May 1, 2012 Home and Community Service Rates
Purpose: / To notify field staff of changes in Home and Community Services (HCS) rates effective May 1, 2012.
Background: / Based on the appropriation passed by the Legislature,some HCS rates will change.
What’s new, changed, or
Clarified: / Effective May 1, 2012the department will increase rates tolicensed residential facilities utilizing the 17-level payment system and the Homecare Agency Vendor Rate. The rate increase is to cover an increased training cost that was appropriated in the 2012 Supplemental Budget.This increase was retroactively approved back to January 2012.
For residential providers, ADSA will disburse6 months of training funding (from January 1, 2012 through June 30, 2012) over the 2 months of May and June, 2012 by making the increase three times greater than what the ongoing rate will be July 1, 2012 and forward.
For May 1-June 30, 2012:
  • Assisted Living Facilities that are contracted to provide Assisted Living (AL), Adult Residential Care (ARC), and/or Enhanced Adult Residential Care (EARC) will receive a $1.07 per client day add on for training costs.
  • Adult Family Homes (AFH) will receive a $1.79 per client day add on for training costs.
The 17-Level Payment Systemrates effective May 1, 2012 can be viewed at: beginning May 1, 2012. Residential rates will change again on July 1, 2012, adjusting to a lower ongoing rate.
Homecare Agency Providers (AP) will receive a $.05 hourly add on for training costs reflected in the SSPS Homecare Agency Vendor Rate effective May 1, 2012. The previous rate was $19.72 and the new rate is $19.77 per hour.
ACTION: / Staff should begin authorizing new services for May 1 forward using the increased rates. SSPS will send a memorandum (copy attached below) with information for HCSSSPS Coordinators, DDD SSPS Coordinators and field staffwith information on the Transaction Generator (TG) that will run on Saturday, May 12 to update existing authorizations.
