NOTICE OF MEETING OF LANGWITH PARISH COUNCIL

You are summoned to the Meeting of Langwith Parish Council to be held at7.00pm on Tuesday 21stNovember2017 in the Meeting Room, at Whaley ThornsVillage Hall, Portland Road, Langwith.

Members are asked to sign the attendance sheet for the meeting and to complete the Declarations Sheet (if appropriate). These will be available at the beginning of the meeting.

  1. To receive apologies for absence
  1. Declaration of Members Interests.

(a)Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item).

Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.

The Declarations of Interests will be read out from the Declaration Sheet – Members will be asked to confirm that the record is correct.

(b)To receive and approve requests for dispensations from members on matters in which they have a disclosable pecuniary interest.

3. Public Speaking.

A period of not more than ten minutes will be made available for members of the public and Members of the Council to comment on any matter. Where a Member indicates they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) below. (If the item to which representations or comment were made by a Member is on the Agenda the Member must declare that interest again and withdraw from the meeting during consideration of that item).

4.If the Police Liaison Officer, a County Council or District Council Member is in attendance they will be given the opportunity to raise any relevant matter. Members of the Council however will restrict Police matters they raise to those relating to their Council Ward. Members declaring a prejudicial interest who wish to make representations or give

evidence under the Code of Conduct relating to Agenda items shall do so at this stage.

Minutes of the Langwith Parish Council Annual Meeting

held on Tuesday 17th October 2017 at 7pm at Whaley Thorns & Langwith Village Hall.

Present – Councillors S.Peake, L.Fritchley, B.Elliott, C.Dale, A.Anderson, C.Kane, S.Berry, H.Hornsby, K.Sharpe, J.Dixon(County Councillor)

Also in Attendance – Ian Boulton (Parish Clerk) Aleah Bates (Admin Assistant)

2017.149(2) Declarations of Members Interests

No members declared an interest in any items on the agenda at this stage

2017.150(3) Public Speaking

No Members of Public were present.

2017.151(4) Police Liaison Officers, County Councillor.

County Councillor Joan Dixon was present and gave the following updates;

The Top of the world stone monument had been vandalised, but Cllr Dixon was pleased to say this has now been restored again. The Police have been looking into the matter but have not got any evidence to proceed to prosecution.

She had received an email from the Parish Council regarding the missing gate that leads on to Poulter Country Park, this has been passed on to Derbyshire County Council to be looked into.

She stated things were moving forward with the Lease of the Village Hall, for the name to be transferred over to Langwith Parish from Scarcliffe Parish Council. She is going to chase this up with Scarcliffe Parish Council and Councillor Crane and she will be attending their next meeting.

Councillor Dixon discussed fracking activities being conducted at unsociable hours and asked that if any members if the public reported this could this be fed back to her so she can collate information.

Councillor Dixon also advised that complaints were being received regarding the community y bus service and again asked if any received from members of the public can they be forwarded to her.

The Clerk advised Councillor Dixon that repairs were still required to the former Children’s Centre roof which she said she would pursue,

The Chair asked Councillor Dixon about the lowering of the speed humps on French Terrace as it was assumed they were being removed not lowered; again Councillor Dixon stated she would look into this

2017.152(5) Acceptance and Signing of the Minutes of the meeting held on 19th September 2017

Members were presented with a copy of the minutes, these were checked for accuracy. Moved by Cllr B.Elliott, Seconded by Cllr A.Anderson and agreed by all.

It was noted by Cllr H.Hornsby that her name was in apologies for absence when in fact she was present.

2017.153(6) To receive Finance and Resources Committee minutes from 26th September and 10th October Meetings.

Members were presented with a copy of the above minutes. These were noted and accepted by full council. They were moved by Cllr C.Kane, seconded by Cllr B.Elliott and agreed by all.

2017.154(7) To agree and sign Cricket Club Lease

Members were presented with The Lease from the Solicitors; this was moved by Cllr S.Fritchley and seconded by Cllr A.Anderson, approved by all. The Lease was duly signed by the Chair, the Clerk and witnessed by the Admin Assistant.

2017.155(8) To agree and sign Bowls Club Licence.

Members were presented with the Licence for the Bowls Club. This was moved by Cllr S.Fritchley, seconded by Cllr B.Elliott, approved by all and duly signed by the Chair, the Clerk and witnessed by the Admin Assistant.

2017.156(9)To consider a request by Rhubarb Farm to use Hardwick Street Recreation Ground

Members were presented with an email from Rhubarb Farm asking to use the Recreation Ground when they have their bonfire. There were no concerns raised. This was moved by Cllr A.Anderson, seconded by Cllr S.Fritchley and agreed by all.

2017.159(12) Confidential Items

Staffing and extra hours. This was discussed by members and the issue was resolved

2017.160(13) Chairs Announcements

The Chair informed members that there had been a meeting recently held to discuss the plans for the Parks with select members of the public. It had been decided that they would use the plans provided by Wicksteed and one other piece of equipment from Sutcliffe Play. The members of Public that came were really positive and would like to be involved in the future.

It has been decided that any funding for Langwith Parish Council is now to go through the Langwith Residents Association, a group that has been running since 2006 and already has the accounts set up for any monies to go into.

The Parish Clerk has handed his 4 week notice to terminate his employment with the Council, members congratulated him on his new position in a different job and wished him all the best.
