A RESOLUTION adjourning the Senate in loving memory and honor of Charles M. Allen.
The most prominent glory of a country is in its great men. A nation's spirit and its success will depend on its willingness to learn from their example. In life we shall find many men that are great and some men that are good, but very few men that are both great and good. Charles M. Allen was one of the few.
With deepest respect and admiration, we pay homage and tribute to Charles M. Allen, and we pause in silent reverence for his soul.
WHEREAS, Charles M. Allen was born on November 22, 1916, a native of Louisville, Jefferson County, Kentucky, and he traversed these earthly bounds on January 4, 2000; and
WHEREAS, Charles M. Allen was the loving son of the late Arthur Dwight Allen and Jane Mengel Allen; the devoted husband of Bettye Anne Cardwell Allen; the loving father of Charles Dwight Allen, Madison, Wisconsin, and Angela M. Allen, Portland, Oregon, and the proud grandfather of two grandsons; and
WHEREAS, Charles M. Allen graduated from Yale University in 1941, and graduated from the University of Louisville School of Law in 1943; and thereafter began practicing law in 1944, with the firm of Doolin, Helm, Stites & Wood in Louisville; and
WHEREAS, Charles M. Allen was appointed an assistant United States attorney in 1955, and remained in that position until 1959; and he was then appointed to the federal bench in 1971 by President Richard M. Nixon, after ten years as a Jefferson Circuit Court Judge; and
WHEREAS, Charles M. Allen represented justice, fairness, and integrity, and had an extraordinary talent for true wisdom, which allowed him to render impartial decisions throughout his career; his was a voice for the downtrodden and oppressed, and he is best remembered and admired for his contributions in issuing some of Kentucky's most important judicial decisions, particularly in the areas of civil rights and constitutional law; and
WHEREAS, Charles M. Allen was a man of high moral and intellectual qualities with a compassion for, and understanding of, the common man, which he demonstrated daily throughout his life; and his past achievements are beyond measure and will have lasting impact on this great Commonwealth; and
WHEREAS, the passing of Charles M. Allen has left a void that will be difficult to fill, and he is mourned across the length and breadth of the Commonwealth;
Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:

Section 1. The Senate does hereby express its most profound sense of sorrow upon the passing of Charles M. Allen, and extends to his family and many friends its most heartfelt sympathy.
Section 2. When the Senate adjourns this day, it does so in loving memory and honor of Charles M. Allen.
Section 3. The Clerk of the Senate is hereby directed to transmit copies of this Resolution to Mrs. Bettye Anne Cardwell Allen, 5001 Nitta Yuma Drive, Harrods Creek, Kentucky 40027, to Mr. Charles Dwight Allen, 920 Columbia Road, Madison, Wisconsin 53705, and to Ms. Angela M.
