potential bidders via e-mail. Responses to Questions
Q1) Do bidders have to bid on the whole scope of work (SOW), or can they bid on specific products mentioned in the SOW?
A1) Bidders must bid on all the items listed in the SOW. Bidders must bid on all items on Table A and Table A-1 of the BID FORM.
Q2) Page 5 of Exhibit A – Bid Response Packet, (BID FORM), states:
Bidders are to bid on ALL items on the BID FORM.
An incomplete BID FORM is subject to disqualification.
ALL tables must be completed (Table A, Table A-1, and Table B).
Do bidders have to bid per group?
A2) Bidders must bid on all groups listed on Table A and Table A-1 of the BID FORM.
Q3) On the BID FORM, via the Strategic Sourcing Supplier Portal, Table A and Table A-1, the unit of measure is in gallons. If a bidder is proposing a dispensing system, would that have to be bid separately?
A3) Bidders should bid according to the unit of measure stated on the BID FORM. If bidders would like to make a clarification on the bid for a particular item, bidder can add this information to the Exceptions, Clarifications, Amendments page located on page 13 of Exhibit A – Bid Response Packet. Bidders shall also note that per page 6 of the RFP, Section D, (SPECIFIC REQUIREMENTS), Item 3.a.(3), states:
All dispensers will be provided to the County at no additional cost.
Q4) Table A of the BID FORM, Group 5: Hard Floor Care – Traditional, the Estimated “Ready to Use” Quantity of Units/Year is very low, why it that?
A4) The quantities of units/year are just estimates based on past years.
Q5) Does the County have a preferred vendor for floor finish?
A5) No. The County is not tied to any brand and is interested in seeing what vendors can offer at the best price.
Q6) Can bidders submit two bids under the same company?
A6) Per page 24 of the RFP, Section S, (SUBMITTAL OF BIDS), Item 5, states:
Only one bid response will be accepted from any one person, partnership, corporation, or other entity; however, several alternatives may be included in one response. For purposes of this requirement, “partnership” shall mean, and is limited to, a legal partnership formed under one or more of the provisions of the California or other state’s Corporations Code or an equivalent statute.
If bidders have alternatives to offer the County, bidders must make sure to attach the multiple excel BID FORMS in the Strategic Sourcing Supplier Portal. The County is not tied to any brand and is interested in seeing what vendors can offer at the best price.
Q7) Can bidders attach brochures to their bid response?
A7) Yes, bidders may attach brochures to their bid response. Bidders can scan brochures and attach them to their bid via the Strategic Sourcing Supplier Portal. Bidders must note that submitting brochures or catalogs does not suffice the requirement for submitting the BID FORM. Bidders must use the BID FORM to bid on items.
Q8) Page 7 of the Exhibit A – Bid Response Packet, Item (c)(3), states:
Bidders are to provide a minimum of three current manufacturers of whom currently manufacture environmentally preferable janitorial cleaning products.
§ Bidders must verify the contact information for all references provided is current and valid.
§ Bidders are strongly encouraged to notify all references that the County may be contacting them to obtain a reference
Is the County requesting manufacturer references for janitorial products, or can they be manufacturer references that bidders have experience with outside of janitorial products? Can the manufacturer references be generic?
A8) The County is requesting bidders to provide manufacturer references that have similar scope, volume, and requirements to those outlined in the specifications, terms, and conditions of the RFP.
Q9) Does the County currently have an existing contract for environmentally preferable janitorial cleaning products? If so, who was the awarded vendor and is the contract pricing publicly available?
A9) Yes, JC Paper Company was the awarded vendor. Please see Exhibit D of this addendum for JC Paper Company’s contract pricing.
Q10) How often is the training being done on these chemical systems?
A10) Currently the incumbent provides training on an as needed basis.
