Chair person's summary

1.  The Workshop purposes

The National Workshop is a major activity of the project being conducted for the United Nations Environment Programme (UNEP) by National Office for Climate Change and Ozone Protection (NOCCOP), Ministry of Natural Resources and Environment. The main objective of this project is to develop a multi-year work plan for building the capacity of stakeholders in the Vietnam to enable them to avail effectively of the opportunities which will become available under the Clean Development Mechanism (CDM) of the Kyoto Protocol.

The National Workshop aims to:

·  Present the proposed multi-year Work Plan for Capacity Development for the CDM in Vietnam

·  Discuss the comprehensiveness, suitability and feasibility of the Work Plan;

·  Solicit comments, suggestions and revisions which will make the Work Plan more relevant and appropriate;

·  Build consensus that the Work Plan be endorsed for fund source and implementation.

2.  Attendance

The National Workshop was attended by about 90 representatives and experts from Ministry of Natural Resources and Environment (MONRE), Ministry of Finance (MOF), Ministry of Foreign Affairs (MOFA), Ministry of Agricultural and Rural Development (MARD), Ministry of Science and Technology (MOST), Ministry of Transport (MOT), Ministry of Planning and Investment (MPI), Ministry of Industry (MOI), Electricity of Vietnam (EVN), Vietnam Union Scientific and Technical Association (NGOs), Department of Science, Technology and Environment of Bac Ninh, Hung Yen, Bac Giang, Ha Giang, Hai Duong, Nghe An, Quang Tri, Da Nang, Dong Nai provinces; Hai phong City and Ho Chi Minh City.

It was presented by representatives from the Regional Centre of the Project (Asia Institute of Technology), World Bank Office in Vietnam, Ballast Nedam International Company, Nissho Iwai Company, etc.

3.  Conduct of the Workshop

The Workshop was opened by Dr. Pham Khoi Nguyen, Deputy Minister of MONRE. Then the welcoming statements was presented by Prof. R.M. Shrestha, the leader of the Project Team at AIT

4.  During the Workshop, 14 lectures were presented and discussed as follows:

§  02 lectures introducing to background information of UNFCCC, Kyoto Protocol, CDM as well as implementation and outcomes of the UNFCCC and Kyoto Protocol in Vietnam in recent years.

§  01 lecture introducing to UNEP/UCCEE Project on Capacity Development for CDM with its main tasks and activities, outcomes under each task.

§  01 lecture over viewing GHG market opportunities of Vietnam studied in the framework of World Bank project: "National Strategy Study of Vietnam (NSS)"

§  03 lectures presenting needs for CDM Capacity Development in different main sectors in Vietnam

§  03 lectures presenting proposal for establishing National CDM Authority and outlines, objectives, activities of Draft National Work Plan on Capacity Development for CDM in Vietnam

§  02 lectures relating to 2 case studies on development of CDM Project Proposals: 1/Quang Tri wind power project and needs for capacity development. 2/ Recovering CH4 from landfills

§  02 reports presenting discussion results and comments of each Group regarding the National Work Plan on Capacity Development for CDM.

5.  In the afternoon of the second day (28 January 2002), workshop participants were divided into two working groups to discuss on a Draft Work Plan on Capacity Development for CDM in Vietnam in the period of 2003 - 2005.

-  Group 1: discuss and make comments for topic "Raising awareness; capacity development, possible CDM project portfolio development and international cooperation strengthening

-  Group 2: discuss and make comments for topic "Formulating legal framework and Institution set up"

6.  The Workshop agreed that:

A.  In order to facilitate CDM activities in Vietnam, the most important and prior step is to establish National CDM Authority as soon as possible.

B.  Based on Workshop's comments, NOCCOP will cooperate with related key agencies, experienced senior experts of several ministries to develop and complete a Draft of National Work Plan for CDM Capacity Development in December 2003.

