Section1.PursuanttotheOperatingProceduresoftheIdahoEmergencyCommunicationsCommission(IECC),Section3.6.,“bymajorityvote,theIECCmayestablishworkingCommitteesinordertohelpitachieveitsstatutorymandates.”ThisCommittee,hereinaftertobereferredtoasthe“PublicSafetyAnsweringPointStandards & Training Committee(PSAPStandards& Training Committee)”,wasformallyapprovedbytheIECC,onSeptember9,2010.

ArticleII.Purposes

Section1.ThefollowingarethepurposesofthePSAPStandardsTraining CommitteetoassisttheIECCinaccomplishingtheirGoals,Strategies,andOutcomesoftheiradoptedStrategicPlan,whichincludes,butnotlimitedto:

• DevelopinganannualworkplanforapprovalbytheIECC.
• Identifyoptionsandmethodsforpublicsafetydispatchercertificationandre-certificationinIdaho.
• IdentifyminimumtrainingstandardsandmodelofcredentialingprocessforpublicsafetydispatcherswithintheStateofIdaho.
• Assist in the identification of the issues and opportunities with emergingtechnologies.
• AssisttheIECCwithfulfillingitsmissionstatementbyidentifyingprofessionaldevelopmentopportunitiesandtraining.

ArticleIII.MissionStatement

Section1.ThemissionofthePSAPStandards& Training Committeeis:

ToassisttheIdahoEmergencyCommunicationsCommissioninfulfillingitsmissionthroughprofessionaldevelopmentandstandardizationofpublicsafetycommunicationsintheStateofIdaho.

ArticleIV.Officers

Section1.OfficersofthePSAPStandards& Training Committee. The officers of the PSAP Standards& Training CommitteewillincludeaChairappointedbytheIECC.ThePSAPStandards & Training CommitteeshallelectaVice-Chair,Treasurer,andSecretaryfromtheothermembersoftheCommittee.Termsofserviceforeachofthesepositionswillbetwoyears.

Section2.PSAPStandards& Training CommitteeChair.TherolesandresponsibilitiesoftheChairwillincludethefollowing:

• PresideoverandconductallPSAPStandards& Training Committee meetingsinaccordancewithstatelawincludingthedevelopmentofmeetingagendas.
• Provideleadership,oversightandguidanceto the PSAPStandards& Training Committee, under the direction of the IECC.
• RepresentPSAPStandards& Training CommitteeatIECCmeetings.
• Performoversightofbudget,nominations,andremovalofcommitteemembers.
• Notifythecounty,city,ortribaldecision-makingbodyorofficeifavotingmemberfromitsjurisdictiondoesnotregularlyattendand/orparticipateduringthePSAPStandards& Training Committeemeetings.
• CoordinatewiththeIECCtoensurethatthePSAPStandards& Training Committeehasalloftheresourcesrequiredtoachieveitsmission.
• RepresentthePSAPStandards& Training Committeeonothercommunicationissues.
• RecommenddistrictnominationstoIECC.
• EnablethePSAPStandards& Training Committee to performitsobjectives by allocatingallavailableresourcesandmitigatingcontrollablechallenges.
• ActasaliaisonandpresentthefindingsandrecommendationsofthePSAPStandards& Training CommitteetotheIECC,counties,citiesandtribes.

Section3. PSAPStandards& Training CommitteeVice-Chair. TherolesandresponsibilitiesoftheVice-Chairwillincludethefollowing:

• ToperformtheroleofPSAPStandards& TrainingCommitteeChairwhentheChairisnotavailabletoattendameeting.
• OtherresponsibilitiesasrequestedbythePSAPStandards& TrainingCommitteeChair.

Section4. PSAPStandards& Training CommitteeTreasurer. TherolesandresponsibilitiesoftheTreasurerwillincludethefollowing:

• Maintainsrecordsofallbudgetaryexpenditures
• PresentsbudgettoPSAPStandards& TrainingCommitteeateachmeeting
• OtherresponsibilitiesasrequestedbythePSAPStandards& TrainingCommitteeChair.

Section5. PSAPStandards& Training CommitteeSecretary. TherolesandresponsibilitiesoftheSecretarywillincludethefollowing:

• Totakeminutesofallcommitteemeetings.
• Maintainactionitemslistfromcommitteemeetings.
• Distribute meeting minutes andaction items to members ofthecommitteewithinoneweek.
• OtherresponsibilitiesasrequestedbythePSAPStandards& TrainingCommitteeChair.

