CHAPTER 5

UNIT REGULATIONS

500. LEAVE AND LIBERTY

a. Leave and liberty will be granted in accordance with Navy regulations, Naval Military Personnel Manual, directives from higher authority, and as directed by the Commanding Officer.

b. Leave will commence and terminate from Tucson, Arizona, unless on official TAD.

501. OFFICE HOURS. The NROTC office will normally be open for business from 07301600 hours, Monday through Friday. Exceptions are University holidays and as directed by the Commanding Officer—summer hours are generally 0730-1200.

502. PERMANENT CHANGE OF STATION (PCS) REPORTING/DETACHING PROCEDURES. All active duty personnel will report in uniform, Summer White, Service Dress Blue, or service equivalent. Every effort should be made to report during normal working hours.

503. CORRESPONDENCE. All correspondence will be routed through CO/XO/Admin.

a. Incoming

(1) Mail will be received, opened, routing stamp attached and passed to Admin Officer.

(2) Most correspondence will have CO/XO stamp attached and be routed through these personnel and filed.

(3) Action correspondence will be identified by XO annotated on original, and copy provided to action officer. Original will be filed in Admin after adding to tickler.

(4) OPMIS, CCMAIL, and Navy messages are received and electronically distributed. Those items that require action will be added to the tickler.

(5) Magazines, Navy Times, etc. will have all-hands route stamp attached. Most of these items are forwarded to the Wardroom after routing.

b. Outgoing

(1) All correspondence for requiring formatting, serialization, etc…, will be put in a folder and the list of staff routing will be identified in pencil on the upper right of the folder. Previous revisions will be folded and placed in left side of the folder.

(2) Admin Officer will determine priority and proofread everything. Admin will print all smooth correspondence on appropriate letterhead and route for signature.

(3) A copy of all signed outgoing correspondence will be filed by SSIC with routing slip, and one copy will be returned to the originator with a "Copy For Your Information" stamp. Correspondence pertaining to a member or Unit staff shall be filed in the member’s Admin and/or Counselor’s file.

504. GOVERNMENT OWNED (LEASED) MOTOR VEHICLES

a. Parking. On campus, the Unit vehicle will be parked in a space designated for official vehicles.

b. Dispatching. The Supply Technician will approve trips scheduled within the Pima County limits. All other trips must have the Executive Officer's approval. The vehicle will be dispatched only by Supply Technician. Upon completion of a trip, the keys and credit card will be returned to the Supply Technician. A record of the trip and any vehicle discrepancies will be provided to the Supply Technician following each trip.

c. Vehicle Inspection. A vehicle inspection sheet will be completed and all discrepancies noted prior to using the vehicle. Only one(1) inspection is required daily. The vehicle mileage log will be filled out completely and signed for each trip the vehicle makes.

d. Operators' License. All operators of the vehicle must be on active duty or federal employee and are required to have in their possession a valid State Operators' License and be HOV certified by the University of Arizona.

505. CIVILIAN EMPLOYMENT OF MILITARY PERSONNEL. Approval of the Commanding Officer shall be obtained for any staff member, or active duty battalion member desiring offduty civilian employment.

506. ACADEMIC COURSES FOR STAFF MEMBERS

a. Personnel assigned to the NROTC Unit may further their education through courses offered by this University or other institutions.

b. Course loads will be determined on an individual basis in consultation with the Unit Commanding and Executive Officers prior to registering. Participation will be permitted after due consideration of each member's staff duties and assigned workload. Under ordinary circumstances, staff members should not anticipate approval of courses exceeding six semester hours per session.

c. Personnel assigned to the Unit are University faculty members and, as such, are entitled to participate in the University Education Assistance Program which allows for a reduction in tuition and fees.

507. STUDY ENHANCEMENT PROGRAM (SEP)

a. The purpose of SEP is to provide midshipmen with a quiet place to study. The policy of this unit is to require students on academic warning, probation, or as assigned by the Unit Staff to attend SEP for up to 15 hours per week.

b. Removal from SEP can be accomplished by completing the current semester on SEP; bringing grade point average to a minimum of 2.5 and complying with all terms of probation/warning. At the discretion of the Commanding Officer, a SEP reprieve may be given at mid-semester if the following criteria are met:

(1) Member has a proven academic background of at least the four previous semesters.

(2) Member has a current cumulative GPA of 3.0 or higher.

(3) Member has no more than one failed class in the previous semester.

(4) Member's midterm progress report indicates a pending semester GPA of 2.5 or higher.

(5) Member must be a strong performer in the battalion.

Note: Mid-semester reprieve is a one-time event.

c. The SEP procedures are located in reference NROTCUAINST 1601.15.

508. MIDSHIPMEN WARDROOM

a. The space designated as the Midshipmen Wardroom should be treated in a manner similar to a shipboard wardroom. It is a place to relax and socialize; however, midshipmen should also show consideration for their peers and guests.

b. Wardroom magazines and newspapers should be carefully handled and not left adrift; neither should they be damaged, hoarded, or removed from the wardroom where they have been placed for the availability of all members.

c. Midshipmen choosing to eat or drink in the wardroom shall properly dispose of all waste.

d. University and Naval Regulations prohibit smoking in the wardroom.

e. On academic days, midshipmen may choose to use the wardroom between classes for study. Be considerate of those studying.

f. No clothing or uniforms will be kept in the wardroom unless you are assigned Colors and then only for that day.

g. Shelving provided for students outside the wardroom is for daily use only. Gear adrift and unclaimed gear will be collected every Friday at 1600 and donated to charity.

509. TRAINING. All unit training will be scheduled in the Battalion Plan of the Week (BPOW). The MOI/AMOI shall keep the CO/XO informed via memo of all personnel (staff and midshipmen) who are not physically qualified for PRT/PFT or who are injured and not able to train for any extended period of time.