C.  It is necessary to push up activities for raising CDM public awareness, specially for policy makers in order to obtain their supports for CDM activities in the country

D.  The Proposal Work plan of Vietnam includes following tasks:

1.  Task 1: Public information for raising CDM awareness

a.  Duration: January 2003

b.  Expected outputs:

-  Identify policy makers (MONRE, MOFA, MI, MPI, MOL, MARD, MOI)

-  Identify training documents

-  Identify work plan

2.  Task 2: Capacity development on CDM for policy makers

a.  Duration: December 2003

b.  Expected outputs:

-  Identify policy makers (managers, senior experts from Government agencies, research institutes, universities, NGOs, People's Committee...)

-  Develop capacity for policy makers

-  Provide CDM documents

3.  Task 3: Establish Institutional Framework for CDM

·  Establish National CDM Authority (NCA) (Duration: to November 2003)

·  Develop procedures and guidelines for CDM (Duration: December 2003 - December 2004)

·  Add the CDM function to Ministries, Government Agencies, braches, institutions (Duration: to June 2004)

·  Reform/amend/modify/rectify existing laws

·  Identify facilities/equipment needs and budget requirements

4.  Task 4: Capacity development for stakeholders relevant to CDM Project

a.  Duration: to December 2004

b.  Expected outputs:

-  Identify CDM players

-  Formulate skills for setting up CDM project (methodology, calculation skill, financing)

-  Organize training courses

-  Develop international cooperation (national, international workshops)

5.  Task 5: Capacity building on CDM research and education

a.  Duration: October 2003 - December 2005

b.  Expected outputs:

-  Identify prior CDM projects

-  Develop a national portfolio of eligible CDM projects (energy sector, forestry sector)

-  Conduct workshop on investment

6.  Task 6: Creating a pipeline of CDM eligible projects

E.  After the Workshop, to establish a Working Team with 6 persons from MONRE, MOI and related agencies to prepare and develop National Work Plan. A key person from MONRE will be selected as the Leader of the Team.

The participants noted with satisfaction the Chairperson' summary. They unanimously expressed their deep gratitude to the organizers for enabling such a well-organized and valuable exchange of ideas.

Ladies and Gentlemen,

Distinguished Participants,

Today, with the support and coordination from Collaborating Centre on Energy and Environment of the United Nations Environmental Program (UCCEE), Ministry of Natural Resources & Environment - which was assigned by the Government of Vietnam as a National Authority to implement the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol - organizes "National Workshop on Capacity Building for the Clean Development Mechanism",

Firstly, I would like to express my warmest welcome to every Distinguished International Guest and Local Participants to take part in the important National Workshop.

Distinguished Participants,

Vietnam ratified the UNFCCC on 16 November 1994 and the Kyoto Protocol to the Convention on 25 September 2002. Up to now, 97 countries, including 24 developed countries in the Annex I of the UNFCCC which accounted in total for 37.4% of the total CO2 emissions in 1990 of the Annex I Parties, in the world ratified the Kyoto Protocol

The Clean Development Mechanism (CDM) is one of mechanisms under Kyoto Protocol presented in Article 12 of the Protocol. Regarding the Kyoto Protocol's mechanisms, CDM is related directly and the most important for developing countries like Vietnam.

The purpose of the CDM is to assist non-Annex I Parties (developing countries) in achieving sustainable development as well as to contribute to the ultimate objective of the Convention. For Annex I Parties (developed countries), CDM will assist them to achieve their compliance to reduce GHG emissions.

It is noted that there are more and more countries in the world in participating in Kyoto Protocol while some other countries are considering to approve the Kyoto Protocol in the near future.

Distinguished Participants,

By implementing CDM, developed countries will have benefits through activities of project to obtain Certified Emission Reductions (CERs) for their commitments. In order to generate in Vietnam a broad understanding & develop institution capacity and human capacity to fully participate as equal partners with developed countries in implementation of CDM, UNEP has launched a project "Capacity building on Clean Development Mechanism". Vietnam is one of 12 countries (developing countries) is selected to participate in this project.

Distinguished Participants,

Purposes of today's workshop are:
