MINUTES OF CITY COMMISSION/CITY MANAGER WORKSHOP/ SPECIAL MEETING, CITY OF HALLANDALE BEACH, FLORIDA, HELD ON MONDAY, OCTOBER 13, 2014 AT 6:00 P.M., CITY COMMISSION CHAMBERS, 400 SOUTH FEDERAL HIGHWAY, HALLANDALE BEACH, FL 33009
1. CALL TO ORDER
Mayor Cooper called the meeting to order at 6:07 P.M.

Commissioners Grachow, Lazarow, Sanders, Vice Mayor Julian and Mayor Cooper, Acting City Manager Rosemond, and Assistant City Attorney McKenney – All Present

A. AWARD PRESENTATIONS FOR STUDENTS PARTICIPATING IN THE "WHY I LOVE MY PARKS CONTEST" (BY: EDUCATION ADVISORY BOARD) - to be heard at 6:00 P.M.
Mayor Cooper introduced the item and thanked the parents and students for attending the meeting.
Assistant City Manager Jennifer Frastai, introduced Education Advisory Board Chair, Jackie Cespedes, and Education Advisory Board member Barbara Southwick. Ms. Cespedes announced a community meeting regarding the possible relocation of the Gulfstream Middle School and Hallandale Adult Community Center, to be held on Thursday, October 16, 2014 at 6:30 P.M.
Mayor Cooper announced the rewards and presented the students with certificates.
Vice Mayor Julian read a proclamation proclaiming the week of October 19-25, 2014 as Florida City Government Week and presented the proclamation to Barbara Southwick, Education Advisory Board Member.
Mayor Cooper recessed the meeting at 6:36 P.M.
Mayor Cooper reconvened the meeting at 6:42 P.M.
B. PRESENTATION BY THE BROWARD COUNTY SUPERVISOR OF ELECTIONS REGARDING THE NOVEMBER 4, 2014 MUNICIPAL GENERAL ELECTIONS. - to be heard at 6:30 P.M.
Fred Bellis, Operations Coordinator, Broward Supervisor of Elections, and Charles Vasquez, Assistant Network Administrator, Broward Supervisor of Elections, presented 2014 General Election announcements, including Early Voting, which is scheduled from October 20, 2014 thru November 2, 2014.
Mayor Cooper thanked both representatives and recommended voting-day signage reminding residents to vote.
Answering questions posed by Mayor Cooper, Mr. Bellis informed the Commission that the State no longer allows curbside voting. Additionally, Mr. Bell recommended Ballot by-Mail, and noted the deadline to order a ballot is October 29, 2014; furthermore, Mr. Bellis indicated that the public may call the Supervisor of Elections Office at 954-357-7005.
Mr. Bellis also informed Commissioner Lazarow and the City Commission that Absentee Ballots may not be returned to the polls, but that they may be dropped off at the Broward Supervisor of Elections office.
C. PRESENTATION BY THE CITIZENS FOR BROWARD'S CHILDREN ORGANIZATION REGARDING THE CHILDREN'S SERVICES COUNCIL OF BROWARD COUNTY REAUTHORIZATION BALLOT QUESTION ON THE NOVEMBER 4, 2014 MUNICIPAL GENERAL ELECTION BALLOT (SEE BACKUP) - to be heard at 6:45 P.M. (Supporting Docs)
Steve Sampier, Retired Director of Community Services, Memorial Healthcare System, and Felipe Pinzon, Vice President of Programs, Hispanic Unity of Florida, spoke on behalf of The Children’s Services Council of Broward County and answered questions posed by the City Commission.
Mr. Pinzon informed the Commission that the ballot question to reauthorize The Children’s Services Council will be on the second page of the ballot.

C. VICE MAYOR JULIAN
Vice Mayor Julian announced a Community Forum, which will be held in Spanish, to educate the City’s Hispanic community on the Parks General Obligation Bond. The Community Forum will be held on Wednesday, October 22, 2014 at 6 P.M. at Ingalls Park, 735 SW 1st Street, Hallandale Beach, hosted by Deputy City Manager Nydia Rafols Sallaberry.
D. MAYOR COOPER
Mayor Cooper commended staff and Public Relations Manager, Peter Dobens, for educating the community on the City’s Parks General Obligation Bond ballot question.
Mayor Cooper also noted her satisfaction with the progress of the North Beach Park and mentioned observing the City’s lifeguards on a successful rescue on North Beach.

MOTION BY COMMISSIONER GRACHOW, SECONDED BY VICE MAYOR JULIAN, TO APPROVE THE DRAFT MINUTES OF THE SEPTEMBER 22, 2014 JOINT SPECIAL MEETING OF THE CITY COMMISSION AND HBCRA BOARD OF DIRECTORS. The Motion carried on a 5/0 Voice vote.
