  • FOREWORD

This specification has been prepared by the Research and Development of KPLC. It lays down requirements for Distribution Network Operation Test Equipment.

This specification is intended for procurement of equipment and does not include provision of contract. It is subject to revision as and when required.

  • SCOPE

This specification is for testing equipment & Tools used in the distribution network.

  • SERVICE CONDITIONS

The equipment shall be tropicalised, designed and constructed for continuous indoor and outdoor operation in areas with the following atmospheric conditions:-

Altitude: From sea level up to 2000m above mean sea level.

Humidity: High at the Coast, up to 90% and lower inland, up to 50%.

Temperatures: Average ambient of +30 ˚ C with a minimum of -1°C and a maximum of +40 ˚ C.

Pollution: Heavy saline with severe corrosive effects in coastal lands and generally clean air inland.

Isoceraunic levels:Low in the coastal areas and high, in excess of 100, upcountry.

MEASURING WHEEL FOR CABLE ROUTE LENGTH

To include a folding handle with pistol grip and should come supplied with a carry case as standard. The route Measurer measuring wheel shallhave the option of a declutch facility that allow free wheel without adding distance to the readout.

CABLE PULLING STOCKINGS

  • The Double eye cable stockings shall be ideal for medium to heavy cable pulls –They shall be suitable to be used for pulling LV-HV cables
  • The cable stockings, also referred to as cable sock or cable grips, should be capable of easing low and high voltage cable pulling into ducts, trenches and conduits.
  • The cable stockings shall be suitable for a range of cables from 6mm to 70mm diameter.

CABLE PEELING AND STRIPPING TOOL

  • Shall be one tool having four operations: Peeling, Insulationstripping, cutting of sheathing, chamferingof insulation
  • Shall be Equipped with guiding rollers, no greasingof cable surface needed
  • Shall be able to handle wide range of cable diameters
  • Shall be Light weight, easy ergonomic handling

PHASE ROTATION METER

The equipment shall have the following features:

  • Phase rotation LED indicators for ABC
  • Colour coded leads and alligator clips

CABLE ROLLERS

  • Heavy duty cable rollers with zinc plating for laying cables up to 400mm2cross sectional area.
  • Steel frame fitted large waisted steel roller running on sealed ball bearings.
  • Base size: 350mm x 230mm. Weight: 4Kgscables.

CABLE CORNER ROLLERS

Shall have zinc plated finish and use two vertical and one horizontal steel rollers for taking the heaviest cables round difficult corners.The assembly shall be of a robust construction for use in the most arduousconditions and can be linked together with stake pins provided to form acontinuous corner roller system.

LIVE LINE TESTER INDOOR (VOLTAGE DETECTOR, 10-36Kv)

This equipment shall be used indoors on breaker panels and shall be supplied complete with extension sticks and carrying case for each unit

It shall also meet the following requirements:-

  • Shall be compact and light weight, with the following features:-
  • Shall be capable of detecting voltage range from 10kV to 36Kv at 50Hz.
  • Shall have reduced sensitivity to induced voltages
  • Shall have reduced sensitivity to interference field
  • Shall have high environmental resistance to impacts, vibrations, moisture.
  • Shall have a robust housing
  • Shall be battery powered (preferably alkaline battery, 9v)
  • Each unit shall include a telescopic stick
  • Shall have visual indication as well as audible sound alarm indication

VOLTAGE DETECTOR, 66Kv

  • This shall be a battery operated electronic contact device that give clear indication of the status of the line under test both visually, by means of super-bright LED’s and audibly with a high intensity buzzer. This should ensure clear indication even in conditions of bright sunlight and high background noise.
  • The high voltage detector shall be designed to meet the requirements of IEC standard 1243-1.
  • Rugged plastic mouldings and PVC extrusions shall be used throughout resulting in good shock, drop and vibration resistance.
  • Separate proving unit shall be made available for each unit.
  • It shall come in a heavy duty carry case
  • In addition, it Shall be compact and light weight, with the following features:-
  • Shall be capable of detecting voltage range from 60kV to 72Kv at 50Hz.
  • Shall have reduced sensitivity to induced voltages
  • Shall have reduced sensitivity to interference field

66KV PHASING OUT STICKS / PHASE COMPARATOR

The High Voltage Phase Comparator shall be a hand held, double pole device used to determine the phase relationship between two energised conductors at the same nominal voltage of 66kv and frequency of 50Hz.

