Background Information

The International Organization for Migration (IOM) is a dynamic, inter-governmental organization, with 161 member states, and committed to the principle of humane and orderly migration that benefits all. IOM works to promote orderly and humane migration management, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need including refugees and internally displaced people.

The International Organization for Migration Special Liaison Office (IOM/SLO) Addis Ababa works in Ethiopia supporting the Government of Ethiopia, Humanitarian Partners and National and International Organizations to better assist vulnerable migrants and individuals and communities affected by crisis situations. One of the thematic areas of focus for IOM in Ethiopia is preparing for and responding to disasters through Emergency and Post Crisis spectrum. IOM works in collaboration with the National Disaster Risk Management Commission, UN Agencies, Donors and Civil Society Organizations in an effort to provide life-saving emergency assistance to crisis affected individuals and communities, to enhance coordination mechanisms, to improve information management for evidence based planning and responding, and to provide lasting solutions to individuals and communities affected by crisis situation. IOM operates its activities guided by international humanitarian principles, instruments and coordination mechanisms.

Justification/Rationale of the Consultancy

IOM is currently implementing a project titled “Strengthening Information Management and Capacity Building for Improved Assistance to Internally Displaced Persons (IDPs) Towards Durable Solutions in Ethiopia” in collaboration with the Government of Ethiopia (GoE) and with a financial support from the Swiss Agency for Development and Cooperation (SDC). This project aims to contribute to the improved wellbeing of Internally Displaced Persons (IDPs) through enhanced information management, as well as capacity building and advocacy towards the provision of duration solutions.

As a member of the Technical Working Group on Durable Solutions, IOM has a globally adopted institutional framework called “Progressive Resolution to Displacement Situation (PRDS)” which is in line with IASC Framework on Durable Solution and UN Secretary General’s Decision on Durable Solution. This project will draw IOM’s existing institutional framework, resources, tools and capacity to support the Federal and Regional Government, Humanitarian and Development Partners take one step further the fledgling durable solution initiated thus far in the Somali Regional Government. In accordance with the plan incorporated in the project, the Emergency and Post Crisis Unit in IOM SLO Addis Ababa is looking to deploy an international individual consultant with a solid, proven and hands on experience in nurturing and facilitating a durable solution processes that have addressed “protracted displacement conditions”. Cognizant of political and legal sensitivities surrounding displacements and initiatives that aim to facilitate and bring about lasting resolutions, this short term assignment is envisaged to ensure the required impartiality, bring in an international professional and practical expertise informed by international instruments, tools, similar challenges and dynamism to assist EPC effectively implement its plan of facilitating a durable solution process at federal and regional level.

Nature of the task

Under the general supervision of the EPC Coordinator and the direct supervision of the EPC Programme Officer, the Durable Solutions Consultant will be responsible to facilitate and lead the development/revision of regional durable solution strategy paper, operational framework for the implementation of the strategy and facilitating and a national guideline on durable solution informed by the regional practices as well as guided by international, regional guidelines and IOM’s framework of PRDS. The Consultant will work with IOM’s national, regional and global practices, resources and expertise as well as the existing national and regional coordination mechanisms and government structures.

Scope of the assignment

Review and update the Somali Region Durable Solution Strategy and develop operational plan that guides the implementation of the strategy in consultation with Regional Authorities, Durable Solution Working Group and humanitarian partners. Based on lessons learned and best practices in the process of strengthening the regional durable solution process, the consultant is expected to facilitate and lead in outlining/drafting a national framework for durable solution strategy in collaboration with federal level interlocutors.

Objective

The objective of this assignment is to update/develop a Durable Solution Strategy and Operational Guideline for Somali Regional State and draft a national framework that aims to guide a collaborative effort towards providing principled, long term, sustainable solution to address protracted displacement situation in the country.

Specific tasks

·  Review and diagnose internal displacement situations, patterns and trends in Ethiopia through desk and literature review

·  Review regional level durable solution strategy, terms of reference of the Durable Solution Working Group, intention survey report, periodic displacement updates and reports, national relevant legal frameworks

·  Conceptualize and outline concrete justifications for durable solution processes and initiatives informed by specific conditions in Ethiopia as well as international conventions, frameworks and initiatives on durable solutions

·  Identify and map potential stakeholders; develop strategies and mechanisms to promote the participation and contribution of stakeholders

·  Propose and guide the implementation of the required capacity building activities to partners, government and existing coordination mechanisms to enhance collaborative processes

·  Review, update, collect and incorporate feedbacks and facilitate the endorsement of the Somali region DS strategy in consultation with regional authorities, DSWG and humanitarian partners

·  Through consultative process and planning workshops for the humanitarian partners, DSWG and government partners, lead the process of developing an operational guideline for the strategy subsequent to the official endorsement by the regional authority

·  Document and publish lessons learned and best practices

·  Facilitate/organize a national level consultation/panel on situation/needs of IDPs based on documented lessons through the active engagement of relevant government authorities, donors, humanitarian/development actors, academia and media

·  Propose a strategy/mechanism that guides the establishment and active engagement of a national Durable Solutions Working Group that comprises of federal government, development and humanitarian partners

·  Any other relevant tasks as may be assigned

Expected output/Deliverables

·  Updated and endorsed Somali Regional Durable Solution Strategy and subsequent Operational Guideline

·  Terms of Reference (ToR) for federal level DSWG and a draft national framework on durable solution strategy

·  Document of challenges, opportunities, lessons learned and best practices on durable solution process covering Somali region and national context

·  Facilitate/organize regional and national level consultative panels/workshops on situations and long term needs of IDPs based on documented lessons and practices with active engagement of government, donors, humanitarian/development actors, academia and media

Timeline

The duration of services performed under these Terms of Reference shall not exceed a maximum of four months from the signing of agreement

Desired qualifications

Education

Minimum of postgraduate degree in political science, international relations, international law, public relations, or related field, or a combination of training and relevant working experience.

Experience and skills:

·  A University degree in political science, international relations, international law, public relations with at least 5 years of experience in humanitarian programmes.

·  Demonstrable practical experience in macro level policy formulation and strategy development

·  Proven knowledge and technical skills in developing durable solution strategy and operational framework.

·  Experience in facilitating and organizing a national level consultations engaging government, donors, humanitarian/development actors, academia and media

·  Previous work experience with Humanitarian organization implementing Durable solutions for Internally Displaced persons is an advantage.

·  Excellent knowledge of English. (Written and spoken).

Languages:

Fluency in spoken and written English required. Knowledge of local languages in the region is an advantage.
