Cllr J Roberts welcomed everybody to her first meeting as chairman and thanked the past chairman Cllr B Griffiths for her work and commitment to the council over the last year.

CO-OPTION OF NEW COUNCIL MEMBER ONTO THE SOUTH WARD 04.03.15 Chairman welcomed Mrs Mair Lloyd Trevor to the meeting. It was proposed, seconded and unanimously agreed the Cllr Trevor would serve as a Community Councillor on the South Ward. The Chairman wished her well.

POLICING MATTER 05.03.15

PCSO Roger Anthony was informed in the usual way, but was not present at the meeting.

Cllr Trevor mentioned that the speed of traffic travelling past the Stag & Pheasant was atrocious and was a safety issue. Clerk to contact PCSO officer Roger Anthony to ask whether a traffic speed camera can be set at this point.

The minutes of the Ordinary General Meeting of Llanfihangel Aberbythych Community Council held on 29 June 2015 were distributed prior to the meeting. It was proposed, seconded and unanimously agreed, that they were a true and correct record and should be signed by the chairman.

Page 208.02.15Clerk has contacted Mr John McEvoy regarding concerns re: reduction of new speed hump and was sent an email with attachment of height survey of the speed hump, they will also arrange for speed monitoring cables to be placed either side of the hump to measure approach and exit speeds either side of the ramp and report these to the Community Council. Councillors wished Clerk to contact Mr McEvoy to request a site visit to discuss further. Cllr Trevor also voiced concern on the speed of traffic travelling past the Stag & Pheasant. Hopefully both these issues can be discussed when the site visit is made. Clerk to contact Mr McEvoy to arrange date and inform Cllrs Walters and Trevor.

Clerk had sent Mr Kevin Jones Enforcement Officer an email requesting an update on Mr Booth's buildings, but the officer is away at the moment. Clerk will follow this up again.

Page 417.05.15Clerk had email from Wildlife Trust regarding the repair of the fence on the A476 out of Carmel “I spoke to the contractor towards the end of last week. He is in communication with the highways officer who is dealing with the case. It appears they have an understanding that the work shall be done by the end of the month”. Clerk will contact Cllr Walter to see if work has been completed shortly and if not Clerk will follow this up again.

A.CCC Electoral Services Dept – No request received by County office in respect of council vacancy on South Ward. It is know up to Community Council to co-opt new member. Already been done this evening.

B.Un Llais Cymru/CSGâr – Town & Community Council County Liaison Forum held on 1 September at County Hall, Carmarthen at 6.30pm.

C.The Clerk magazine.

D.Wholesale Catalogue for bulbs. Cllr Walters asked whether we could have some more daffodil bulbs to plant in the villages of Llanfihangel Aberbythych. This could perhaps be funded by the Community Council. Cllr Walters will speak to Cllr Thomas and inform Clerk. Clerk to put on September agenda for further discussion.

E.SLCC – Conference for Wales – Swansea Thursday 17 September.

F.CCC Department for Education & Children – “All staff and pupils from the Pantycelyn campus Llandovery and all staff and pupils from the Autistic Spectrum Disorder Unit from Ysgol Maes y Gwendraeth will transfer to the new school and will occupy the new unit from 22 February, 2016 and not 31 August 2015 as stated in the public notice. Remaining staff and pupils on the Tregib campus will transfer to the new school building on 1 September, 2016 and not 31 August 2015 as stated in the public notice”

This agreement was granted on condition that the Authority ensures the minimum disruption to learners and that all stakeholders are fully apprised of the necessary adjustments to the transitional arrangements of the proposal.

DISCUSS PRESENTATION TO RETIRING COUNCILLOR 12.03.15 Clerk had made some enquiries on a price for a plate from Felingwm Pottery which will cost £60.00 for an 11” bone china plate with message of thanks inscribed on the back. Clerk had also collected a catalogue from Nick Wall Jewellers at Llandeilo, but were unsuitable to what we needed. It was proposed, seconded and unanimously agreed that a plate would be ordered and Clerk will contact David Evans to arrange a presentation in due course.

DISCUSS SETTING UP THE WELSH SECTION ON THE COUNCIL WEBSITE 13.03.15 Clerk discussed with Councillors the uploading of the Welsh version on the Community Council Website which will cost £75.00 to upload by Vision ICT. Clerk will check on written translation rates and report back at next meeting before proceeding.

QUESTIONS 14.03.15

JWConcerned with the road safety of highways within Llanfihangel Aberbythych area due to the lack of hedge cutting/grass cutting taking place. It seems to be later every year and it is very dangerous on these country roads with the hedges and grass verges being in full of growth. Clerk to contact Cefin Campbell the County Councillor to bring his attention also to this problem. Clerk to also discuss with him whether we should contact the local AM/MP with regards to this issue.

JRConcern again has been raised at number 15 Gelli Newydd where trees are overgrown and are a problem to neighbouring property. Clerk to contact the housing section requesting that they are trimmed back the CCC.