It shall be designed for single person use primarily for outdoor use.

Once assembled the unit should be tested using a purpose designed Proving Unit or a known high voltage source.

When applied to the two high voltage sources under test the units will give clear indication of an “out of phase” condition.

EARTH RESISTANCE TEST SET

The equipment shall be a fully automatic four terminal earth electrode resistance and soil resistivity meter with auto ranging from 10milliohms to 20kilo ohms. Auto ranging on resistivity to be from 10mohm-meter to 20kilo ohm-meter. The testing shall be to BS7671,BS7430 and BS6651

The equipment shall be capable of withstanding rough handling. It shall not lose any of its properties or functionality due to transportation over rough terrains.

The equipment shall be carried in a sturdy carrying case.

The equipment shall have separate 4 no. push-in galvanised steel spikes 1cm diameter and 45-50 cm long. In addition 3m, 15m, 30m and 40m of PVC insulated copper cable of appropriate rating, with connectors and clips should be provided on a winder.

The equipment shall be used outdoor under all weather conditions.

Additional features to be:

  • Automatic shutdown with 5 minutes of non use.
  • Low battery state and protective fuse blown indications
  • Noise rejection up to 40 volts
  • An indication as to when high test spike resistance exists and high noise interference. This is to help in testing in urban areas

MULTIMETER

The equipment shall be a tough shock resistant voltage measuring equipment.

The equipment shall be rugged and water resistant for outdoor use and should be drop proof.

The equipment shall be capable of withstanding rough handling. It shall not lose any of its properties or functionality due to transportation over rough terrains.

Appropriate rated test leads shall be provided. The test leads for phase rotation checking should be colour coded, with insulated alligator clips

The equipment shall be carried in a sturdy carrying case.

Additional features to be:

  • Automatic shutdown with 5 minutes of non use.
  • Low battery state and protective fuse blown indications
  • Hold on to peak reading feature

HAND OPERATED HYDRAULIC COMPRESSION TOOL (300mm2)

Design and construction

The equipment shall be used for compression of Aluminium/copper lugs onto aluminium/copper conductors.

The equipment shall in cooperate a hydraulic hand compressor, rapid ram advance with swivel G head. The equipment shall have facilities to enable it be fitted with hexagonal dies and shall have positive push button die locks.

The swivelling head shall be able to turn a whole 360 to allow use in confined places.

The equipment shall be used outdoor and indoor under all weather conditions.

The equipment shall have a magnetic oil reservoir plug to trap metal contaminants.

The equipment shall be light, versatile and easy to use with a sturdy carrying case having an integral die storage compartment

The equipment shall be supplied with a full range of dies for cable lugs & fittings (LV/HV), overhead line connectors & fittings including ABC cable fittings covering the range 10 – 300mm2 . It shall include the hydraulic press heads, handles and shall be complete and ready for use. (Partial & incomplete bids shall be considered ‘Non Responsive’ during the technical evaluation)

Design and construction

The equipment shall be used for lifting, pulling, tensioning and securing loads up to 1.5 tons.

The equipment body and handle shall be made of high-grade aluminium alloy, which shall give it a combination of strength and lightness in addition to being corrosion resistant.

The chain shall be made of grade 80-alloy steel.

The working elements shall be of enclosed construction capable of protecting the working elements from dirt and adverse weather (The equipment shall be weather proof).

The Hoist shall be capable of withstanding rough handling. It shall not lose any of its properties or functionality due to transportation over rough terrains.

The hook shall have safety catches and constructed to ISO 2766 grade T.

