Phase 2

1.0 Introduction

HQ ASC/RAB (AFMC) has awarded the ComCept Division, L-3 Communications Corporation, hereinafter referred to as “ComCept”, a contract to experiment with advanced Intelligence, Surveillance and Reconnaissance (ISR) and Information Warfare (IW) systems and techniques in conjunction with the Air Force’s Joint Expeditionary Force Experiment 2004 (JEFX-04). ASC/RAB has directed ComCept to engage the University of Colorado at Boulder in this effort, specifically to design, install and operate a wireless communications test bed and to integrate and operate Unmanned Aerial Vehicles (UAV), which will interact with it. This Statement of Work (SOW) revises the SOW provided the University in August. It refines description of tasks to be accomplished by university researchers in the second phase of this project, namely the integration of equipment and materials, test and checkout of the test bed, initial deployment and experimentation in accordance with the design description provided during Phase 1.

2.0 Scope

2.1 For this Phase 2 effort, the University shall provide management, engineering, operational and subject matter expertise to L-3 ComCept Inc. in accomplishing the specific tasks described herein. The University shall support L-3 ComCept by deploying, testing and operating a wireless network test bed (802.11b WiFi or Wireless Fidelity), described in the Phase 1 effort, to support ground and airborne communications experiments. The wireless network test bed capability will be implemented in three phases. These are:

1)  Phase 1 – development of a system design and experiment plan beginning at receipt of order (ARO) from the Primary Contractor (L-3 Comcept, Inc.) and ending approximately 30 November 2003. This phase is currently in progress

2)  Phase 2 – network deployment, check-out and experimentation beginning approximately 1 October 2003 and ending approximately 31 May 2003, with exact dates to be determined during contract negotiations

3)  Phase 3 – implementation and operation in an Air Force experimental environment, beginning on or about May 2004, with experiment in late July 2004, and ending with delivery of final report and briefing on or about 30 September 2004.

2.4 This Statement of Work (SOW) describes the efforts required for Phase 2. All work performed under this contract will be at the direction of the L-3 ComCept Program Manager Chris Christon,or his designated representative.

2.5 Period of Performance for Phase 2 will be 8 months ARO through 28 November 2003. Phase 1 was previously described (UCB SOW dated 2 Jun 03) and Phase 3 will be described in a future SOW, which is expected to run concurrently with the latter stages of Phase 2.

2.6 University expenditures on the Phase 1 task will not exceed $120,000. (should be in contract not SOW)

3.0 Specific Tasks

3.1 WiFi Test and Experimentation Test Bed Deployment

3.1.1 Based on the Phase 1 Test Bed design and documentation, the University shall complete the laboratory checkout as required and integrate and deploy the test bed at a site in Colorado (Department of Commerce Test Range) in conformance with the descriptive deployment diagrams and layouts and UAV descriptions produced in Phase 1. These diagrams shall be updated if required. The Test Bed deployment task shall incorporate the following elements, at a minimum:

3.1.1.1Integration, deployment, management and test of a series of linked 802.11b WiFi sites that can be operated in various modes to support surface and airborne evaluation of 802.11b networking applications

3.11.2 Fabrication of two or three test UAVs and integration of communications payloads to evaluate control of vehicles, use of vehicles as a bridging function between multiple sites and retrieval of information from the vehicles via 802.11b communications.

3.1.1.3 Employment of nodes mounted on stationary or moving ground vehicles and with one or more dismounted individuals to evaluate connections with vehicle and hand held 802.11b operations in a variety of settings and geometries

3.1.2 Development and test of network management software to monitor network status and performance, to include GPS derived location of nodes.

3.1.3 Provisions to interface network test bed traffic to University facilities and onward to a remote access subscriber. The address for remote access node shall be provided to L-3 ComCept Program Manager and remote access shall be part of the deployment checkout process. Appropriate security procedures shall be implemented (logon, password, encryption).

3.1.4 Production of an engineering study to integrate the test communications payload with the Aerosonde UAV possessed by the University.

3.2 Deployment and Check-out Report (Is this effort part of Phase ---if yes, delete the parentheticfal expressions in the paragraph---if no, delete paragraph in its entirety as this SOW is to cover only Phase 1).

