MINUTES OF THE MEETING OF MORTON PARISH COUNCIL HELD ON MONDAY 16 FEBRUARY 2015 at 6.30pm IN THE VILLAGE HALL

12. / APOLOGIES & WELCOME: Apologies were received from Cllr Bew. The Chair welcomed everyone to the meeting.
MINUTES OF THE MEETING OF 12 JANUARY 2015: The minutes were accepted and signed as a true record.
DECLARATION OF INTERESTS: There were no declarations of interest.
PUBLIC QUESTION TIME FOR MORTON RESIDENTS: One resident had questions regarding; a) Warping Drain on Field Lane and the effect of flooding on nearby properties; b) Clearing of footpaths in the village. Clerk to deal with these and respond to resident.
MATTERS ARISING:
a.  CRIME, VANDALISM & ANTI SOCIAL BEHAVIOUR: A caravan was stolen from a farm at Blyton Carr. PCSO Thomas reported that there had been a spate of burglaries earlier in the year, beginning in the uphills area of Gainsborough. PCSO Thomas did a leaflet drop at the time. There are issues around parking on Crooked Billet Street, cars parked dangerously. PCSO Thomas reported that these vehicles are not illegally parked, although he has requested that residents move their cars from time to time.
b.  PARISH WEBSITE: Cllr Panter gave an update re the website, the information about the Post Office on Ropery Road has been published.
c.  DOG FOULING SIGNS: It was resolved that the Clerk should buy twelve signs. These to be erected in the village, including Field Lane and Front Street.
NEW ITEMS / CORRESPONDENCE:
a.  MORTON TRENTSIDE SCHOOL: Correspondence had been received from the school to inform the Parish Council that additional fencing will be erected on the school car park to address safe-guarding issues.
b.  CORRESPONDENCE FROM RESIDENT: Correspondence had been received from residents, the Parish Council have been copied into letters sent by residents to the school and the Playing Field Association raising concerns regarding the additional fencing on the school car park. Residents feel that this will increase the problems with parking in residential areas during school drop-off and pick-up times. After discussion, Council resolved to write to the school highlighting these concerns and stating that the Parish Council would prefer that the school car park were still available during the daytime, and asking if the school would consider erecting the proposed fence further back across the entrance to the actual field.
c.  ALLOTMENTS: Councillor Butroid had worked with allotment tenants to establish the current situation re letting of the allotments. Plot Two has been identified as empty and will be offered to the next person on the waiting list. Clerk to issue tenancy agreement and invoice.
d.  PLAYING FIELD: It was resolved that the Parish Council will cover the costs of the end of season maintenance charges and that Morton Cricket Club will pay increased rental charges to cover this
ACCOUNTS:
a.  Monthly Statement: Payments of £1018.88 were approved and signed by the Chair. Bank balances were noted.
BURIAL GROUND: Review of Burial Ground Churches: Clerk had prepared a table of existing fees and comparison to other local burial grounds. It was resolved that Councillors would take this away and submit their comments to the Clerk prior to the next meeting.
PLANNING MATTERS:
a.  132264 Planning application to erect 5 executive live/work type dwellings to include garages and workrooms, off street parking and associated external works, and new footpath link. Land adjacent 2 Morton House, Front Street, Morton. Awaiting WLDC
b.  132201 Planning application to erect single storey kitchen extension to side: 39 Walkerith Road, Morton. Permission Granted
PLAYING FIELD AND SCHOOL FACILITIES: Cllr Butroid has removed the majority of the fallen tree, one more load to be taken away. It was resolved to engage a professional tree specialist to look at the other damaged tree.
ITEMS FOR INCLUSION ON THE NEXT AGENDA: Items for inclusion on the next agenda should be forwarded to the Clerk at least one week prior to the meeting.
