Base: North East Glasgow Addiction Services

The Senior Medical Officer (SMO) will report to the Lead Clinician for community services, complement the other SMOs in post, carry a clinical caseload, line manage Medical Officers in community addiction teams, provide senior medical input into these teams and support local and central senior management teams. The SMO will have an operational base in North East GlasgowHSCP.

Treatment, care and support for problem substance users is delivered through integrated working between health and social services. As well as being one of the largest and most dynamic substance misuse service providers in Europe, our services are also at the forefront of service developments in many areas including innovative community based Hepatitis C care pathways, community based rehabilitation and recovery based supports.

Candidates should be fully registered GPs with a licence to practice and have considerable experience in substance misuse or psychiatrists who have completed their CCT with addiction endorsement. We are looking for dynamic, enthusiastic substance misuse specialists who wish to contribute to the further development of our integrated services.

  1. JOB PURPOSE

The post-holder is required to provide dynamic leadership to the community based medical workforce and to support managers enabling the delivery of community based addiction services.
  1. DIMENSIONS

Glasgow city and Greater Glasgow and Clyde have some of the highest prevalence of problem drug use and alcohol related harm in all of Europe. Reducing harm and promoting recovery for individuals with substance misuse problems is a key priority to improve the public health and wellbeing of the city and health board. Substance misuse related outcomes are worst in the most deprived communities and, according to the Scottish Index of Multiple Deprivation, the health board area and Glasgow city in particular continues to have the highest concentrations of multiple deprivation in Scotland by some considerable margin. Therefore, providing high quality accessible treatment and care services for substance misuse in this area is an important component of reducing health inequalities.
Glasgow Addiction Services is one of the largest and most dynamic addiction services in Europe. We deliver and commission addiction services from tier 1 (public health) to 4 (specialist & psychiatric services) across most of NHS Greater Glasgow and Clyde. The system of care is designed to support service users in every aspect of their recovery journey and includes:
  • Extensive needle syringe programme
  • Drug Crisis Centre
  • Community Addiction Teams made up of nursing staff, social care/work staff and medical officers and offering comprehensive health and social care services in the community.
  • Glasgow GP Shared Care Service. The largest substitute prescribing service of its type in the UK.
  • Inpatient services
  • Partial hospitalisation services
  • Specialist Drug Court Teams and Drug Testing and Treatment Order services

Medical staff are either employed as psychiatrists to tier 3 and 4 services or as medical officers and senior medical officers to tier 3 services. There are currently over 30 medical officers (MOs) based predominantly in integrated (health and social care) community addiction teams and 4 senior medical officers (SMOs, including the advertised post).
MOs and SMOs are involved in treatment and care of individuals with substance misuse (predominantly but not exclusively opiate substitute treatment and alcohol interventions).

  1. ROLE OF SENIOR MEDICAL OFFICERS

The senior medical officer (SMO) will provide clinical leadership and senior medical input to designated community based addiction services and the medical staff employed in these.
The SMO will be expected to provide senior clinical support to services as necessary. The SMO will be expected to contribute to ensuring adequate staffing, support and professional and performance management of medical officers. The SMO will work with local managers to maintain and monitor robust care governance systems in such services.
The SMO may also be expected to contribute centrally to service developments, partnership working groups, teaching and training and other managerial undertakings as directed by the lead clinician or associate medical director.
The SMO will contribute to supporting and managing shared care services for substitute prescribing in the GGC area.
The SMO will provide clinical supervision to Non Medical Prescribers.
  1. KEY RESULT AREAS

  • To co-ordinate the induction of and then supervise medical officers as designated by the lead clinician.
  • To undertake and participate in job planning and appraisal of relevant addiction MOs.
  • To professionally and performance manage these MOs including senior clinician support, developing MO roles and responsibilities, responding to concerns and disciplinary matters if and when they arise.

  • To provide senior clinical input to services designated by lead clinician.
  • The SMO will be expected to have his/her own clinical commitments.

  • To support the HR system for all staff around recruitment and recording systems e.g. annual/sick/maternity/study leave for all grades of medical staff.

  • To support the addictions care governance framework.

  • To encourage a culture that supports Standards identified by the external agencies e.g. NHS HIS, NICE, SIGN, Mental Welfare Commission, Royal Collages of General Practitioners and Psychiatrists etc, ensuring that services comply with them, supporting audit and the development of ICPs.

  • To support the Assoc Med Dir by investigating complaints and to complete Critical Incident Reviews on behalf of the organisation. Dissemination of lessons learned through the care governance structures.

  • To develop and encourage effective communications between different parts of the medical workforce.

  • To contribute to workforce planning for medical staff.

  • To support and develop the shared care service for substitute prescribing in Greater Glasgow and Clyde.

  • To provide SMO cover and deputise for relevant lead clinician as designated.

  • To support the local Head of Service and General manager in the planning, development and running of Addiction Services

The senior medical officers will be managed by and report to the relevant lead clinician for the addiction partnership. They will also work to the appropriate Head of Service or local service manager.

Essential Criteria

  • Commands the confidence of medical officers and local service managers.

  • General Practitioner or Psychiatrist with CCT.

  • Significant clinical addictions experience and ability to make sound clinical decisions in complex scenarios.

  • Experience of contributing to management, care governance and service development.

  • Excellent communication skills

  1. RESOURCES TO SUPPORT THE POST

  • SMO job timetable will recognise the medical management component of the job as well as the clinical.
  • Appraisal and other management training opportunities will be supported.
  • A £3000k per annum responsibility allowance would be payable in addition to salary.
  • There would be no additional administrative support beyond that already allocated.
  • SMO will have access to existing SMO office space in Newlands Centre, East Community Addiction Team.

TERMS AND CONDITIONS OF SERVICE

The conditions of service are those laid down and amended from time to time by the Hospital and Medical & Dental Whitley Council.

TYPE OF CONTRACT / Fixed Term (until 31.12.2017)
GRADE AND SALARY / Senior Medical Officer
£83,442 pro rata + £3,000 responsibility allowance pro-rata
New Entrants to the NHS will normally commence on the minimum point of the salary scale, (dependent on qualifications and experience). Salary is paid monthly by Bank Credit Transfer.
HOURS OF DUTY / Part Time 20 hours
SUPERANNUATION / New entrants to NHS Greater Glasgow and Clyde who are aged sixteen but under seventy five will be enrolled automatically into membership of the NHS Pension Scheme. Should you choose to "opt out" arrangements can be made to do this via:
REMOVAL EXPENSES / Assistance with removal and associated expenses may be given and would be discussed and agreed prior to appointment.
EXPENSES OF CANDIDATES FOR APPOINTMENT / Candidates who are requested to attend an interview will be given assistance with appropriate travelling expenses. Re-imbursement shall not normally be made to employees who withdraw their application or refuse an offer of appointment.
