Re:Addyson Creek Subdivision: Rezone, Tentative Plan, Traffic Impact Study
Dear City of Eugene:
Enclosed are materials for this consolidated filing.This will be a 136-lot single family subdivision constructed north of Irvington and west of River Road, on each side of Spring Creek. We expect the site to be annexed on February 23rd.
The request is for a zone change to R-1, tentative plan approval for 136 lots, and approval of a TIS, as this project will generate more than 100 peak hour trips.
This application is about as simple a subdivision approval as can be requested under Eugene’s regulations: An infill site, on flat land; all single family; no flag lots; full protection of the Goal 5 resource; no special review procedures. This site will provide building sites for local builders aboutas affordably and quickly as can be done under the Eugene program.
What follows is a combined narrative for the rezoning and the plat, together with the supporting exhibits. Then come five technical reports on environmental, trees, geotechnical, storm water, and traffic. Those reports are followed by a set of five plan sheets, with the first being the Site Plan for the entire area.
Our neighborhood meeting was held on January 27, and it was well attended. The dominant issue was mitigating local traffic impacts. Based on that meeting, the applicant has included raised intersections at several locations, which are intended to reduce the number of cars passing the most sensitive existing neighbor residences.
