Proceedings:
1. Meeting started with the recitation of Holy Quran and presentation of Naat Rasool-e-Maqbool (S.A.W).
2. Dr. Aamir Ijaz (Director QEC University of the Punjab) briefed the audience about the purpose of meeting and presented on power point the activities, latest status, progress of QEC during the last quarter. He also presented the future plan of QEC at the end of his presentation.
3. Prof. Dr. Mujahid Kamran (Worthy Vice Chancellor University of the Punjab) pointed out that activities for preparation of Self Assessment Manual (SAM) are time consuming but it is beneficial for your self assessment. He further added that young teachers should take keen interest for the preparation of SAM under the supervision of Directors/Chairmen/Chairpersons who should regularly monitor the work.
4. Dr. Mazhar Moin (Principal Oriental College) said that salaries of teachers are much lower and there is lack of interest in the preparation of SAM. Worthy Vice Chancellor answered that Basic Pay Scale (BPS) was revised in 2008 for the teachers and further their salaries can be enhanced by the Government of Pakistan and worthy Vice Chancellor can only make recommendation. Prof. Dr. Mazhar Moin added that SAM is based upon English language and it should be in Urdu.
5. Prof. Dr. Aamir Ijaz answered that every department/Institute/college is at liberty to prepare according to its convenience and there is no bar on the language. With reference to the point raised about Institute of Quality & Technology Management the worthy Vice Chancellor clarified that IQTM is an Institute where different courses are being taught and it has produced 3-Ph.Ds in last three years. Moreover, IQTM has organized two International Conference on Assessing Quality in Higher Education (ICAQHE) on an International level. Their journals were approved at International level by Higher Education Commission (HEC). The QEC activities are an additional responsibility given to the Director IQTM and QEC University of the Punjab is an independent entity reporting directly to the worthy Vice Chancellor.
6. Prof. Dr. Shahida Husnain (Head of Department of Botany) said that SAM consists of lot of paper work and should be prepared once a year.
7. Dr. Nasir Saeed Butt (Senior Faculty Member, Quality Assurance Advisor) answered her question that SAM is required to be prepared once a year and further added that world universities also practice self assessment and quality assurance activities. Self Assessment Manual is not just downloaded from Internet but has been prepared keeping in mind the local conditions. He opined that the users must see the benefits that accrue out of self assessment rather than its source. SAM would lead to quality assurance and also highlighted the weak areas where corrective and preventive steps are required to be implemented. The top management of the University of the Punjab and Higher Education Commission (HEC) would be able to provide the financial and institutional support where the implementation plans are prepared by the concerned colleges/institutes/departments.
8. Dr. Muhammad Usman Awan (Assistant Professor IQTM) suggested that high turnover of program team members was due to members of program teams going abroad for their higher studies. Worthy Vice Chancellor replied that all the program team members did not go for their study abroad at the same time and replacement should be made immediately if need arises.
9. Dr. Aamir Ijaz said that small number of institutions in United States were engaged in assessment of educational programs fifteen years ago but now almost every institution carries out assessment projects. In 1995, according to campus trend data, 94% of the institutions in the United States had practiced self assessment and quality assurance activities.
10. Prof. Dr. Aamir Ijaz thanked the worthy Vice Chancellor for chairing the meeting of Quality Enhancement Cell (QEC).
11. The meeting ended with the vote of thanks from Worthy Vice Chancellor, University of the Punjab who desired that this type of meeting would be conducted next time in the committee room of V.C office.
