Councillor Fiennes- Gregory explained that due to exceptional circumstances the agenda items will be taken out of order.

1 APPOINTMENT OF TOWN MAYOR

Resolved: that Councillor Mrs P Sanderson is elected as Town Mayor for the year 2017/2018.

Members thanked Councillor Fiennes-Gregory for his excellent work during his year in office.

2 SIGNING OF DECLARATION OF ACCEPTANCE OF OFFICE

The Town Clerk stated that due to the unforeseen circumstances she would ensure the Declaration of acceptance of office will be signed by the next meeting.

3 APPOINTMENT OF THE DEPUTY TOWN MAYOR

Members discussed the appointment of the Deputy Town Mayor and it was:-

Resolved: that Councillor T Gibbs is elected Deputy Town Mayor for the year 2017/2018.

4 ELECTION OF LEADER

Members discussed the appointment of Leader and it was:-

Resolved: that Councillor Morrison, be elected Leader of the Town Council for the year 2017/18.

Councillor T Gibbs the Deputy Mayor then took over the Chair due to Councillor Fiennes-Gregory feeling unwell.

5 ACCEPTANCE OF APOLOGIES FOR ABSENCE

Apologies were received and accepted from Councillor K Knight due to an unexpected family matter, and from Councillor Mrs Sanderson due to her sudden unavailability.

6 MATTERS RAISED BY MEMBERS OF THE PUBLIC (IF ANY)

Two residents of Hoddesdon Crescent attended the meeting to ask for the Town Council’s support in objecting to the planning application to develop the former Warrene Road Youth Club site. They stated that not all homeowners had been notified however, they are all now aware. Their concern is the access through Hoddesdon Crescent for construction vehicles and the increase in traffic once the development is complete and asked if the Council could take it forward on the resident’s behalf.

The Chair advised the residents that the planning application is included as an Agenda item to be discussed by members later in the meeting he went on to thank the residents for their attendance.

The meeting was curtailed by the Chair at 19.25 hrs due to a medical emergency. The meeting was rescheduled for 15 May 2017.

9 DECLARATIONS OF INTEREST

Councillor M Glynn declared that he has objected to a planning application under reference 17/00879/FULM and Councillor Mrs Credland declared that she had spoken to members of the public in relation to a planning application.

11 TO CONFIRM MINUTES OF THE TOWN COUNCIL MEETING HELD ON MONDAY 10th April 2017

The minutes of the Town Council meeting held on 10 April 2017 were approved as a true record and signed by the Deputy Town Mayor, Councillor T Gibbs.

12 TO RECEIVE INFORMATION FROM THE TOWN CLERK ON THE FOLLOWING ONGING ISSUES AND DECIDE FURTHER ACTION WHERE NECESSARY:

a Christmas Lights Update – The Town Clerk updated members that a meeting has taken place with DMBC street lighting, who have no objection in principle to the provision of Christmas lights. She explained there will be a cost of approximately £275.00 per column for infrastructure works to get power to the individual lights. The Town Clerk added that for the first phase of 15 columns this would be just over £4000, plus the cost of the Christmas lights on top. The Town Clerk added that it would be useful if Members could make a decision on their preferred options as soon as possible.

(Councillors Ms V Moate, Mrs A Rutherford and Mrs P Sanderson arrived and apologised for their lateness.)

The Town Clerk stated that the tree wrap in Hatfield Woodhouse would cost approximately £1400 and would stay in place for around 3 years minimum once wrapped.

Unfortunately in Hatfield village centre only 3 columns are suitable for supporting decorations and there is no direct power supply anywhere nearby for a tree wrap in Dr Waters’ Gardens. Other lamp columns the corner nearer to the church will be investigated for suitability.

The Town Clerk added that the estimated power running cost would be 10p / 12p per kilowatt hour and requested Members’ preferences as to the dates and lighting up times for the decorations to be in place.

Councillor Gibbs vacated the Chair to allow Councillor Mrs P Sanderson, The Town Mayor to take over.

12 TO RECEIVE INFORMATION FROM THE TOWN CLERK ON THE FOLLOWING ONGING ISSUES AND DECIDE FURTHER ACTION WHERE NECESSARY, continued:

b South Yorkshire Police Community Forum - The Town Clerk updated that following a request at a previous meeting for a Community Forum with a representative from South Yorkshire Police, she had received a reply from Inspector M Payling, who is willing to attend such a meeting and has held similar in Thorne and Moorends recently.

Resolved : Town Clerk to also invite Chief Constable, and to book a venue.

c Jubilee Park proposed fencing – The Town Clerk updated members that she has been looking at effective ways of fencing the children’s play area following disruption by motorcycles. It is difficult to fence off all the play equipment due to the design, equipment and layout. There are several issue to address on the whole of the boundary. The matter was discussed briefly.

Resolved: that a site meeting is arranged for the members of the Burial & Recreation Committee with an open invitation to Full Council.

d Grass Cutting – The Town Clerk updated that DMBC had missed a week’s cut on the Recreation Grounds and that she had attempted to contact the team leaving several messages to register concerns. The Cemetery grass was falling behind due to sickness and holidays and to remedy this a gardening service was employed for two weekends. The Clerk reassured Members that she is chasing up DMBC on a regular basis.

e Role of Enforcement Officer- The Town Clerk advised that she has carried out more research into this role. There is the legal capacity for a Town Council to take enforcement action by way of issuing fixed penalty notices, the difficulty is in how to give staff the capacity to obtain personal details. A brief discussion followed and it was considered that the research be incorporated where time allows, however to investigate a secondment or a buy in service to achieve a positive outcome may be considered.

Resolved : Town Clerk to investigate a secondment or buy in enforcement service.

f Policy & Resources Terms of Reference - The Town Clerk stated that within the Terms of Reference for Policy & Resources Committee it has delegated powers to determine and award grant applications. In view of the resolution to bring back all grants to Full Council some changes were needed for the Terms of Reference.

Resolved: The Town Council has observations in respect of the following planning applications:-

17/00924/FUL - Change of use from a vacant retail unit (A1) and attached flat to a Coffee Shop (A3) - 12 High Street, Dunsville – Councillors would like to make an observation that parking is quite congested on the frontage on this small parade of shops.

17/00879/FULM - Erection of fourteen dwellings, parking and new access following demolition of existing building- Land At Former The Warrenne Youth Centre, Broadway, Dunscroft. – Councillors would like to object to the proposal due to the access road being unsuitable for construction vehicles and the significant increase in traffic. Plot 1 & 2 face the access point and may suffer from infringement of lights when vehicles enter the site. There is concern that hazardous materials are contained within the former Youth Centre and safe removal of this is paramount.

17/00878/FUL- Erection of new dwelling following either change of use of existing dwelling to office or its demolition and erection of barn.- Sunnybank, Bawtry Road, Hatfield Woodhouse - Members wish to submit an objection to the proposal due to the land lying within a Countryside Policy Area and there are concerns in relation to the ingress and egress to the site on to this very busy road.
