Because the Town of New Castle is committed to environmental conservation, we appreciate applications submitted by e-mail. Please feel free to call Debbie at 984-2311 if you’d like to discuss your application.
- You must follow the format, number system, and headings as presented in the Grant Application. Make sure you include the number and heading for the information requested so Town officials can readily find the various categories as presented in the Grant Application.
- Use only letter-sized pages (8.5” x 11”).
- Leave adequate margins and use 10 point font or larger.
- In sections of the application where a specific number of pages are requested, please make sure you comply. Extra pages (including press releases, newspaper articles, letters of support, and so forth) are not allowed and will invalidate your application.
- Failure to follow the guidelines or instructions may void your application.
Applications must be complete at the time of submission.

Grants for Community Assistance Organizations,
Arts Organizations, and Special Events
Grant Guidelines
The Town of New Castle grants money to organizations and for special events that preserve or enrich the health, education, welfare, and fitness of thecommunity.
TWO TYPES OF GRANTS
Please note,organizations may be in only one grant category and may submit only one application per grant cycle.
Arts and Special Events Grants (Funds must be used in the Town of New Castle)
- Arts Organizations (performing arts, visual arts, and art-based education)
- Special Events (defined as “town gatherings that are open to the general public”)

Community Support Grants (Funds must be used for programs or activitiesaccessible to the Town of New Castle community)
- Service Organizations (human, welfare, and community)
- Athletic Organizations
- Educational Organizations

GRANT AMOUNTS
The Town’s budget for 2016 is yet to be determined and therefore the budget for thecurrent grants-making initiative is currently unknown. Townfunding for grants may fluctuate from year to year. Typically, Town funding for grants has been approximately 1 percent of General Fund expenditures.
ACCOUNTABILITY
A follow-up report on the use of Town funds isrequired by July 29, 2016.
REVIEW PROCESS
Applications will be reviewed in a process that honors thevarying perspectives of members of the New Castle community as well as the Town’scommitment to local input throughout the decision-makingprocess, and results in an array of funded projects reflectingthe highest standards.
Each application will be evaluated according to its strengths,merits, and completeness. Amount of awards, funding agreements, and comments to applicant organizations will be mailed out in early February each year.
REVIEW CRITERIA
The Town will basegrant awards on the quality and merits of the proposal. The Town will review applications according to the followingcriteria:
1.Compliance with Town grant guidelines, includingthe format requirements on page 8.
2.Community responsiveness, availability to community,community support to the institution or event, andcontribution to the community’s educational, cultural,and economic goals.
3.Quality of event/activity and/or programming.
4.Management effectiveness, organizational skills,staffing plan, financial health (stability, effectiveness,and need), creative fund-raising techniques, and useof local marketing, media and promotional services.
5.Compliance with all applicable Town policies,ordinances, and contracts.

FUNDING PERIOD
The funding period for the 2016 grant cycle is January 1 through December 31, 2016.
OTHER CONDITIONS
Nondiscrimination - including statutes prohibitingdiscrimination on the basis of race, creed, disability, nationalorigin, sex, sexual orientation, age, or marital status.
Credit/Acknowledgment - grantee agrees that a notice willbe included in appropriate announcements and promotionalefforts stating:
This activity/event is supported by a grantfrom the Town of New Castle”

ARTS AND SPECIAL EVENTS GRANTS
Arts organizations, special events, and art-based educational organizations
PROGRAM OVERVIEW
The Town of New Castle aims to promote broad participation in the arts andspecial events, encourage resource-sharing and collaboration,and provide equitable access within the Town to itslimited resources through grants to arts organizations andspecial events.
The arts and special events community may receive grants tosupport activities within the Town of New Castle that address the Town policy to develop, maintain, and encourage theexpansion of an environment conducive to festivals, performingarts, visual arts, and special events. In brief, applicants must beprepared to specifically address:
1.Community responsiveness and support of activities;
2.Quality of event(s) and/or programming;
3.Management effectiveness, fund-raising techniques anduse of local media; and
4.Compliance with Town of New Castle policies andordinances.
ELIGIBILITY CRITERIA
The Town will consider proposals from organizations andspecial events that meet the following eligibility criteria:
1.Applications will be accepted from organizations andevents that provide educational, artistic, entertainmentand cultural opportunities for the public to participate inwithin the New CastleTown limits.
2.Only one (1) application may be submitted perorganization.
3.Applicants may apply as a non-profit organization, orunder the umbrella of a non-profit organization with acompatible mission statement. A letter of agreementbetween the applicant and any umbrella organizationmust be included with the grant application. The letterof agreement must outline the responsibilities of thetwo organizations, including:
- Budget and program administration;
- Ownership of names, products and so forth;
- Copy of the resolution by the umbrellaorganization accepting the applicant; and
- Umbrella organization mission statement.
4.Extra information or material may not be sent to Town officials. Please do not discuss your grant with Town officials during the grant process.
ITEMS NOT FUNDED
Programming and events to which any of the following criteriaor uses applies will not be considered for funding:
1.Debt and deficit reduction;
2.Out of town activities;
3.Entertainment costs, receptions, and so forth;
4.Commercial (for profit) enterprise or activities; and
5.Capital improvements.
COMMUNITY SUPPORT GRANTS
Service (human, welfare, and community), athletic, and educational organizations
PROGRAM OVERVIEW
The Town of New Castle aims to promote broad participation in communitysupport organizations, encourage resource sharing andcollaboration, and provide equitable access for the Town ofNew Castle community to its limited resources through grants tocommunity support organizations.
Community support organizations may receive grants to supportactivities and programs that are accessible to the Town of New Castlecommunity and that address the Town policy to encourage the development of an environmentconducive to healthy community organizations that provideprograms for citizen welfare and education in the region. In brief,applicants must be prepared to specifically address:
1.Community responsiveness and support of activities;
2.Quality of activity(s) and/or programming;
3.Management effectiveness, fund-raising techniques anduse of local media; and,
4.Compliance with Town of New Castle policies andordinances.
ELIGIBILITY CRITERIA
The Town will consider proposals from community organizationsthat meet the following eligibility criteria:
1.Applications will be accepted from organizations thatprovide programs for citizen welfare and education.Programming and activities shall be accessible to the Town ofNew Castle community.
2.Only one (1) application may be submitted perorganization.
3.Applicants may apply as a 501(C)3 organization, or under the umbrella of a 501(C)3 organization with a compatible mission statement. A letter of agreement between the applicant and any umbrella organization must be included with the grant application. The letter of agreement must outline the responsibilities of the two organizations, including:
- Budget and program administration;
- Ownership of names, products and so forth;
- Copy of the resolution by the umbrellaorganization accepting the applicant; and
- Umbrella organization mission statement.
4.Colorado non-profit applicants with no 501(C)3 certificate, or umbrella organization may apply and be granted funds with stipulations, such as, staggered payments, periodic reports, presentations to the Town, and so forth.
5.Extra information or material may not be sent to Town officials. Please do not discuss your grant with Town officials during the grant process.

1.Debt and deficit reduction;
2.Entertainment costs, receptions, and so forth;