The University shall prepare a report that describes the specific test bed deployment and layout and results of checkout testing to include air, vehicle, dismounted personnel and remote access to and from 802.11B access points through the network layout.

3.3 Operational Experimentation:

3.3.1 The University shall accomplish experiments designed by University Subject Matter Experts and approved by the L-3 ComCept Program Manager to exercise the test bed in at least two profiles (terrestrial nodes only, terrestrial and airborne nodes) and including selected access point failures and alternate routine as described in previous University WiFi experimentation scenarios. At a minimum, experiments will be configured to identify performance limits pertaining to range (terrestrial and airborne), usable bandwidth, reliability and latency and to test options for extending these limits. Resources and time permitting, experimentation may explore the use of variable power options, variable gain antennae and directional antennae.

3.3.2 The University shall produce a report describing the optimum modes and configurations of theWiFi test bed and WiFi subscriber nodes and defining Performance and Technical Specifications for a deployable network, to include payload installation on an Aerosonde UAV.

3.4 Program Management

3.4.1 The University shall host a Technical Interchange Meeting (TIM) to review the final deployment plan and to conduct a site survey of the test range. Meeting will be held between 15 days and 30 days prior to commencement of deployment. If Phase 1 scheduling permits, this TIM shall be concurrent with the Phase 1 design and program review (paragraph 3.4.2, Phase 1 SOW. The University will host a second TIM to review experimentation results NLT 31 May 2004

3.4.2 The University shall provide a monthly contract fund expenditure and task performance report to the ComCept, Inc. Program Manager NLT 7 business days after close-out of the prior business month. Informal task reporting shall occur regularly between the Contractor and ComCept, Inc task managers as required ( is this requirement too early to make a meaningful estimate on costs of a program that is not adequately defined at this early stage of planning)

4.0 Travel and Miscellaneous Charges: As required, the subcontractor shall attend, participate in and initiate meetings with other supporting government and contractor organizations in order to accomplish the tasks outlined in this SOW. It is anticipated that travel to attend discussions, technical review, fact finding, data gathering and design reviews will be required to execute the SOW. All travel will be conducted and invoiced according to the provisions of the Department of Defense Joint Travel Regulation (JTR).

5.0 Government Furnished Equipment (GFE): Ground elements and communications nodes comprising the WiFi Testbed will be furnished to the University by the government’s Prime Contractor and inventoried and maintained as GFE. GFE items include:

5.2 GFE Items to Be Provided by Prime Contractor within 60 Days ARO:

·  6 Low Form Fit Radio Units for Terrestrial Fixed and Mobile Network Nodes

·  1 Spare Radio Unit for Terrestrial Fixed and Mobile Network Nodes

·  3 Low Form Fit Radio Units for Test UAV Nodes

·  1 Spare Radio Unit for Test UAV Nodes.

6.0 Deliverables

6.1 Updated Test Bed Deployment Diagrams and Descriptions – 3 Months ARO

6.2 Deployed WiFi Test Bed – 5 Months ARO

6.3 WiFi Testbed Experiment Report – 8 Months ARO

7.0 Technical and Cost Proposal. The University is invited to submit Technical and Cost Proposals addressing Phase 2 tasks to L-3 ComCept, Inc. Within 10 working days of the receipt of this SOW

7.1 The Technical Proposal should address the tasks identified in Paragraphs 3.1 through 3.4 above and should not exceed 10 pages in length. The document should include a proposed schedule for completion of the tasks outlined in the subject paragraphs.

7.2 The Technical Proposal will include the resumes of all personnel proposed to participate in this effort whose resumes were not already submitted in the Phase 1 proposal. These resumes shall include professional institutional affiliations, work experiences (past and present), educational data, current citizenship, clearances held or currently holding (if any), papers and publications and any other pertinent information. Resumes will not be considered in the page count for the Technical Proposal.

7.3. The Cost Proposal will document the labor categories, rates, hours and associated fees proposed to accomplish the Phase 1 Task. It will also describe and price the non-GFE materials required for Phase 2 along with the cost of projected travel. Travel costs will be computed IAW JTR guidelines. Material and travel costs will not be computed with fee.

8.0 CONTRACTOR DATA REQUIREMENTS LIST

The deliverables shall be as specified on the attached Form DD1423s.
