A Regular Meeting of the Board of Trustees of the Village of Seneca Falls, New York held on the above date beginning at 7:00 P.M.
PRESENT: Mayor Smith, Trustees Campese, Petroccia and Masino; Art Seld, Village Attorney.
ABSENT: Trustee Dressing.
Mayor Smith opened the meeting with the Pledge of Allegiance at 7:10 p.m. / OPEN MEETING
It was on motion by Trustee Campese, seconded by Trustee Petroccia to approve the minutes from the Regular Meeting of November 7, 2005, Heritage Area Commission December 5, 2005, and the Water & Sewer Commission meeting of November 28, 2005 / MINUTES

The Clerk read a letter from NYMIR regarding decreased policy premiums due to decreased claim history. / COMMUNICATIONS
NYMIR – Insurance Renewal

A communication was read from the It’s a Wonderful Life committee presented an invitation to the community to participate in the upcoming events for the “It’s a Wonderful Life” celebration in Seneca Falls. / It’s A Wonderful Life Committee
WHEREAS, the Village of Seneca Falls Board of Trustees is authorized under Village Law to audit and pay claims asserted against it; and
WHEREAS, the Board of Trustees has been presented with an abstract of unaudited vouchers #5718 through #5855 in the amount of $654,297.79; and,
WHEREAS, the Board of Trustees desires to audit and pay the above-referenced claims:
NOW THEREFORE, be it resolved that the Village of Seneca Falls pay the above-referenced claims against it by disbursing funds from the applicable Village accounts as follows:
General Fund: $367,015.59
Water Fund: $ 93,453.45
Sewer Fund: $ 69,250.40
Trust & Agency: $ 6,302.59
Rumsey/Walnut Project $117,823.98

Budgetary Amendments

WHEREAS, the proposed Cayuga-Seneca Canalway Trail planned for the south side of the Cayuga-Seneca Canal would reach from Seneca Lake State Park to Montezuma National Wildlife Refuge; and
WHEREAS, the proposed trail would include the area along the Canal in the Villages of Waterloo and Seneca Falls; and
WHEREAS, the Cayuga-Seneca Canalway Trail would become part of Governor Pataki’s announced plan for a canal trail stretching along the entire length of the New York State Canal System; and
WHEREAS, the Village of Seneca Falls recognizes the potential education, recreation, health and economic development benefits such a trail could bring to the community of Seneca Falls; now, therefore, be it

Proposed Local Law #1 of 2006 was presented to the Board of Trustees which would allow for No Parking signs to be erected on West Bayard Street in front of 66 W. Bayard, as this would alleviate traffic problems at the intersection of Bridge and W. Bayard Streets. Mayor Smith advised that a public hearing on this local law would be held at the next regular meeting on January 9, 2006 at 7:00 p.m. / NEW BUSINESS

Susan Derr discussed a problem with a street sign at the corner of VanCleef Street. Administrator Sowards advised that she would look into the problem and contact Ms. Derr when she had an answer. / PUBLIC COMMENT
