Proposed Revised Work Plan
The revised draft proposed work plan is based upon the committee’s desire to forego subcommittees in favor of performing the work as a single committee of the Whole, meeting twice a month, in order to meet the October 1, 2012 court deadline for completing a Minnesota Olmstead Plan. We propose to organize the work using the following framework:

A.Demographics
B.Regulatory framework from CMS and other applicable law or regulations
C.System Current Operation: How people enter the front door and leave out the back door.
D.Identify the Problems
E.Identify the Solutions
F.Establish measurable and achievable Goals and Timetables.
II.Community-Based (non-integrated)
A.Demographics
B.Regulatory framework from CMS and other applicable law or regulations
C.System Current Operation: How people enter the front door and leave out the back door.
D.Identify the Problems
E.Identify the Solutions
F.Establish measurable and achievable Goals and Timetables.
III.Other Programs
The “other programs and facilities” grouping would include facilities and programs whose legal status is yet to be determined by CMS or the courts but where there are Olmstead and integration issues. These programs would include 4-6 bed corporate foster care facilities; Day Training & Habilitation Programs providing only segregated work opportunities and/or sub-minimum wage work and similar programs or facilities. Our analyses would follow the subcategories in Issues I & II above:

We would plug into this framework the substantive content from the previous subcommittee work plan, minus the subcommittees. We would identify the institutions, community-based programs (non-integrated) as well as the related issues regarding education, employment, housing, health care and other issues. For now we ask the OPC to consider the foregoing as the analytical framework for the work plan.
There also needs to be a timeline/schedule. You are also receiving a proposed Calendar Time Line setting forth the dates of the meetings with a very brief topic outline which we can elaborate upon for the April 19 meeting should you wish. Note how tight the time line must be if we are to meet the October 1 completion date!
This work plan and schedule can only be met if the Committee is willing to devote considerable time outside of committee meetings thinking about the subjects we must cover and reviewing materials and commenting on drafts of the proposed plan. We simply cannot accomplish all of the work in OPC meetings. For this reason, we propose that every OPC meeting be provided with at least one substantive document for review.