ArticleV.Membership

Section1.EachPSAPStandards& TrainingCommitteemembershallbeselectedfromoneofthe

following:

• IECCCommissioner
• Primary or secondary PSAPManagers/Directors
• Dispatchers/SeniorDispatchers/Supervisors
• AgencySupervisorresponsibleforprimary or secondary PSAPs

Section2.AllmembersofthePSAPStandards& TrainingCommitteeshallbeapprovedbyandserveatthepleasureoftheIECC.

Section3. ThePSAPStandards& TrainingCommitteememberswillbecomprisedoftwelve(12)membersfromthesixdesignateddistrictsasshowninExhibitA.ItistheintentionofthePSAPStandards& TrainingCommitteetohavetwomembersfromeachdistrictwherepossible.Thecommitteewillattempttohavetwo(2)representativesfromeachdistrict.IfaDistrictisunabletoincludetwo(2)representativeswillingtoserve,anothermembermaybeappointedfromanotherdistrict.Ideally,nodistrictshouldhavemorethanthree(3)votingrepresentatives.VotingmembersshouldconferwithandperiodicallyreporttheworkandprogressoftheCommitteetoall PSAPsintheirdistrict.Advisoryandex-officiomembersarenotconsideredvotingmembers.

Section4. AllmembersofthePSAPStandards& TrainingCommitteearerequiredtophysicallyattendatleast3/4ofthescheduledmeetingsoftheCommitteeonanannualbasisasoutlinedinArticleVI.

Section5.WhenavacancyoccursonthePSAPStandards& TrainingCommittee,theCommitteeChairwillcontactthePSAPsand secondary PSAPs intheopenDistricttosolicitnominationstofillthevacancy.Oncerequested,theinterestedagencies will have thirty(30)daysto submit a nomination tothePSAPStandards& TrainingCommittee.Nominationsshallconsistofaletterofrecommendationfromtheagencyhead,aletterofinterestandaresume fromthenominee.Oncenominationshavebeenreceived,thePSAPStandards & Training CommitteewillevaluateeachnominationandprovidearecommendationtotheIECCforapproval.

Section6.ThePSAPStandards& TrainingCommitteemayaddex-officiomembersasnecessary.Thesemembersmaycomefromlocal(includingsurroundingjurisdictions/districts),regional,state,tribal,orfederalpublicsafetyagenciesorplanningorganizations.ThesemembersmaysitonthePSAPStandards& TrainingCommitteeonatemporarybasisasneeded. Ex-officiomembersare definedasamemberseated foraparticular issueortaskathand.Ex-officiomembersarenotentitledtovote.

Section7.ItistheintentionofthePSAPStandards& TrainingCommitteetomaintainthemembershipasitexistedonJanuary13,2010whentheseStandingRuleswereadoptedbytheIECC.RepresentationfromthedistrictsassetforthinSection3willbefullyimplementedasopeningsontheCommitteebecomeavailable.

ArticleVI.Meetings

Section1. RegularMeetings. Aregularmeetingof themembersofthePSAPStandardsTraining Committeeshallbeheldeveryothermonth,usuallythefirstweekofthemonthtocoincidewiththeIECCmeeting.TheregularmeetingsofthePSAPStandards& Training CommitteewillbeheldintheafternoonthedaybeforetheIECCmeetingandifnecessaryreconveneinthemorningofthenextdayforanyfurtherbusinesspriortotheIECCmeeting.AttendanceattheIECCmeetingbythePSAPStandards& Training Committeemembersisencouraged,howevernotmandatory. ChangestothemeetingschedulemaybeadjustedbytheChairbasedonweather,budgetaryconstraints,projectsorotherunforeseencircumstances. AllmeetingsshallbeconductedaccordingtoamodifiedRobert’sRulesofOrder.

Section2.NoticeofMeetings.ThelocationofthePSAPStandards& TrainingCommitteemeetingswillbedeterminedbytheCommitteeChairandprimarilyconductedinAdaCounty,Idaho.IdeallythePSAPStandards& TrainingCommitteewillmeetmonthlywithaminimumofsix(6)face-to-facemeetingspercalendaryear.

