KEY PURPOSE OF THE POSITION

The Program Manager is responsible for leadership and coordination of service delivery and administrative activities within the team, promotion of quality outcomes for women and their children, contribute to the development of coordinated responses and activities that enhance WSSSA’ reputation as a unique and innovative leader in social services.

KEY RESULT AREAS

Service Responses

  • Promote and implement quality service responses which are underpinned and informed by WSSSA values and service delivery model.
  • Direct and coordinate service responses to women and children experiencing domestic and family violence in the region.
  • Adhere to, comply with and implement service elements as outlined in WSSSA Service Agreement with Housing SA, Department for Communities and Social Inclusion and Office for Women.
  • Actively pursue, develop and sustain regional partnerships that support and enhance the service delivery response.
  • Develop and evaluate formal regional partnerships that enhance referral pathways.
  • Identify risks to client programs, services and activities and make recommendations regarding mitigation strategies.
  • Represent WSSSA at internal and external events as directed by the Director of Services or the CEO.
  • Adhere to legislative requirements that inform the work of WSSSA.

Human Resources

  • Conduct Supervision, Performance Appraisals, monitoring of Professional Development Agreements, ensuring training and development expectations are met for both service delivery and administration staff
  • Implementation and active participation in the recruitment and orientation of new staff as outlined by WSSSA policies and guidelines
  • Implementation of Performance Management process as outlined by WSSSA policies and guidelines
  • Implementation and management of leave entitlements
  • Promote and maintain a healthy and productive workplace through positive leadership and transparent and consistent decision making
  • Adhere to legislative requirements that inform the management of WSSSA workforce.

Finance

  • Inform WSSSA’s financial development planning process through the management, collection and analysis of appropriate data and the provision of accurate advice based on service response requirements.
  • Monitor and approve expenditure within the designated WSSSA budget.

Organisational Processes

  • Oversee and monitor administrative functions of the program.
  • Oversee and monitor functions of Service volunteers and students on placement
  • Report to and work in consultation with Corporate Services on matters concerning property management, tenancy management and asset management.
  • Implementation and adherence to DCSI and WSSSA requirements in relation to data collection.
  • Provision, support and access to training for staff in the use of H2H database.
  • Provide regular reports to the Executive Manager which includes statistical data, analysis of trends, workload management, professional development needs and internal and external procedural policy issues relating to WSSSA and the domestic violence sector.
  • Responding and addressing complaints and grievances as outlined in WSSSA policy and guidelines.
  • Oversee and maintain the confidential preparation and storage of accurate, organised and up to date client case notes and files.
  • Support the development, maintenance and compliance of best practice WH&S policies and guidelines, recommending improvements to systems to minimise work place hazards and ensure safe work practices.
  • In conjunction with the Executive team contribute to the formulation of standards in service responses and accreditation (Service Excellence) through constant service model reviews and the development of organisational policies and guidelines.
  • Proactively monitor risks and regularly report to direct Executive Manager on these risks and mitigation strategies.
  • As a Public Officer as per the Independent Commissioner Against Corruption (ICAC) definition you have a mandatory reporting obligation to report to the Office for Public Integrity (OPI) any conduct that you reasonably suspect raises and issue of corruption, or serious or systematic misconduct or maladministration in public administration. As a Public Officer your own conduct could be subject of a report to the OPI and as a result you could be investigated for corruption.

Person Specification

Desired/Essential qualifications

A degree or Diploma in Social Work, Social Sciences, Community Services, Human Services, Health Sciences and/or experience commensurate with the position.

Competencies and experience

  • Proven ability to develop, implement, manage and supervise the delivery of quality services towomen and their children affected by domestic and family violence.
  • Demonstrated knowledge of, and the ability to build relationships with a diverse range of marginalised and highly vulnerable people
  • Ability to motivate and facilitate high level of individual and team performance by providing positive leadership, management and supervision.
  • Leadership, management, budgeting and planning.
  • Human Resource Management experience
  • Program Management knowledge and experience
  • Experience working with women and children affected by domestic and/or family violence
  • Service Development, management and evaluation
  • Ability to develop and maintain partnerships with a wide range of organisations
  • Ability to negotiate successful outcomes for clients at individual, team and service levels.
  • High level of written and verbal communication skills and interpersonal skills including the ability to liaise, negotiate, advocate and resolve conflicts.
  • Highly developed organisational skills including working to deadlines.
  • Knowledge of funding sources and experiencein writing submission that assist in gaining funding for specific and targeted projects/programs
  • Ability to work within a team environment and contribute to the attainment of team goals and organisational objectives.