MINI RATCHET PULLER

This 1 Ton tension ratchet shall be suitable for use by linesmen for tensioning low voltage conductors in sizes from 25mm2 AA to 100mm2 AA at maximum spans of 60 meters between the poles.

Construction

The Ratchet Wheel shall be made from Precision cast Aluminium Alloy

The equipment shall have Interlocking , precision Fit, Steel Alloy Pawls with safety spacer sleeve and Cold –Rolled , High strength Tempered steel frame and handle.

The equipment shall drop forged steel slip Hooks with robust safety latches and heavy gauge steel reinforced ratchet guard.

The bolts shall be Heat-treated, while the equipment shall have a high tensile fully rotating steel swivel with permanent, comfortable , Non slip Grip.

Each unit shall be supplied with a cable clamp / come along clamp suitable for gripping low voltage cables in AA of up to 100 sq. mm. The bid shall therefore include per unit cost of the mini ratchet + clamp to form the complete bid for this item, and the award for both items (ratchet + clamp) shall be awarded to the same winning bidder.

ACSR WIRE CUTTER 24”

The equipment shall be used for cutting ACSR as well as AAC Conductors of size 25 sq. mm to 150 sq. mm

The overall length shall be approximately 24 inches

The handles shall be insulated with rubber cushion grips.

The blades shall be of a shear type, with heat-treated tool steel cutter heads that cut without deforming cable.

Each cutter shall come in a rugged heavy-duty storage bag.

ACSR WIRE CUTTER 36”

The equipment shall be used for cutting ACSR as well as AAC Conductors of size 75 sq. mm to 300 sq. mm

The overall length shall be approximately 36 inches

The handles shall be insulated with rubber cushion grips.

The blades shall be of a shear type, with heat-treated tool steel cutter heads that cut without deforming cable.

Each cutter shall come in a rugged heavy-duty storage bag.

INSULATION RESISTANCE TEST SET

The equipment shall be able to apply HV Dc (0-1kv) to test insulation resistance of power cables, switchgear and transformers according to the relevant IEE guidelines for each Electrical plant.

The equipment shall be capable of withstanding rough handling. It shall not lose any of its properties or functionality due to transportation over rough terrains.

The manufacturer shall provide detailed disposal procedures.

Appropriate rated test leads shall be provided.

The equipment shall be carried in a sturdy carrying case.

The equipment shall be used both indoor and outdoor under all weather conditions.

The equipment shall have detection of inadvertent connection to live system.

Additional features shall be:

FIBRE SLING 3 TON

  • The sling shall be of the endless round design, made from flat webbing fibre woven continuously from high tenacity polyester
  • The sling shall be ‘Duplex’, made with double thickness webbing
  • The sling shall have a capacity of 3 Tones (SWL) and shall be round with approximately 1 meter in diameter across
  • The sling shall be made from oil and acid resisting polyester, which also provides shock resistance and protects loads from damage during lifting
  • The sling shall be light to handle with a high strength to weight ratio
  • The sling shall comply with EN 1492-2: 2000 standard, BS EN 697 and shall have a minimum 7: 1 factor of safety
  • All slings supplied shall be fitted with a protected label showing a clear unique identification number, the safe working load, date of manufacture, material and size details
  • The slings shall be supplied with safe use instructions

Fibre sling 3 ton

CLIP ON AMMETER FOR USE ON 11KV OVERHEAD LINES

The clamp on ammeters shall be used from a safe distance for taking load readings on 11kv outdoor lines that do not have ammeters at the source.

  • The equipment shall be robust and easy to use.
  • The equipment shall be able to read current values of up to 600A on 11KV

D SHACKLE (CLEVIS) SIZE 7/8, 3/4, 5/8 & 1”

The shackles shall be made from Galvanised forged steel, and shall be of the screw pin type.

The screw pin type shall allow easy assembly and disassembly, with a hole in the head of the pin to allow it to be wired shut for safety.

The D shackle shall be tested, certified and marked each with its safe working load.

Each D shackle shall be supplied complete with its screw pin.