NoticeofmeetingsshallcomplywiththeIdahoOpenMeetingLaws,IdahoCode§67-2343.

TheCommitteeChairorhis/herdesigneeshallnotifyeachcommitteememberofthedate,time and locationviamail,email ortelephonecontact.Itiseachmember’sresponsibility tonotifytheCommittee Chairoftheir abilityto attendthemeetingsor not,priortothebeginningofthemeeting.

SpecialmeetingsmaybecalledbytheChair,afterpolling,byphoneoremail,andobtainingtheconsentofatleastone-halfoftheappointedmembers.

Section3.Quorum.Seven(7)ofthethirteen(13)membersofthePSAPStandards& TrainingCommitteeshallconstituteaquorumforthetransactionofbusinessatanymeeting.Ifamemberisunabletoattend,thenhe/shecanhaveanindividualbeaproxyaslongastheChairisnotifiedbeforethemeetingbegins.

ArticleVII.Finances

Section1. Budget. TheIECCshallsetthebudgetforthePSAPStandards& TrainingCommitteeatthetimeofitsadoptionoftheIECCbudget.TheIECCapprovesitsbudgetpriortoOctober1stofeachyear.

TheChairshallhavethePSAPStandards& TrainingCommitteebudgetpreparedandpresentedtotheIECCTreasurernolaterthanJuly1stofeachyear.

AnadequatesystemofbookkeepingshallbemaintainedbytheTreasurertotrackthebudget.

TheChairshallreportonthebudgetateachCommissionMeeting.

ThefiscalyearshallbethesameascountygovernmentswithintheStateofIdaho,fromOctober1sttoSeptember30theachyear.

Section2. Travel. GuidelinesarelocatedintheIdahoEmergencyCommunicationsCommissionPolicy001,IECCTravelPoliciesProcedures.

Lodging.Expenseswillbereimbursedattheactualcostaslongasthecostisnotunreasonableorexorbitant.MemberswillaskfortheGovernmentRateortheGroupRate associated with the event. Government Per Diem can be locatedat

Section3.Vehicles.Car-poolingshouldbeusedwheneverpossible.

Rental Vehicles.Astandard or smaller vehiclewillberentedunless thesituation dictatesalargerone.EnterpriseRent-A-Carholdsthestatecontractandwillbeutilizedwhenpossible: OtherrentalcompanieswiththeclosestcostcomparisonwiththestatecontractmaybeusedonlyifEnterpriseisnotavailableand/oralladditionalvehiclecoveragesaretobewaived.

Mileagewillnotbereimbursedusingpersonalvehiclesunlessithasbeenpre-approvedbytheIECCTreasurerpriortothetrip.Useofdepartmentalvehiclesisencouraged;however,therewillbenoreimbursement.

Section4.ReimbursementusingTravelExpress.UsersshouldlogontotheStateControllerswebsite: to the Accounting Office at the MilitaryDivision.Travelers should maintain acopyofreceiptsfortheirownrecords.

Section5.Purchasesand otherexpenditures. Purchases and other expenditures must be pre-approvedbytheChair.AreceiptmustbesubmittedforreimbursementtotheIECCTreasurerforapproval.OnceitisapprovedbytheIECCTreasureritwillbeforwardedtotheAccountingofficeattheMilitaryDivision.

Section6. ReimbursementReporting. ThetotalamountofreimbursementshallbereportedtothePSAPStandards& TrainingCommitteeTreasurer.Thisnotificationshallbemadenolaterthanoneweekfromthedateanyformofreimbursementhasbeenrequested.

ArticleVIII.

StandingRuleAmendmentProcess

Section1.InordertoamendthePSAPStandards& TrainingCommitteeStandingRules,ameetingofthevotingmembersmustbeheld.

AnyproposedchangestothestandingrulesmustbecirculatedtoallvotingmembersofthePSAPStandards& TrainingCommitteeandanyinterestedpartypriortothenextmeetingforcommitteereview.Theproposedchangessubmittedforreviewmustincludeanyproposednewlanguagetothestandingrules,alongwithabriefexplanationandwhy theyaredesirable.

Tocompletetheactionofamendingthestandingrules,aformalvoteonthemattermusttakeplace.TheIECCwillgivefinalapprovalforallamendments.
