Three members of the public were in attendance.
Open Forum
Mr Tim Hooper provided further details in respect of the Parish Clock, at the invitation of the Parish Council. The Chairman thanked Mr Hooper for his attendance and presentation.
A member of the public asked if the Parish Council had received further potential planning application details for a Moto Service Station at the Duxford Motorway junction. The Chairman confirmed that the Company involved have been invited to make a presentation to the Parish Council at a meeting in the coming months, and that this would be communicated to the village, once known.
The Meeting commenced at 8.13pm - The Chairperson welcomed all attendees to the meeting.

Minutes
The amended agenda and minutes of the Parish Council meeting held on 1st October 2016, circulated to all members, were agreed and signed by the Chairperson.
Matters Arising (from meetings held on 8th September 2016 and 1st October 2016)
-154-136-120 - 112c – War Memorial finial – Cllr Harris confirmed that this was a work in progress – he will chase Clive Smith who is assisting with this project, before Remembrance Sunday, where possible.
-163d – Cllr O’Grady confirmed that the village pavilion has been decorated and is much improved. No Cllrs knew of any restrictions to football team training months, provided the pitch is kept to an acceptable standard.
-164b – Cllr Chudleigh confirmed that Mrs Mercer, tree sculptor, had been contacted, but no response received to date. Cllr Chudleigh to chase.
-164b – Cllr Heath will ask Ms Merrifield for a quote for art work.
Chairperson’s announcements
  1. The Chairperson thanked everyone who was involved with the successful Cemetery working party on 24/25 September; particularly Cllr Heath and all parishioners who took part. Another working party was suggested for 10/11 December 2016 – between 10am and 1pm – to be confirmed.
  2. The Chairperson confirmed that Network Rail have communicated the desire for further talks in respect of the proposed railway station cycle path. The Chairperson will arrange and communicate this.
Surgery report
The Chairperson confirmed that all items from the previous surgeries held at the URC had been addressed by the respective Sub-Committee Chairpersons.

  1. Precept: After a brief discussion; the Chairperson asked all Cllrs, particularly the sub-committee Chairs, to provide their choices for the 2017/18 precept as soon as possible.
District Council Matters
  1. Cllr Martin confirmed that the existing SCDC Executive Director, Alex Colyer, will also be the Acting Chief Executive of SCDC, from 31/10/2016, for up to nine months.
  2. Cllr Martin confirmed that the Devolution meeting delay was caused by a delay at Government level.
  3. After a brief discussion, it was confirmed that planning approval has been provided for a crematorium near Great Chesterford; and that Great Chesterford Parish Council have expressed serious concerns about potential housing developments in their area.
Cllr Martin agreed to ask SCDC to liaise with Uttlesford District Council in this regard, particularly as extra traffic could affect the surrounding villages.
County Council Matters – None in Cllr Topping’s absence.
Facilities Development Committee Chairperson’s Report
-The Chairperson thanked Cllr O’Grady for arranging the recent information leaflets.
-Cllr Martin reiterated that, after the referendum, he would step down from his role as Chair of the FDC sub-committee.
Allotment Committee Chairperson report
  1. Security measures: Cllr Chudleigh confirmed that rubbish has been dumped at the rear of the site recently. Overall site security options will be discussed at the next Allotments meeting (5th November).
  2. Apple Trees: It was unanimously agreed to accept Rob Smit’s quote for £175.00 to install apple trees on the bonfire site, as soon as possible, to prevent further dumping.
FRG&B Committee Chairperson’s Report – Cllr Heath reported the following:
  1. Agree handyman contract: This item was postponed until after the village walk on 16th October 2016. All contracts are to be advertised on the DPC website shortly.
  2. Village waste: This item was postponed until after the village walk on 16th October 2016.
Both topics will be discussed at the next FRG&B meeting on 27/10/16.
Working Parties Chairperson’s Reports.
  1. Road Safety – Cllr Tarrant advised that, in order to achieve the “unsuitable for HGV’s 5 signs” for St. John’s Street restriction, DPC would need to precept for up to 20% of the costs, which could be as much as £400. It was unanimously agreed to pay this from the next precept.
It was agreed that the need for restrictions for Hunts Road would need to be assessed separately. The Clerk will contact Huntsman and Hexcel to have a chat about the ongoing HGV issues in the meantime.
  1. Public Art Contribution – after a brief discussion, Cllr Tarrant asked all Cllrs to provide ideas about bespoke benches for the village; particularly for The Green and Millennium Gardens.
  2. Youth Club – Cllr Harris asked all Cllrs to communicate any possible trustees for the Youth Club so that this may start without delay.
Parish Clock donation
Following Mr Hooper’s presentation during Open Forum; after much discussion, Cllr Chudleigh agreed to investigate parish clock funding and report back to DPC, with a view to match-funding any amounts raised through grants.
This matter is to be considered in depth when deciding upon the 2017/18 precept.
Christmas Decorations:
It was agreed to forward any decorations ideas, including locations, to the Clerk.
Once agreed, the Clerk will approach local companies to sponsor the decorations.
